SPECIAL COUNCIL MEETING FIRST READING OF THE BUDGET – SCHOOL DEPARTMENT JUNE 4, 2007
Mayor Nutting called the meeting to order at 7:03 p.m.
Roll Call: Phillippe Dumont, John McCurry, Jr., Matthew Hight, Susan Deschambault, Albert Grover, Rick Laverriere, Michael Ready, Kenneth Farley, George Lamontagne
The Council honored the Flag by reciting the Pledge of Allegiance.
Adjustments to the Agenda: none
Mayor Nutting announced that Councilor Dumont has resigned from the Council, and at the June 5th Council Meeting Mayor Nutting will nominate and Council will approve a replacement.
Orders of the Day: 2007.32a-1 IN BOARD OF CITY COUNCIL...JUNE 4, 2007 WHEREAS, the Maine Dept. of Education has determined the total cost of funding public education from kindergarten to grade 12, for Biddeford, as described in the Essential Programs and Services Funding Act to be $27,513,718,
THEREFORE, BE IT ORDERED, that the City Council does appropriate and will raise the sum of $16,695,732 for the Biddeford School Department’s contribution to the total cost of funding public education for kindergarten to grade 12 as described in the Essential Programs and Services Funding Act in accordance with the Maine Revised Statutes, Title 2-A, section 15688.
Explanation: The Biddeford School Department’s contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act is the amount of money determined by state law to be the minimum amount that a municipality must raise in order to receive the full amount of state dollars.
Motion by Councilor Lamontagne, seconded by Councilor Farley to grant the first reading of the order. Vote: 7/2; Councilors McCurry and Dumont opposed. Councilors Hight, Deschambault, Grover, Laverriere, Ready, Farley and Lamontagne in favor. Motion carries.
2007.32a-2 IN BOARD OF CITY COUNCIL...JUNE 4, 2007 BE IT ORDERED, that the City Council does appropriate and will raise the sum of $411,525 for the annual debt service payments on the non-state-funded portion of school construction project or a non-state-funded portion of a school construction project in addition to the funds appropriated as the local share of the Biddeford School Department’s contribution to the total cost of funding public education from kindergarten to grade 12.
Explanation: Non-state-funded debt service is the amount of money needed for the annual payments on the municipality’s long-term debt for major capital school construction that is not approved for state subsidy. The bonding of this long-term debt was approved by the voters before its issuance, as provided by charter.
Motion by Councilor Ready, seconded by Councilor Farley to grant the first reading of the order. Vote: Unanimous.
1 2007.32a-3 IN BOARD OF CITY COUNCIL...JUNE 4, 2007 BE IT ORDERED, that the City Council does appropriate and will raise the sum of $1,005,206 in additional local funds for school purposes under Maine Revised Statutes, Title 20-A, section 15690.
Explanation: The additional local funds are those locally raised funds over and above the Biddeford School Department’s contribution to the costs of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act and local amounts raised for the annual debt service payment on non-state- funded school construction projects or the non-state-funded portion of a school construction project that will help achieve the municipality’s budget for educational programs.
Motion by Councilor Lamontagne, seconded by Councilor Ready to grant the first reading of the order.
Motion by Councilor McCurry, seconded by Councilor Dumont to amend the order by reducing the sum by $415,351 for a new total of $589,855. Vote: 1/8; Councilor McCurry in favor. Councilors Dumont, Hight, Deschambault, Grover, Laverriere, Ready, Farley and Lamontagne opposed. Motion fails.

2007.32a-4 IN BOARD OF CITY COUNCIL...JUNE 4, 2007 BE IT ORDERED, that the City Council does hereby authorize the School Committee to expend $30,624,857 for the fiscal year commencing July 1, 2007 and ending June 30, 2008 from the Biddeford School Department’s contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act, non-state-funded school construction projects, additional local funds for school purposes under the Maine Revised Statutes, Title 20-A, section 15690, unexpended balances, tuition receipts, state subsidy and other receipts for the support of schools, and broken down as follows:

BE IT FURTHER ORERED, that the School Department is authorized to accept grant funds during the fiscal year and to expend such funds for the purposes for which they are intended.
Motion by Councilor Farley, seconded by Councilor Ready to grant the first reading of the order.
