IDAHO PCSRF PROPOSAL APPLICATION - Round 18 Category – Salmonid Monitoring, and Evaluation (M&E) Part 2
Application Due: October 16, 2015
Only for projects that conduct monitoring. Salmonid and habitat monitoring is to: 1) evaluate the status and trends of salmonid populations and their habitat; 2) evaluate the effectiveness of multiple restoration projects (e.g., effectiveness monitoring); or, 3) evaluate the effectiveness of a particular restoration prescription.
Project Worksite Information Tab to or click in each gray field to enter information.
Complete the following required worksite information where project activities will take place. If the proposed work can be described for discrete location(s), provide the following information for each site. If worksites are within one-half-a-mile of each other, both/all can be considered one. If the proposed project location can be described best as a watershed use only one worksite. For each additional worksite, complete another one of these forms and submit with the Round 18 Idaho PCSRF Proposal Application Narrative (Part 1).
1. Worksite number of 2. Worksite name: 3. Briefly describe, in sequential order, the project activities that will take place at this worksite:
4. Land ownership at worksite (identify percentage): Private: State: Federal:
5. Anticipated work start date at this worksite (m/d/yy):
6. Anticipated end date at this worksite (m/d/yy): 7. Provide the name of the subbasin, 4th Field HUC name and number, and name of the watershed associated with the project.
8. Provide worksite latitude and longitude. Provide latitude and longitude for the midpoint latitude and longitude for this worksite. If the proposed project location can be described best as a watershed, record the latitude/longitude location for the mouth of the watershed. LATITUDE: (decimal degrees) . LONGITUDE: (decimal degrees) . 9. Evolutionary Significant Units (ESU) and/or Distinct Population Segment (DPS) targeted by actions to be completed at this worksite (select all that apply): Snake River Spring/Summer-run Chinook Salmon ESU Snake River Fall-run Chinook Salmon ESU Snake River Steelhead DPS

From this point forward the format will change from numbering to alpha to coincide with NOAA’s database metrics.
E.0 Metric Reporting for Monitoring and Evaluation The remainder of the proposal will be used to identify the work types and descriptive metrics for the proposed monitoring and evaluation project. Record all requests for miles to the nearest 0.01 miles; use meander for stream measurements. Record all requests for acres to the nearest 0.1 acres. Record all requests for funds as the total of PCSRF federal plus state non-federal cash match, plus “Other” non-federal cash match, plus the “Value” (dollars) of in-kind contributions (rounded). The proposed funds for all sub-categories selected for completion under this proposal must add up to the total proposed project in E.0.a.
E.0.a Total proposed project budget (=PCSRF funds requested + state and other non-federal cash match + non-federal in-kind contributions) for all salmonid monitoring and evaluation actions. E.0.b What habitat project is complemented by this project (please provide project name, number and sponsor)? If this project does not complement a habitat project, enter ‘None’. E.0.c What plan, watershed assessment or recovery plan identifies the need or justification for conducting this project? If no plan or assessment identifies the need or justification, enter ‘none’. Name of the document: Author: Date: Agency: Agency Location: E.0.d Cooperating Organizations 1. How many organizations will be cooperating with this project by conducting field work on other components of a Comprehensive Strategy or Program?
2. List the names of the organization accounted for in the question above. If none, enter ‘None’.
E.0.e Reports Prepared 1. How many reports will be prepared by the project on data collected and M&E outcomes? These reports could be progress reports, monitoring reports, or final reports. 2. Provide the name of the report, including the author, date, and the organization source and location.
(Monitoring-Evaluation) Revised (9/10/15) Page 2 of 4 PCSRF Application Form Round 18 Please complete the following metrics that apply to the funding and actions that will be addressed by the work completed through this project. E.1 Monitoring Sub-category: Yes No Field projects that monitor effectiveness of restoration projects; salmonid abundance; biological or physical indices; salmonid harvests; or water quality/quantity (flow).
E.1.a What is the total budget for this work sub-category (=PCSRF + state/other non-federal cash match + in-kind contributions)? E.1.b Total amount of stream or watershed area monitored by this project. The metric (miles or acres) is dependent on the area monitored (stream vs. land). If there is more than one type of monitoring and the monitoring types overlap area, report total area for all types (i.e., do not double-count areas of overlap). E.1.b.1 How many miles of stream will be monitored? E.1.b.2 How many acres of upland/watershed will be monitored? E.1.c Type of field monitoring, evaluation work and area monitored. The metrics for each monitoring type should be reported as number of stream miles for instream or riparian monitoring or as number of acres for watershed/upland monitoring. Select one or more of the following monitoring types and answer the associated questions for each selection regarding steam miles monitored, square miles monitored or acres monitored. Some of the (numbered) monitoring types below include two of three metrics: stream miles monitored, square miles monitored or acres monitored. When there is more than one question, for the proposed monitoring action, at least one of the questions must to be answered. If the other questions do not apply, please enter “none”. E.1.c.1 Adult salmonid population monitoring How many stream miles will be monitored? E.1.c.2 Salmonid smolt or fry monitoring How many stream miles will be monitored? E.1.c.3 Biological instream monitoring (other than salmon) How many stream miles will be monitored? E.1.c.4 Redd counts How many stream miles will be monitored? E.1.c.5 Carcass counts How many stream miles will be monitored? E.1.c.6 Harvest monitoring How many stream miles will be monitored? How many square miles of water area will be monitored? E.1.c.7 Test fishery How many stream miles will be monitored? How many square miles of water area will be monitored? E.1.c.8 Water quality monitoring How many stream miles will be monitored? E.1.c.9 Water quantity (flow) monitoring How many stream miles will be monitored? E.1.c.10 Ocean Condition Monitoring. Not Applicable to the State of Idaho (Monitoring-Evaluation) Revised (9/10/15) Page 3 of 4 PCSRF Application Form Round 18 E.1.c.11 Habitat condition monitoring How many stream miles or streambank will be monitored? How many acres will be monitored? E.1.c.12 Post-project implementation or design compliance monitoring How many stream miles or streambank will be monitored? How many acres will be monitored? E.1.c.13 Restoration effectiveness monitoring How many stream miles or streambank will be monitored? How many acres will be monitored? E.1.c.14 Restoration validation monitoring How many stream miles or streambank will be monitored? How many acres will be monitored? E.1.c15 Intensively monitored watershed How many stream miles or streambank will be monitored? How many acres will be monitored? E.1.d Comprehensive Monitoring Strategy What comprehensive monitoring strategy/program is this project a component of? Provide the name of the strategy/program, the author, date, and the organization source and location. If monitoring is not a part of a comprehensive monitoring strategy/program enter ‘None’.
