PART III Statement of Work Section B - IFIB-ACT-JWC-15-10 NON SENSITIVE INFORMATION RELEASABLE TO THE PUBLIC 1.0 INTRODUCTION

The Joint Warfare Centre (JWC) in Stavanger, Norway is seeking contract support to fulfill its requirement for Exercise Scenario Production. Companies will be required to support Allied Command Transformation’s and Allied Command Operations goal of developing, producing, and delivering a baseline scenario for joint operational-level exercises in 2017-2018 to support North Atlantic Treaty Organization (NATO) collective training and exercise program. In order to achieve this goal, company personnel will contribute to the planning, development, and delivery of a new baseline exercise scenario that addresses relevant geo-strategic situations in accordance with JWC directives and direction.

2.0 PERSONNEL REQUIREMENTS1

2.0.1 SUPPLIER’s personnel must perform the following duties for each position:

o Develop and sustain material and information in existing scenarios. o Build and contribute to the scenario exercise databases. o Participate as a member of Exercise Control during exercise execution. o Assist in the development of operational themes to be exercised by NATO headquarters. o Participate in appropriate exercise planning meetings and scenario working groups. o Be able to travel as necessary in support of exercise activities. o Collaborate with other long-term and short-term contracted personnel and military subject matter experts. o Contribute to the development of intelligence products in their respective domain. o Contribute to the creation of operational level target sets in their respective domain. o Perform any other duty as directed by the Division, Branch, or Section Chief, that contributes to the mission accomplishment of the Joint Warfare Centre.

2.0.2 The following qualifications are required for each position:

o English level equivalent to NATO SLP 4-3-4-3 o Ability to compose, edit, contribute to, and comprehend collaborative texts in advanced English language reflecting the terminology and usage of subject matter expertise.2 (footnote will be added to positions requiring this qualification) o Be able to obtain, by start of contract, a valid and active NATO Personnel Security Clearance Certificate valid for, up to and including, NATO Secret. o Ability to work as a part of a multi-national civilian and military team. o Standard Automated Data Processing and Communication and Information Systems (CIS) Knowledge: o Word Processing: Advanced knowledge o Spreadsheet: Working Knowledge o Graphic Presentation: Working Knowledge

2.1.2 Duties o Contribute to creation of the geo-strategic framework for a new exercise scenario to be delivered in 2017. o Contribute to the design of material and information in the production of the generic description of the crisis area including major regional actors, and a description of the crisis, including its historical background and major political, military, economic, cultural, humanitarian and legal conditions. o Develop outline of “storylines” in all PMESII domains in order to facilitate future development and production per Bi-SC 75-003. o Design of all material and information in the production of new setting and scenarios. o Assist in the development of operational themes to be exercised by NATO headquarters. o Design of all material & information in the production of a new baseline scenario with a particular focus on High-North and Maritime strategic and operational issues. o Development and sustainment of material & information based on an existing setting, exploiting existing scenario documentation and databases. o Contribute to scenario and exercise intelligence products and support a request for information (RFI) scheme. o Participate in appropriate exercise planning meetings and scenario working groups. o Participate as a member of exercise control during exercise execution. o Must be able to travel as necessary in support of exercise activities. o Perform other duties (i.e. content development in other areas of expertise, work group leadership, process management, etc) as outlined by the Scenario Chief that contribute directly to the scenario development role of Joint Exercise Division.

2.1.3 Qualifications Required Qualifications: o Knowledge of contemporary operational art o Experience from recent MILSTRAT/MILOPS level employment (national or international) with focus on maritime operations o Knowledge of High North related geo-political issues, international agreements, security concerns, and NATO policy3 o Knowledge of mechanisms of cooperation between NATO and other international organizations, focusing on maritime and high-north issues o Knowledge of global political/economic mechanisms and interrelationships o Understanding of issues related to High North maritime activity o Understanding of High North geographical conditions’ impact on military operations

Desirable Qualifications (in priority order): o Knowledge of NATO decision making process 3 Candidates are required to submit an Unclassified writing sample (no more than four pages) on possible applications of High-North military-strategic issues to NATO operational exercise scenarios.

o Contribute to creation of the geo-strategic framework for a new exercise scenario to be delivered in 2017, focusing on application of hybrid warfare principles. o Contribute to the design of material and information in the production of the generic description of the crisis area including major regional actors, and a description of the crisis, including its historical background and major political, military, economic, cultural, humanitarian and legal conditions. o Develop outline of “storylines” in all PMESII domains in order to facilitate future development and production per Bi-SC 75-003. o Provide subject matter expertise in hybrid warfare. o Design of all material & information in the production of a new baseline scenario with a particular focus on hybrid warfare strategic and operational issues. o Contribute to scenario and exercise intelligence products and support a request for information (RFI) scheme. o Development and sustainment of material & information based on an existing setting, exploiting existing scenario documentation and databases. o Participate in appropriate exercise planning meetings and scenario working groups. o Participate as a member of exercise control during exercise execution. o Must be able to travel as necessary in support of exercise activities. o Perform other duties (i.e. content development in other areas of expertise, work group leadership, process management, etc) as outlined by the Scenario Chief that contribute directly to the scenario development role of Joint Exercise Division.

