Resolved the ballot comments regarding the relationship of the US PGD Header template to the US General Header.

The US PGD Header Template is a further constraint on the US General Header.

We need to modify the IG to reflect that change. We should assert the template of US general header first, then assert our template.

Two issues need to be addressed to make this possible:

Keith has reported both on the DSTU Errata page:

Conformance 16786 – is an issue that needs to be resolved…constraint is too tight and not implementable

Conformance 14847 – is linked to the issue

Conformance 5326 – is an errata

We need to re-visit this whole issue in SDWG – with Keith Boone and Rob Haussam and Bob Dolin present.
