In the developed countries, the share of "middle class" accounts (E&Y) for more than 53 % of the population. In Russia, according to expert estimates, the share is no more than 10 %. 6 Hall №4 NON-CASH OPERATIONS - AS A RESOURCE FOR ECONOMIC GROWTH Association "National Level of non-cash payments is an important feature, not only for the Payments Council" development of the national payment system but also for the economy as a whole. Over the past few years the rapid development has brought the Russian market of non-cash payments to a new level, for example, the number of transactions to pay for goods and services exceeded the number of bank card cash withdrawal (52 % vs. 48%). New products and technologies are developing at the accelerating pace: from electronic money to NFC. The government actively regulates payments market, including through the introduction of oversight procedures for payment systems. The link between a high proportion of non-cash circulation and level of economic development, its transparency and efficiency is recognized by all members of the expert community. But the proposed specific measures and methods to implement them do not always produce unambiguous assessment. On which measures we should focus? Stimulate or constrain?