2.2.3 Qualifications

Required Qualifications: o Knowledge of contemporary operational art o Experience from recent MILSTRAT or POLSTRAT level employment (national or international) o Knowledge of global information, economic, finance, and legal mechanisms and interrelationships and how each is manipulated in application of hybrid warfare o Knowledge of hybrid warfare concepts.4 o Knowledge of NATO decision making process o Knowledge of mechanisms of cooperation between NATO and other international organizations o Knowledge of global political/economic mechanisms and interrelationships

4 Candidates are required to submit an Unclassified writing sample (no more than four pages) comparing the concept of hybrid warfare to the concept of total war.

2.3.2 Duties

o Contribute to creation of the geo-strategic framework for a new exercise scenario to be delivered in 2017. o Contribute to the design of material and information in the production of the generic description of the crisis area including major regional actors, and a description of the crisis, including its historical background and major political, military, economic, cultural, humanitarian and legal conditions. o Develop outline of “storylines” in all PMESII domains in order to facilitate future development and production per Bi-SC 75-003. o Provide subject matter expertise in former Warsaw Pact military structure, doctrine, and operations with focus on development in Eastern Europe since 1991. o Design of all material & information in the production of a new baseline scenario with a particular focus on Eastern European doctrine and structure. o Create scenario and exercise intelligence products and support a request for information (RFI) scheme. o Development and sustainment of material & information based on an existing setting, exploiting existing scenario documentation and databases. o Participate in appropriate exercise planning meetings and scenario working groups. o Participate as a member of exercise control during exercise execution. o Must be able to travel as necessary in support of exercise activities. o Perform other duties (i.e. content development in other areas of expertise, work group leadership, process management, etc) as outlined by the Scenario Chief that contribute directly to the scenario development role of Joint Exercise Division.

2.3.3 Qualifications

Required Qualifications: o Knowledge of contemporary operational art o Operational HQ level experience (within J2, J3, or J5) in a former Warsaw Pact armed force (preferred) or Operational HQ level experience (within J2, J3, or J5) with significant focus on Warsaw Pact and Russia issues. o Knowledge of former Warsaw Pact political-military structure, doctrine, operations, and decision making processes in its contemporary form.5

Desirable Qualifications (in priority order): o Knowledge of NATO decision making process

2.4.3 Qualifications

Required Qualifications: o Logistic background o J3/J4/J5 experience with a strategic/operational HQ o Exercise and operational planning experience at strategic/operational level o Familiar in use of NATO policy, processes, arrangements and procedures (including funding and contracting)

Desirable Qualifications (in priority order): o Experienced in use of J4 tools (e.g. LOGFAS) o Deployment in an operational or combat zone since October 2001 o Knowledge of NATO decision making process o Familiarity with NATO exercise development and execution

2.5.2 Duties

o Contribute to the design of material and information in the production of the generic description of the crisis area including major regional actors, and a description of the crisis, including its historical background and major political, military, economic, cultural, humanitarian and legal conditions. o Provide subject matter expertise in targeting. o Develop strategic, operational, and tactical level target sets for use by a JTF in a complex Collective Defence environment with sufficient depth to allow high value target identification through operational level target system analysis. o Analysis of scenario materials to create challenging targeting problems at the operational and strategic levels. o Process imagery intelligence and target specific materials (kinetic and non-kinetic) to be used in the Intelligence and Targeting processes. o Maintain imagery intelligence and target specific information within the scenario exercise database. o Process imagery intelligence and targeting products as required by the scenario development process. o Improve imagery and targeting procedures in support of the targeting process. o Contribute to JWC’s scenario target lists and support joint targeting databases. o Perform other duties (i.e. content development in other areas of expertise, work group leadership, process management, etc) as outlined by the Scenario Chief that contribute directly to the scenario development role of Joint Exercise Division.

