2017 RMS Chair Kathy Scott called the November 7, 2017 RMS meeting to order at 9:30 a.m.

Antitrust Admonition Ms. Scott directed attention to the ERCOT Antitrust Admonition, which was displayed.

Agenda Review Ms. Scott reviewed items scheduled for a vote at this meeting and noted changes to the order for which items would be taken up.

Approval of RMS Meeting Minutes (see Key Documents) 1 October 10, 2017 John Schatz moved to approve the October 10, 2017 RMS meeting minutes as submitted. Diana Rehfeldt seconded the motion. The motion carried unanimously.

Technical Advisory Committee (TAC) and Board Update (see Key Documents) Ms. Scott reviewed activities of the October 17, 2017 ERCOT Board of Directors meeting, and also noted that the TAC approved via email vote “Generating and Maintaining the Load Distribution Factor Library” as amended by ERCOT comments on October 25, 2017.

Commercial Operations Subcommittee (COPS) Meeting Update (see Key Documents) Michelle Trenary reviewed recent COPS activity.

Texas Standard Electronic Transaction (Texas SET) Working Group (see Key Documents) Ms. Rehfeldt reviewed recent Texas SET activities.

New Protocol Revision Subcommittee (PRS) Referrals Nodal Protocol Revision Request (NPRR) 850, Market Suspension and Restart Market Participants reviewed and discussed the draft Texas SET comments to NPRR850.

Revision Requests Tabled at PRS, Previously Referred to RMS There were no previously referred NPRRs awaiting RMS action.

Revision Requests Tabled at RMS Retail Market Guide Revision Request (RMGRR) 132, NOIE Disconnect and Reconnect Process Market Participants discussed the current status of RMGRR132 and possible course of action pending the outcome of NPRR851, Procedure for Managing Disconnections for Bidirectional Electrical Connections at Transmission Level Voltages.

Mr. Schatz moved to table RMGRR132 for one month. Ms. McKeever seconded the motion. The motion carried unanimously.

NPRR851, Procedure for Managing Disconnections for Bidirectional Electrical Connections at Transmission Level Voltages Ms. McKeever moved to request PRS table NPRR851 for additional review by RMS. Wayne Callender seconded the motion. The motion carried unanimously.

Texas Data Transport and MarkeTrak Systems Working Group (TDTMS) (see Key Documents) Mr. Lee reviewed recent TDTMS activity.

Advanced Metering Working Group (AMWG) (see Key Documents) Mr. Schatz reviewed recent Smart Meter Texas (SMT) statistics and also noted that AMWG meetings previously scheduled for November and December 2017 have been cancelled.

Retail Market Training Task Force (RMTTF) (see Key Documents) Tomas Fernandez reviewed recent RMTTF activities and presented the proposed 2018 training schedule.

ERCOT Updates (see Key Documents) IT Report Dave Pagliai reviewed service availability, incidents, and maintenance for the month of September.

2018 Retail Market Service Level Agreement Mr. Pagliai presented the 2018 Retail Market Service Level Agreement.

Sandy Morris moved to endorse the 2018 Retail Market Service Level Agreement. Ms. Rehfeldt seconded the motion. The motion carried unanimously.

Digital Certificate Download Process Mr. Pagliai reminded Market Participants of key dates relevant to upcoming changes to the digital certificate download process.

Inadvertent Gain/Loss Report Mr. Michelsen presented the inadvertent gain and inadvertent loss statistics. Market Participants discussed the need for future reports on inadvertent gain and loss statistics following the implementation of NPRR778, Modifications to Date Change and Cancellation Evaluation Window.

Retail Projects Update Tedd Shimp reviewed benefits and expected timeline for updates to the ERCOT Retail Testing Website.

Other Business Review of Open Action Items The item “Discuss CNP’s Process for applying Charges for Multiple Unmetered Services on the 810_02 TX SET” was added to the Open Action Item List.

2018 ERCOT Membership/Segment Elections ERCOT Staff reminded Market Participants of the November 10, 2017 deadline for 2018 ERCOT Membership, and stated that Segment Representative Elections would begin the following week on November 13, 2017.

Oncor System Conversion Outage Chris Rowley informed Market Participants of the conference call scheduled for Wednesday, November 8, 2017 to discuss details of Oncor’s System Conversion Outage taking place from November 21 through November 27, 2017.

Public Utility Commission of Texas (PUCT) and Federal Emergency Management Association (FEMA) Hurricane Harvey Relief Update Liz Kayser and Market Participants discussed progress on deployment of FEMA relief trailers following Hurricane Harvey.
