CITIZEN’S COMMITTEE ON COMMUNITY DEVELOPMENT

FULL COMMITTEE MEETING

Tuesday, July 20, 2010 1 South Van Ness Avenue Conference Room 5080 (5th Floor) 5:00 p.m. – 7:00 p.m.

MINUTES

1. Call to Order By Ximena Delgado at 5:09 p.m.

2. Roll Call Members present: Ximena Delgado, Irene Yee Riley, Gaylen Mohre, Charlie Sciammas, Anushka Fernandopulle, Joshua Arce, Colin Lacon Staff members present: Bruce Ito, Brian Cheu, Craig Adelman, Amy Tharpe, Steve Currie, Amy Wallace

3. Approval of 5/18/10 and 6/15/10 minutes Motion by Irene Yee Riley. Motion seconded by Joshua Arce. Minutes for 5/18/10 and 6/15/10 approved unanimously.

4. Staff presentation on OEWD strategies for workforce development Amy Wallace provided a continuation of the Power Point presentation “CDBG- Funded Economic and Workforce Development Programs” (handout) that was initially presented on 6/16/10. She also provided a brief overview of the “Workforce Strategic Plan – Environmental Scan – May 8, 2009” (handout)

Steve Currie finished the presentation with a discussion of the CDBG workforce goals and objectives and key questions regarding the workforce CDBG strategy. 5. Staff presentation on HOPE SF Amy Tharpe presented an overview of the HOPE SF program, the plan to rebuild SF Housing Authority’s eight most distressed public housing sites and to create

1 S. Van Ness Avenue, 5th FL, San Francisco, CA 94103 (415) 701-5500 Fax (415) 701-5502 additional market rate units. HOPE SF will impact the lives of 5,000 existing residents. (handout) Amy also presented on the human capital aspects of the project.

Craig Adelman presented the challenges of public/private partnerships and the effort required to push this type of effort forward, including the lack of federal support and the concentrated poverty of the neighborhoods. HOPE SF represents a $2B investment in San Francisco.

6. Review of CCCD timeline Brian Cheu reviewed the upcoming CCCD timeline and presentation schedule. Brian agreed to provide a summary and updated timeline. Retreat was pushed back until October because of member availability. Brian and committee also discussed plans for community meetings to be held in September and October.

Brian also addressed committee’s comments on what appeared to be a drastic drop in the Mayor’s 2010-11 budget for affordable housing. The previous year’s budget included one time stimulus funding and other one-time funding that inflated the actual baseline. The actual baseline funding for affordable housing was not reduced for the 2010-11 fiscal year.