2.5.3 Qualifications

Required Qualifications: o Operational experience in national or NATO targeting o Leadership position in national or NATO targeting o National Photo Interpretation Course / Conventional Targeting Course o National Joint Staff qualification (Joint Staff College / War College) o Experience in analysis of target systems and the development of targets (kinetic and non- kinetic) o Exercise and/or operational planning experience o Experience in use of targeting Functional Area Systems such as Joint Targeting System (JTS). Working knowledge of Intel FAS. o Deployment in an operational or combat zone since October 2001. 2.6 GEOSPATIAL Production

2.6 .2 Duties

o Provide geospatial and geo-analytical support to JWC. Typical examples of this support will include: o Creating maps and charts, e.g. 1:5,000,000 map using real and synthetic data using the NATO Core GIS system. o Work closely with Scenario Section developers to create and edit products or databases e.g. create and integrate new transportation features with associated attributes. o Management of JWC geospatial data e.g. through: . Version control . File names . Raster processing o Modeling of vector data in accordance with current NATO standards, choosing the appropriate feature and attribute types in order to ensure the relevant information content can be captured in the dataset. o The caching and publishing of web services using ArcGIS Server 10.1. o Develop and use Python scripts for geo-processing tasks. o Establish and develop web client analytical services e.g. filter and query terrain and elevation data in order to generate cross-country mobility analysis. o The provision of geospatial hardware, data and products for use by EXCON staff during training events. o Close liaison with outside agencies which assist in the development of new geospatial products. o Participate in appropriate exercise and scenario planning meetings and working groups. o Perform other duties (i.e. content development in other areas of expertise, work group leadership, process management, etc) as outlined by the Scenario Chief that contribute directly to the scenario development role of Joint Exercise Division. o The Scenario Section’s OF-4 Geospatial Officer will closely supervise the work of the geospatial contractor.

2.6 . Qualifications

Required Qualifications: o Extensive experience in using a wide range of features within NATO GIS systems. o Bachelor or Master’s Degree in GIS or related subject. o Recent experience in providing geospatial support to NATO. 2.8.2 Duties

o Design of all material & information in the production of a new baseline scenario with a particular focus on J2 in a complex defense environment including numerous stakeholders in a wide range of relationships to NATO. o Create scenario and exercise intelligence products and support a request for information (RFI) scheme. o Development and sustainment of material & information based on an existing setting, exploiting existing scenario documentation and databases. o Build and contribute to the scenario exercise databases o Assist in the development of operational themes to be exercised by NATO strat/op/tac headquarters o Participate in appropriate exercise planning meetings and scenario working groups o Must be able to travel as necessary in support of exercise activities o Perform other duties (i.e. content development in other areas of expertise, work group leadership, process management, etc) as outlined by the Scenario Chief that contribute directly to the scenario development role of Joint Exercise Division.

2.8.3 Qualifications Required Qualifications: o J2 experience at the operational or strategic level o Joint Command HQ level experience (within J1-J9) or equivalent o Exercise and/ operational planning experience o Familiar with use of NATO doctrine, policy, processes, arrangements and procedures

Desirable Qualifications (in priority order): o Experienced in use of J2 tools (e.g. NITB, BICES) o Experienced in use of NATO C2 information tools (e.g. JOIIS/BICC, JOIIS/LC2IS, ICC, JTS, MCCIS, LOGFAS, TOPFAS) o Deployment in an operational or combat zone since October 2001.

PART III Statement of Work Section B - IFIB-ACT-JWC-15-10 NON SENSITIVE INFORMATION RELEASABLE TO THE PUBLIC 3.0 LOCATION

All SUPPLIER’S Personnel will normally be working from JWC in Stavanger, Norway. Short term assignments/TDYs may be required on a case by case basis.

4.0 SURGE CAPABILITY

Surge tasks, by their very nature, will be in response to unforeseen circumstances. The surge capability requirement is included in order for JWC to have a contract vehicle in place should emerging circumstances require a quick replacement or a temporary increase in SUPPLIER personnel. The SUPPLIER should be prepared to have surge capability available on site within 20 working days after request by COR.

5.0 START UP DATES

All SUPPLIER’s Personnel are expected to start work as followed:

2.1 - High-North/Maritime (ASAP in September 2015, but no later than 30-September-2015 through 17- November-2017).

2.2 - Mil-Strat/Hybrid (ASAP in September 2015, but no later than 30-September-2015 through 30-June- 2017).

2.3 - Mil-Strat/East Eur Exp (ASAP in September 2015, but no later than 30-September-2015 through 17- November-2017).

2.4 - Logistics/Infrastructure (05-January-2016 through 31-December-2016).

2.5 - Targeting (05-January-2016 through 17-November-2017).

2.6 - Geospatial (05-January-2016 through 31-December-2016).
