Minutes of the meeting of the Parish Council held at 8pm on Tuesday 24th November 2009 in the village hall

In attendance: Lindsay Bray; Howard Feltham; David Tibbetts, Althea Barrington-Brown and Nigel Porch

32 Apologies for absence. Apologies received from John Perrett.

33 Declaration of interest None of the Councillors had any interest on any of the items on the agenda.

34 Minutes of previous meeting The minutes of the meeting held on the 1st September 2009 were approved and signed by Lindsay Bray.

35 Matters Arising There were no matters arising.

36 Finance i. Present balances are:- Deposit Account £ 704.78 Current Account £ 349.57 £1054.35

ii. The following cheques were approved and signed: 200241 Mazars £ 57.50 200242 Wages – N Porch £468.53 200243 Expenses – N Porch £ 12.06

iii. The Parish Council discussed the precept and agreed to reduce the amount for Financial Year 2010 to 2011 to £2578. All the Councillors voted to agree with Councillor Althea Barrington Brown proposing the precept and Councillor David Tibbetts seconding.

iv. The Clerk reported that the Annual Accounts had been approved by the Auditors and the Parish Council would like to thank Peter Barrett for completing the Internal Audit.

37 Planning

i. Lovell Cottage 09/01340/FUL – The Parish Clerk reported that he had received notification of a Planning Appeal. The Parish Council discussed the issue and had been informed that the Planning Inspectorate had approved the application. The Clerk reported that he had not received any notification of this decision and would ask for a written reply from the Planning Inspectorate.

ii. Manor Farm 09/01987/FUL - The Parish Clerk reported that permission has been approved by the Planning Department of Wiltshire Council.

39 Responsibilities of the Parish Council and Village Hall Committee The Chairman of the Parish Council Lindsay Bray and David Tibbetts Chairman of the Village Hall Committee signed the new statement of agreement because of the change in the Chairman of the Village Hall Committee.

40 Any other business

i. The Parish Clerk reported that after 6 months the planning department had sent out a questionnaire asking the Parish Councils for their thoughts on the service and rules that the Planning Department were providing. The Clerk had distributed the questionnaire to all Councillors before the meeting and the only issue that the Council felt could be reviewed was a greater flexibility in the 21 days that the Planning Department allowed Parish Councils to respond to any planning application. In a small Parish Council taking into account mail and getting three Councillors together to discuss the application at times especially during holiday periods this could be very difficult.

ii. The Parish Clerk reported that the next Neighbourhood Tasking Group for the area would be taking place on the 11 January 2010.

iii. The Parish Clerk reported that the next Planning Enforcement Seminar would take place the 30 November 2009 at Trowbridge and 2 December 2009 at Salisbury.

iv. The Chairman reported that he had arranged a meeting with the local Member of Parliament Andrew Murrison, The Highway agency and a member of the Parish Council to discuss the A36 and the resurrection of a by-pass. Councillor David Tibbetts agreed to represent the Parish Council along with Councillor Althea Barrington-Brown. The meeting had been arranged to see whether because the Westbury By-Pass had been cancelled monies would then become available for the A36.

v. The Chairman reported that damage had been done to the triangle of grass opposite Lovell House by contractors working on the Property. They had also left a large amount of mud on the road and during the working day their vehicles had obstructed the road into the village. The Chairman suggested that the Parish Council write to Mr Champion or the Contractors to ask for the grass triangle to be repaired.

vi. The Chairman asked if another Councillor would volunteer to attend the next Wylye Valley Parish Council meeting. Councillor Althea Barrington-Brown offered to represent the Council.

vii. The Parish Clerk reported that he had received a letter from British Telecom asking if the Parish Council would like to adopt the red telephone kiosk in the village for £1. The Parish Council discussed the issue and decided because of the insurance and very little use of the kiosk in the village then it would not adopt the Kiosk. British Telecom would remove the Kiosk in the New Year if no response was received from the Parish Council.
