A. Purpose: State why this job exists in terms of the products, services, or outcomes resulting from the incumbent’s activities. Provide a broad overview, rather than itemized list of responsibilities. The Patient Care Services Information Systems Manager contributes to the design, development, testing, training, implementation, and evaluation of Clinical Information Systems. Synthesizing knowledge of computer systems and clinical workflow processes, the Manager collaboratively plans, implements, and evaluates clinical systems and supports end-users. The Clinical Information Systems Manager serves as role model, consultant, change agent, and facilitator, in assessing learning needs and in planning, implementing, and evaluating the training and support required for safe and efficient use of clinical information systems.

B. Essential Functions: Briefly state the major activities of this job for which the incumbent will be held accountable. The incumbent should expect these items to be included on his or her 90 day evaluation and annual performance evaluation. Include how the work is completed and the percent of time spent on the each function. Prioritize essential functions from highest to lowest. Omit duties requiring less than 5%of the incumbent’s time. 1. Describe Essential Function: Provides leadership for the development of work processes and information systems and tools which enable clinical end-users to provide safe, high quality patient care. How work is completed: a. Demonstrates expert use of clinical information systems and assures clinical content expertise is provided in systems problem solving and development. b. Applies regulatory and professional standards, recommendations, and guidelines to current and new clinical information systems. c. Evaluates work processes, including clinical end-users, in order to integrate current or new practices with information systems. d. Contributes to the design, development, and modification of clinical information systems based on knowledge of clinical work processes. e. Applies evidence-based principles to assure successful implementation of new work processes and information systems functionality. f. Leads and supports project teams and committees to plan, coordinate, and implement assigned projects with designated time frames. Percent of Time: 25% 2 2. Describe Essential Function: Coordinates end-user involvement in the integration of clinical work and information systems and tools, acting as a liaison and consultant. How work is completed: a. Acts as a liaison between multi-professional clinical end-users and Information Systems staff. b. Analyzes and interprets both hardware and software needs for specific clinical areas and information system applications. c. Consults with clinical end-users to develop recommendations for information systems or work process adaptation, improvement, or enhancement. d. Seeks collaborative solutions to complex problems and/or in highly charges situations. Percent of Time: 25%

3. Describe Essential Function: Provides comprehensive management and development of the information systems education and training programs.

How work is completed: a. Plans, develops, implements, and evaluates educational and professional development programs for information systems training; including new employee orientation, staff updates, and ongoing training initiatives. b. Assures new employees have correct access to information systems and tools, in collaboration with hiring officials and Information System Security c. Assesses the learning needs of clinical end-users across the organization. d. Designs and develops training materials and programs based on in-depth knowledge of clinical work processes and information systems software functionality. e. Uses effective strategies to deliver training/education based on application of learning models appropriate to the audience and content. f. Applies evidence based practices to information systems training, applying educational principles which have demonstrated effectiveness. g. Develops evaluation tools and evaluates the effectiveness of training regularly. h. Modifies training content and/or strategies as indicated from user feedback. Percent of Time: 25%

4. Describe Essential Function: Provides on-going support to clinical end-users of information systems and tools. How work is completed: a. Leads the organizational development and implementation of strategies to assure that clinical end-users remain competent in the use of information systems and tools. b. Evaluates system’s functionality and end-user compliance with recommended usage to identify issues, problems, and work arounds. c. Assumes leadership in the communication of system or work process changes, problems and solutions, and modified or new systems functionality. d. Assures clinical end-user input and feedback is solicited and clearly communicated. Percent of Time: 20%
