REMOVAL OF ASBESTOS CONTAINING MATERIALS AT BRYNMAWR MARKET HALL CINEMA MARKET SQUARE BRYNMAWR

1. SCOPE OF WORKS Erect scaffolding in auditorium in approximate position as indicated on accompanying plan. Erect enclosure and air locks to facilitate removal of asbestos debris and undertake full environmental clean of the clock tower area as indicated on the attached MAS sheets. Erect fire resistant polyethelene barrier to segregate auditorium void from clock tower void. Full four stage clearance to be provided on completion.

2. TYPE OF ASBESTOS

The type and location of the asbestos is as specified in the accompanying section of the asbestos survey.

3. QUANTITY

The Contractor will visit site in order to measure the areas before quotation.

4. METHOD STATEMENT

The contractor must supply a method statement, detailed risk assessment and plan of operations, prior to commencement of the works on site.

5. HSE/EHO ENFORCEMENT

The contractor will allow for all communications with the enforcement authorities, and carry out all requisite notifications as laid down in the pertinent statutes.

The decontamination unit will be in compliance with that laid down in HSG247 guidance notes, “Hygiene Facilities for works with asbestos.

Vacuum units will be H Type.

Negative Pressure Units will be sufficient to give minimum 8 changes of air per hour.

All PPE will be in compliance with the relevant HSE specification including overalls and RPE.

SPECIFICATION – BRYNMWAR MARKET HALL CINEMA-CLOCK TOWER VOID 3 8. ITEMS FOR CONVENIENCE IN PRICING

The Contractor shall allow for the following:

i). Plant, tools and vehicles.

ii.) Safety health and welfare people.

iii). National Insurance and Pension for workpeople and all other Contributions, Levies and Taxes payable in his capacity as an employer.

iv) Holidays for workpeople.

v) Transport for workpeople.

vi) All labour on-costs and all other disbursements arising from the employment of any workpeople including all payments to be made in accordance with the rules or decisions of the National Joint Council for the Building Industry or such other recognised wage fixing body and the terms of the Building and Civil Engineering annual and public holidays.

vii) Safeguarding the works, materials and plant damage and theft.

viii) Keeping clean the public and private roads, paths, drains and sewers.

ix) Police regulations.

The Contractor shall supply all labour, materials, plant and tackle, required to carry out and complete the works.

The rate for all items, unless otherwise described shall include conveyance and delivery, unloading, storing, hoisting, and all labour, setting fitting and fixing in position, cutting wastage, return of packages, and for all established charges, profit etc.

The area of the works should be left clean and perfect to the satisfaction of the Supervising Officer on completion.

10. MATERIALS

Any materials to be used shall be of the best quality obtainable where a Specification and/or Code of Practice Issued by the British Standard Institution is current and is appropriate. All goods, materials and workmanship where practical, shall be in accordance with that Specification or Code of Practice.

11. WORKMANSHIP

The whole of the works are to be carried out in strict accordance with the Schedule, and with any instructions which may be given by the Corporate Director of Environment or his nominated representative from time to time during the progress of the works, and to his entire satisfaction.

The Contractor shall ensure that Personnel employed on the contract are suitably trained, experienced and familiar with asbestos works and are capable of carrying out the work in every respect.

The Contractor shall provide, on request, documentary evidence indicating the competence of the Personnel employed on this contract.

12. ASSIGNMENT

The Contractor shall be prohibited from transferring or assigning directly or indirectly, to any person or person, whatever any portion of this contract without the written permission of the Corporate Director of Environment. Sub-letting of any part(s) of the work, except to the extent permitted in writing by the Corporate Director of Environment shall be prohibited.

13. MATERIALS OR GOODS UNFIXED OR OFF SITE

It is not the normal policy of Blaenau Gwent County Borough Council to pay for materials and goods off site.

All old materials removed from site shall become the property of the Contractor unless otherwise Specified, and he is to make allowance for this when making up his quotation.

15. DETAILED PROGRAMME

The Contractor must adhere closely to the programme set down by the Corporate Director of Environment and Regeneration and must include in his quotation for everything necessary, including overtime to achieve the target dates.

16. PUBLICITY

No information, either written or verbal, nor photographs nor drawings, concerning this contract, shall be supplied by the Contractor to any persons without the Corporate Director of Environment’s written authority.

17. FORM OF CONTRACT

18. FINAL ACCEPTANCE

The Senior Asset Surveyor will inspect the works on a daily basis, and provision must be made for this including remote cctv monitors. On completion of the works, and following clearance from the Analyst, the Senior Asset Surveyor will inspect the works and confirm acceptance, or otherwise inform the contractor of remedial works required prior to clearance of invoices for payment.

20. SITE SPECIFIC

The property is Cinema, but will be vacated for the works period. All requisite safety precautions must be allowed for in your quotation. Security is of paramount importance and the contractor will allow for maintaining a secure environment during the contract.