{The Order that had originally been given to the Council did not show where the School Dept. was going to reduce their budget that the Finance Committee requested; that being $179,819. Just prior to this Council meeting, the School Dept. handed out revised budget figures for the above eight line items. It is on these revised budget figures that the City Council voted on.}
2 Instruction Motion by Councilor Farley, seconded by Councilor Ready to grant the line item amount of $16,048,185.
Motion by Councilor Hight to amend this line item by adding $58,765 to Instruction, for a new total of $16,106,950. Motion fails due to lack of second.
Vote on Instruction line in the amount of $16,048,185: 6/3; Councilors Hight, McCurry and Dumont opposed. Councilors Deschambault, Grover, Laverriere, Ready, Farley and Lamontagne in favor. Motion carries.
Student Support Services Motion by Councilor Lamontagne, seconded by Councilor Ready to grant the line item amount of $2,809,917.
Motion by Councilor Dumont, seconded by Councilor Hight to amend this line item by adding $3,047 to Student Support Services, for a new total of $2,812,964. Vote: 2/7; Councilors Dumont and Hight in favor. Councilors McCurry, Deschambault, Grover, Laverriere, Ready, Farley and Lamontagne opposed. Motion fails.
Vote on Student Support Services line in the amount of $2,809,917: 6/3; Councilors Dumont, Hight and McCurry opposed. Councilors Deschambault, Grover, Laverriere, Ready, Farley and Lamontagne in favor. Motion carries.
Administration Motion by Councilor Farley, seconded by Councilor Laverriere to grant the line item amount of $657,342. Vote: 7/2; Councilors McCurry and Dumont opposed. Councilors Hight, Deschambault, Grover, Laverriere, Ready, Farley and Lamontagne in favor. Motion carries.
Staff Support Services Motion by Councilor Lamontagne, seconded by Councilor Ready to grant the line item amount of $3,181,899. Vote: 6/3; Councilors McCurry, Dumont and Hight opposed. Councilors Deschambault, Grover, Laverriere, Ready, Farley and Lamontagne in favor. Motion carries.
Operation/Maintenance of Plant Motion by Councilor Farley, seconded by Councilor Ready to grant the line item amount of $3,663,681. Vote: 7/2; Councilors McCurry and Hight opposed. Councilors Dumont, Deschambault, Grover, Laverriere, Ready, Farley and Lamontagne in favor. Motion carries.
Pupil Transportation Motion by Councilor Lamontagne, seconded by Councilor Laverriere to grant the line item amount of $1,732,751. Vote: 7/2; Councilors McCurry and Dumont opposed. Councilors Hight, Deschambault, Grover, Laverriere, Ready, Farley and Lamontagne in favor. Motion carries.
3 Debt Service Motion by Councilor Ready, seconded by Councilor Farley to grant the line item amount of $2,531,082. Vote: Unanimous.
Total School Budget Motion by Councilor Farley, seconded by Councilor Laverriere to grant the first reading of the Total School Budget in the amount of $30,624,857. Vote: 7/2; Councilors McCurry and Dumont opposed. Councilors Hight, Deschambault, Grover, Laverriere, Ready, Farley and Lamontagne in favor. Motion carries.
2007.32b IN BOARD OF CITY COUNCIL...JUNE 4, 2007 BE IT ORDERED, that the City Council of the City of Biddeford does hereby appropriate the sum of $566,417, for ADULT EDUCATION for the fiscal year commencing July 1, 2007 and ending June 30, 2008, and does hereby appropriate and will raise the local share for ADULT EDUCATION in the amount of $280,748.
BE IT FURTHER ORDERED that Biddeford Adult Education is authorized to accept grant funds and private contracts during the fiscal year and to expend such funds for the purposes for which they are intended through the Adult Education Special Revenue Fund.
Motion by Councilor McCurry, seconded by Councilor Laverriere to grant the first reading of the order. Vote: Unanimous.
2007.32c IN BOARD OF CITY COUNCIL...JUNE 4, 2007 BE IT ORDERED, that the City Council of the City of Biddeford does hereby appropriate the sum of $978,075 for School FOOD SERVICE (“Hot Lunch”) for the fiscal year commencing on July 1, 2007, and ending on June 30, 2008, and
BE IT FURTHER ORDERED, that the sum of $978,075 in estimated revenues is adopted in support of FOOD SERVICE, with a local share for FOOD SERVICE in the amount of $0.
Motion by Councilor Lamontagne, seconded by Councilor McCurry to grant the first reading of the order. Vote: Unanimous.
