▌Position Description

Job Title: Youth Services Coordinator

Reporting To: - The Chief Executive Officer

Remuneration level: Negotiable depending on experience and qualifications Purpose of the position

Promote, co-ordinate and facilitate youth activities and a range of services to the town and surrounding near and remote communities of the Shire of Halls Creek

Responsibilities

▌Responsibility 1 - Coordinate and encourage increased collaboration between youth service providers through: joint planning; pooling of resources to maximise outcomes; partnership development initiatives; maintenance of a central calendar of events and activities; and 6 weekly meetings of Building Better Connections (including maintenance of contact lists and provision of secretariat services for the Network).

Authority Level – Able to work semi-autonomously with guidance and assistance from the Chief Executive Officer

Measurement - (1) Collaborative relationships are established and strengthened between youth service providers. (2) Utilisation of recourses are maximised and planned outcomes are achieved. (3)Central events/activities calendar is maintained, relevant meetings are scheduled and secretariat duties are provide at an appropriate level.

▌Responsibility 2 - Lead the development and implementation of a Shire of Halls Creek Youth Strategy and contribute to the development of an East Kimberley Youth Strategy.

1 ▌Responsibility 3 - Identify and source funding to increase youth services in the Shire of Halls Creek and implement programs that address priorities and gaps identified through the Shire of Halls Creek Youth Strategy.

Authority Level – Able to work semi-autonomously with guidance and assistance from the Chief Executive Officer

Measurement - Funding opportunities are identified and applicable funding criteria are met.

▌Responsibility 4 - Supervise youth workers in the town of Hall Creek and the remote communities of Mulan, Billiluna and Ringer Soak.

Authority Level – Able to work semi-autonomously with guidance and assistance from the Chief Executive Officer

Measurement - Team members are meeting KPI’s and program is achieving its goals.

▌Responsibility 5 - Support youth workers in Balgo, Mulan, Billiluna, Ringer Soak and Warmun through: regular visits; access to professional development opportunities (including training for Indigenous community members interested in youth service provision); additional resources to support youth service activities; and activities to build the capacity of communities to plan and manage youth services.

▌Responsibility 6 - Actively promote the East Kimberley Volatile Substance Use Rapid Response Protocols and ensure that they are implemented by the Shire of Halls Creek Youth Services Team and youth workers in Mulan, Billiluna and Ringer Soak.

Authority Level – Able to work semi-autonomously with guidance and assistance from the Chief Executive Officer

Measurement - Decrease in volatile substance abuse and the associated social problems in the Shire of Halls Creek.

▌Responsibility 7 - Facilitate young people’s input into service delivery, planning and decision making through the establishment of youth advisory groups / forums or other appropriate mechanisms.

2 ▌Responsibility 8 - Ensure that programs and activities are provided at times of most need (i.e. after school, weekends and school holidays).

▌Responsibility 9 - Increase awareness of services relevant to young people through the dissemination of information to youth workers, youth service providers, young people and other community stakeholders.

▌Responsibility 10 – Conduct ongoing monitoring of the project including: tracking specific performance indicators on youth engagement and increased services throughout the project; contributing to the development of a shared monitoring template to be used across both youth service hubs; and reporting back to the Project Reference Group on progress.

3 Relationships

1. Recreation and Aquatic Centre Manager 1. Use of the Centre for Youth Activities.

2. Recreation and Aquatic centre staff 2. Staff can assist in the development of programmes and activities, where appropriate.

External

Community organisations, within the Shire of Halls Creek. Federal and State government agencies. Public and private sector funding agencies. Other youth service providers, both in and beyond Halls Creek.

Extent of Authority

 Works in accordance with general direction from the Chief Executive Officer.  High level of initiative and flexibility within the parameters of Council’s policies and procedures and funding bodies’ requirements.  Contributes to the development of social policy in relation to youth issues.

Specific Duties

Assistance and Support to Young People:

1.1 Encourage youth to participate in the planning and development of their activities and proje cts according to their age range and interests. 1.2 Ensure that service delivery effectively meets the needs of the young people of the region. 1.3 Act as a mentor/role model to young people.

