MEMORANDUM FOR RECORD

SUBJECT: Letter of Instruction (LOI) for participating applicants for the 2nd Weapons of Mass Destruction Civil Support Team Survey Team Member Board

1. Applicability: This LOI applies to all applicants applying for the Survey Team Member Board, unless an exception is recommended by the 2nd CST Physician Assistant (PA) and approved by the 2nd CST Commander.

2. Purpose: To provide all applicants instruction on the evaluation, hiring practice and board process for the Survey Team Member Board. The Survey Team Member selection process will take place in three phases: US Army Physical Fitness Test (APFT), CST Indoctrination and Abilities Test, and the personal interview.

3. Reporting Procedures: All applicants will report to Bldg 43 NLT 0645hrs on the specified date. Applicants will be accounted for, briefed on the day’s events, and introduced to Board Members and evaluators. Medical records will be submitted to the unit PA for review. Other pertinent information or documents that need attention by Board Members will be submitted to the 1SG.

4. PHASE 1

a. The APFT will be administered by the Unit 1SG and CST Cadre at bldg 43 at 0700hrs. All cadres will be wearing a black CST Sweatshirt along with the IPFU bottoms.

b. All applicants will be in their proper organizational or Unit PT uniform and will conduct the APFT which will consist of three timed events. IAW FM 21-20

1. First event will be the Push up event, each applicant will have 2 minutes to do as many correct push ups as they can in the allowed time.

2. Second event will be the Sit up event; each applicant will have 2 minutes to do as many correct Sit ups as they can in the allowed time.

3. Third event will be the 2 mile run; each applicant will run the designated 2 mile run course. The 2nd CST will have personnel at the start line and turn around point calling off times as well as the finish line calling out final times for score. 4. Upon completion of the APFT all applicants will be transported back to Bldg 43 for height and weight measurement by the 2nd CST PA. After the last applicant is tested all applicants will have 30 minutes to rest and hydrate for phase 2 of the interview process.

5. PHASE 2

a. Phase 2 will consist of a CST indoctrination and abilities test wearing and operating in a LEVEL (A) fully encapsulated personal protective suit while wearing a Self Contained Breathing Apparatus (SCBA).

b. Applicants will have their medical records screened by the unit PA before participating in the event. Once each applicant’s medical records are cleared they will be monitored by the team PA and team Medic. Personal monitoring will consist of weighing in, blood pressure, pulse rate, and temperature check. Once each applicant is cleared by the medical team that applicant will be considered a GO for training; if applicant’s vitals are not at an acceptable limit they will not participate in the event.

c. During Phase 2 each applicant will be assigned one CST cadre for the duration of the event to help with Donning PPE/Respiratory equipment, all aspects of safety, and Doffing of the PPE/Respiratory equipment after the event is over.

d. Applicants will wear a CST issued flight suit and don their PPE/Respiratory equipment with the assistance of their assigned cadre. Once donned each applicant will participate in 2 events that will display their ability to maintain self-control, bearing, and measure their physical stamina to complete tasks.

1. Task one will include patient packaging and a rescue drag with the HazMat Skedko. Applicant will package a patient as instructed by his cadre, after the patient is packaged he or she will drag the patient on the skedko to a designated point and then drag patient to the recovery point.

2. Task two is a dexterity test for which the applicant will have a minimum time limit to build or assemble an object according to the instruction plans they are given. This event is performed under extreme low visibility conditions with noise and other distractions.

e. After completion of phase 2 applicants will immediately doff their PPE/Respiratory equipment. As soon as individuals are doffed they will hydrate and see the unit PA or Medic for medical monitoring of their vitals. f. Immediately following medical monitoring applicants will then be afforded the opportunity to Shower, change into their uniform, and prepare for phase three.

NOTE: At any time during the event that an applicant feels they can not go on or needs to stop, they will be immediately removed from the suit and medically monitored.

6. Phase 3

a. Phase 3 will be the final phase of the interview process entailing an interview board with the Unit Commander, Deputy Commander, Unit First Sergeant, Survey Team Leader, Recon NCO, and Survey Team Chief.

b. Interview board will be in the Class A uniform for applicants and ACUs/BDUs for board members.

c. Applicants will be instructed on reporting procedures by the 1SG.

d. Applicants will be notified of the board’s selection by the NYARNG HRO within 2-3 weeks.
