DWI Planning Council Minutes March 17, 2016

I. Call to Order: by Dee Swope at approximately 2:05 p.m.

II. Introduction of Board Members: Members present were: Dee Swope, Sgt. Chris Lo Coco, Bill Garza, Lt. Ornelas, Holly Mata, Perry Lawson – proxy, Maureen Schmittle – proxy, and Pius La Croix-Garcia – proxy.

III. Introduction of DWI Staff: Paige Viscarra introduced the DWI Staff, present were Daniel Caywood, Mary Carter, Cambri Johnson and Rhonda Schuh.

A. Present in the audience: Valerie Henderson – DFA Program Manager, Natalie Skogerboe – Program Evaluator, Daniel Lazos – NM State Police, Aaron Summerlin – Acting Chief Ranger White Sands National Monument, Sarah Kidd and Gloria Blakey – Esperanza Guidance Service and Rae Nash.

IV. Determination of Quorum: Quorum was determined by Dee Swope.

V. Old Business:

A. The Minutes for the November 19, 2015 meeting were reviewed. A motion was made to accept the minutes, a 2nd motion was made, the motion carried.

VI. New Business:

A. Review of January/February Stats:

1. January/February DWI Stats: Number of DWI offenders NEEDS Survey’s entered in the ADE Data Base: 32; 22 from Magistrate Court; 10 from District and/or Municipal Court. Number of new DWI Clients: 27. The Average BAC was 0.14. Number of DWI cases through the court is: 27. Number of DWI offenders currently being tracked (Active): 326; Number of clients that were closed successfully: 11; unsuccessfully: 6; Deceased: 0; Number of Probation Violations issued by DWI Staff: 7; Number of Screenings/Pre Sentence Screenings (drug/alcohol): 19.

2. January/February Teen Court Stats: Number of MIP (Minor in Possession) Alcohol: 2; Marijuana: 3; Number of Juvenile Traffic charges/cases: 17/13; Number of Juvenile Criminal charges/cases: 21/16; Number of Teen Court Offenders: 76; Number of Teen Court Community Service Hours served: 944; Number of Teen Court Completions: 1; Number of Teens referred back to referral agency: 0; Number of Teen Court outreach prevention activities hosted: 4.

3. January/February Prevention Stats: Number of Community outreach prevention activities hosted by DWI Staff: 4; Number of school based DWI/Substance Abuse prevention activities: 2; Number of schools which prevention activities occurred: 2; Number of students who attended prevention activities: 505; Number of adults attending prevention activities: 70.

B. The LDWI grant was submitted, we will receive more information about it on April 26th. DWI requested an increased amount to provide treatment services for DWI clients. The JAF grant will be submitter April 15th. Will ask for more to add more programs to Teen Court.

C. A group of 30, from different organizations in El Paso, Luna, Doña Ana and Otero counties have been meeting once a month for a full day of training. Holly Mata, with Shift+ (Positive), discussed a Social Hosting Ordinance. This Ordinance would help with underage drinking parties, by giving the police the ability to intervene earlier during a party. This could possibly prevent drunken issues such as - fights, drunk driving, and other disorderly behavior. 28 states currently have these Ordinances and research has shown that they help. A motion was made for the DWI Planning Council to support the Social Hosting Ordinance. It was seconded and passed. It will be voted on by the City Commission towards the end of April.

There will be some Shift+ people, including Holly and Cambri, going to Washington D.C. to attend the Alcohol Policy 17 Meeting. It is the largest alcohol policy conference in the country and occurs every 2 years. They had to compete in order to be chosen for the 90 minute presentation. They presented on what alcohol policy efforts are being made in our region.

D. Natalie Skogerboe, with APEX Evaluations, is evaluating DWI’s Prevention Component. She monitors it to be sure the programs are having a positive outcome for our community. And to see if we need to try other ways of helping to lower the instances of underage drinking and drunk driving.

VII. Open Discussion:

A. There was discussion of the DWI crashed vehicle being displayed in various areas in town. We will plan to put it in front of high schools during Prom week. If anyone has a location they would like it, they just need to contact DWI.

B. DWI sponsored a SPICE presentation at the White Sands Theater. Ruth Rivas came to speak at the presentation to which approximately 175 people attended throughout the community. There is hope of having another one in a few months.

C. Mary Carter and Cambri Johnson were able to take 2 teen court volunteers to Santa Fe to the NM Teen Court Association Meeting and DWI day. They met both State Senators and viewed the State Building.
