National Publicity Platform GUIDELINES + TERMS AND CONDITIONS FOR BANNER SPACES IN ARTS & HERITAGE DISTRICT

The National Publicity Platform is an initiative by the National Arts Council (NAC) that provides free street banner spaces for Singapore-based arts groups and institutions to promote their events and activities in high traffic areas within Singapore’s Art & Heritage District.

The objective of this scheme is to increase awareness of Singapore arts and events. While all groups are welcome to apply, please note that priority will be accorded to arts and heritage groups of a non-profit nature in line with the overall objectives.

- 1 - ANNEX A: APPLICATION PROCESS Application window opens - There are two display periods open for application: o January – June (application in October) o July – December (application in April) - All information, guidelines, terms and conditions can be found at bit.ly/AHDinfo - Only applications made during the open call window will be evaluated. We will not entertain requests made on an ad-hoc basis.

Application window closes - All forms must be submitted either: o by the online form at bit.ly/Jan2017 or o through email to NAC’s appointed banner administrator D’Event Factory through [email protected]

Evaluation and notice - All applications will be evaluated by NAC. This is not based on a first-come-first serve basis - Successful applicants will be notified of their allocated locations via email within 2 months of the closing date

Submission for review - All applicants should submit the soft copy of their banner artwork (pdf, less than 5mb) to D’Event Factory at least 4 weeks before the start of the allocated display period. Any delay in submission may affect the approval process and result in delays - D’Event will submit the banner artwork to NAC and Land Transport Authority (LTA) for final approval - NAC will issue a Letter of Support to Building Construction Authority (BCA) for approved banner artwork

Application for waiver of BCA Advertising License Fee - All applicants need to apply for BCA Advertising License to proceed with the installation of banners through the portal at http://www.bca.gov.sg/AdvertisementLicence. This may be done by applicants directly or through their appointed vendor - This Advertising License Fee can be waived for local arts groups – please attached the BCA Letter of Support issued by NAC as a supporting document

Installation / Dismantling of Banners - Applicants are to arrange for their own installation and dismantling of banners. Please refer to Annex C for guidelines

ANNEX C: LAMP POST BANNER DESIGN GUIDELINES

SPECIFICATIONS Please see visual guidelines for full detailed measurements Non-Decorative Decorative All banners except for HIL1 & HIL2 HIL1 and HIL2 (Hill Street) Size 3m (height) x 1m (width) 3.5m (height) x 1.2m (width) Orientation Portrait Printing 1-side only Electrostatic, Direct-to-Media, high grade silkscreen printing or more superior printing techniques should be used to ensure clear images and prevent fading Material PVC Canvas or lightweight opaque material superior to PVC Installation - Banners should be installed with the printed side facing vehicular traffic - Banners must incorporate a sturdy wooden/plastic/metal strip at the bottom to hold the material - Banners must incorporate an eyelet with a steel/wire cable to be fastened securely to the lamp post and prevent flagging - Banners should use standardised brackets or metal poles approved by LTA for the hanging of banners on the lamp post. They should not be hung on the lamp post itself. Otherwise, to use U-clamp with PVC sleeving to mount the banner on the lamp poles. There should be no drilling, riveting or welding.

MANDATORIES All banners installed in AHD must carry the AHD template (see below). It should include: - “Arts & Heritage District” across the top of the banner - “Living Arts, Loving Culture” logo across the bottom of the banner Please refer to the visuals on pg 9-12 for exact specifications and measurements.

BEST PRACTICES Please refer to these recommendations to guide your banner design. NAC reserves the right to reject designs that do not meet the guidelines provided, or to request for changes to the design as necessary.

- Most important element of the design - priority should be given to event name over logos, images, taglines (recommended: at least 50% of banner space if possible) Event Name - Chosen font and colours should ensure maximum visibility of e.g. Singapore Writers Festival event name for pedestrians and motorists (recommended: font size of 500-700pts) - Each design should feature only one event Event Date(s) - Should be clearly indicated e.g. 1 Jan – 3 Mar 2015 - Chosen font and colours should ensure maximum visibility for Event Venue pedestrians and motorists e.g. ABC Gallery (recommended: font size of 300-400pts) Ticket Hotline/Website (if any) - Short website URL and hotline number are allowed e.g. Find out more: www.nac.gov.sg - Not allowed: detailed information on ticket prices, long text or Book your tickets here: 6346 5555 paragraph descriptions, commercial messages Sponsor / Organiser Logo(s) - To be placed on bottom of banner

- Banner design must comply to the “Singapore Code of Advertising Practice” by the Advertising Standards Authority of Singapore. Please refer to http://www.case.org.sg/downloads/asas/SCAP%202008.pdf for more information

- Banner design should not contain anything that is offensive to the standards of decency prevailing among those who are likely to be exposed to them in accordance with Clause 2.1 on decency stipulated in the “Singapore Code of Advertising Practice” by the Advertising Standards Authority of Singapore

- NAC reserves the right to reject or ask for amendments on designs that are unsuitable

INSTALLATION AND DISMANTLING Applicants’ appointed contractor may install and dismantle banners at the following times:

For allocated display period (First Day – Last Day) Between 2300hrs of First Day to 0600hrs of Following Day Installation e.g. for display period starting 1st Jul, Installation from 1st Jul 2300hrs to 2nd Jul 0600hrs

Between 2300hrs of Last Day to 0600hrs of Following Day Dismantling e.g. for display period ending 30th Jul, Dismantling from 30st Jul 2300hrs to 31st Jul 0600hrs

The applicant shall be responsible for ensuring that all banners are installed in a safe and proper manner. Any incident or damage and shall indemnify the National Arts Council against all proceedings, action, claims, demands, damages, injury to persons (whether fatal or otherwise), loss or damage to property, costs and expenses whatsoever which arise as a result of the displacement of buntings.

The applicant is to be responsible and address any feedback directly to Singapore Police Force (SPF) if the surveillance cameras and wireless antenna panels were found to be blocked/ obstructed / adjusted during installation/ dismantling/ maintenance. The applicant shall bear the full cost in making the said equipment back to its original state to the satisfaction of SPF.

NAC reserves the right to revoke the approval and request the immediate removal of the banners at the applicant’s cost if the quality of production or method of installation is deemed unsuitable.