4 Community Participation:

2.1 Develop with the Executive Manager Community Services a calendar of events for the regio n. 2.2 Work with key stakeholders and the community to identify gaps and duplication of services. 2.3 Develop and support a network of volunteers to assist in the running of programs and activit ies. 2.4 Develop cultural protocols for working with the different language groups in the community.

Working with Non- government and Government Agencies:

3.1 Liaise with Federal and State government agencies on developing appropriate activities, pr ograms and facilities. 3.2 Maintain service delivery within funding guidelines (including Department of Corrective Serv ices, Department of Child Protection, Department of Families, Housing, Community Service s, and Indigenous Affairs, Attorney Generals Department, Indigenous Coordination Centre, Department of Education, Employment and Workplace Relations).

Administration, Planning and Co-ordination:

4.1 Work with the Chief Executive Officer to prepare and monitor annual and monthly budgets, prepare submissions for recurrent and new initiatives and complete required evaluations and acquittals. 4.2 Prepare a fortnightly report for the Chief Executive Officer, outlining activities and achievements according to the service plans. 4.3 Oversee the maintenance and upkeep of buildings, equipment, vehicles used for youth activities. 4.4 Comply with the record keeping and document management requirements approved by the Chief Executive Officer. 4.5 Together with team members, regularly review and update procedures and operations in order to provide continuous improvement of services internally and externally.

Supervision of Staff and Volunteers:

5.1 Supervise and support staff, including any Shire of Halls Creek staff located outside of the town boundaries, and promote effective communication and a team environment. 5.2 Work with staff to develop training needs and provide ongoing evaluation and training of staff. 5.3 Develop and deliver orientation training to staff and volunteers.

Coordinate Centre

6.1 Take day-to-day responsibility for Centre programs, staff and volunteers 6.2 Design and implement appropriate policies and procedures for the Youth Centre

Other:

7.1 Work as an effective team member and undertake other duties as required to support the successful provision of youth services, facilities and programs. 7.2 As directed by the Chief Executive Officer.

Person Specification

5 Skills

Essential

 Well-developed interpersonal skills including well-developed communication skills.  Ability to develop trust and build relationships with communities, including Indigenous communities.  Proven high level organisational, administrative and financial management skills.  Demonstrated experience in planning, programming and project management.  Demonstrated ability to develop youth programs and leverage funding, resources and partnerships.  Well-developed problem solving skills.  Competent computer literacy skills.  Demonstrated ability to work with young people (5 – 25 y/o).  Demonstrated ability to work as part of a team, including acting in a leadership capacity.  Preparedness to travel to remote areas for overnight stays with limited facilities.

Knowledge Essential

 Awareness and understanding of youth issues.  Awareness and understanding of the issues faced by youth in remote areas, in particular Aboriginal youth.  Working knowledge of information technology.  Demonstrated knowledge of community development principles and practice. Desirable:  Local knowledge of the Kimberley area Qualifications and/or Training Desirable:

 A relevant tertiary qualification in Youth Studies, Social or Behavioural Sciences  Current Senior First Aid certificate

Selection Criteria Essential:

 Demonstrated ability to exercise initiative in planning and developing effective and appropriate programs and activities for young people in a cross cultural environment  Highly developed interpersonal skills, with a demonstrated ability to communicate effectively, especially with Aboriginal people.  Proven ability to manage staff and facilitate a positive work environment for team members  Demonstrated experience in working co-operatively with government and non- government agencies.  Demonstrated awareness and understanding of the issues faced by youth in remote areas, in particular Aboriginal youth.  Sound computer literacy skills

6  High level administrative and organisational skills, with well-developed written communication skills.  Current “C” class driver’s licence, with 4WD experience or a willingness to undergo 4WD training.  A current Working With Children Check (WWCC), or commitment to undergo WWCC.  Preparedness to undergo Police Checks and/or National Criminal checks as required by funding agreements.

Desirable:

 Current Senior First Aid certificate or willingness to obtain.  A relevant tertiary qualification in Youth Studies, Social or Behavioural Sciences or equivalent work experience.  Public relations skills
