Request for Proposal Therapist Vermont Treatment Program for Sexual Abusers

I. Introduction

The Vermont Department of Corrections (DOC) is seeking a therapist to provide prison based clinical services for the Vermont Treatment Program for Sexual Abusers (VTPSA).

II. Program Description

The VTPSA is a cognitive-behavioral treatment program for convicted sex offenders. There is currently one institutional program with three intensity levels for male sex offenders. There are community based treatment programs in 11 counties. The major goals of the program are to help offenders (1) accept responsibility for sexual offending, (2) modify distorted thinking patterns, (3) enhance victim empathy, (4) control deviant sexual urges, (5) improve social competence, (6) develop relapse prevention skills, and (7) develop community support networks. The institutional and community based programs are a continuum and adhere to common philosophy and practices. The community-based programs are mandatory for participants, as detailed in their probation warrants, furlough agreements, or reentry plans. Supervision of the offenders is provided by the Department of Corrections and the probation and parole officers receive specialized training in how to supervise sex offenders.

III. Contractor Requirements

The applicant must have the following qualifications:

1. Master level psychologist, social worker or mental health counselor: licensed, certified, or registered in Vermont. 2. Experience treating sex offenders is beneficial.

IV. Contractor Functions

1. Provide group therapy to designated sex offenders in the VTPSA prison based treatment program using program guidelines and manuals. 2. Provide documentation for designated sex offenders including risk assessment, treatment progress assessments, individual case plans, progress notes, treatment reviews, termination summaries and reports to the Parole Board. 3. Testify in court as required 4. Participate in weekly treatment team meetings. 5. Consult with probation and parole officers. 6. Provide training and support services to family members and others during transition planning. V. Financial Requirements

The successful applicant will be reimbursed according to the qualifications presented.

VI. Location of Services

Services will be performed in the Southeast State Correctional Facility located in Windsor, Vermont or any other Correctional Facility in Vermont as required. The Contractor may be required to attend meetings or trainings at locations in Vermont as arranged for by the Department of Corrections.

VIII. Letters of Intent

Bidders must submit a proposal with a signed cover letter and resume’ and send to the point of contact identified in section VII of this RFP. The letter of intent will not be considered binding.

Letters should include resume’, qualifications, experience and any experience working with sex offenders.

The State reserves the right to eliminate from further consideration any proposal deemed to be substantially or materially unresponsive to the requests for information contained herein.

Proposals may not be marked “Proprietary and Confidential” in their entirety.

The closing date for the receipt of proposals is 4:00 P.M. Eastern Time on Monday, March 4, 2013.
