Printed 5/12/11--H. 9 Read the first time May 4, 2011. 10 11 12 THE COMMITTEE ON 13 INVITATIONS AND MEMORIAL RESOLUTIONS 14 To whom was referred a Concurrent Resolution (S. 858) to 15 respectfully request and urge Congress to enact such legislation as 16 necessary to create the Camden Battlefield and Historic Camden 17 Revolutionary War Site as a unit or units, etc., respectfully 18 REPORT: 19 That they have duly and carefully considered the same and 20 recommend that the same do pass: 21 22 LISTON D. [858-2] 1 2 3 4 5 6 7 8 9 A CONCURRENT RESOLUTION 10 11 TO RESPECTFULLY REQUEST AND URGE CONGRESS TO 12 ENACT SUCH LEGISLATION AS NECESSARY TO CREATE 13 THE CAMDEN BATTLEFIELD AND HISTORIC CAMDEN 14 REVOLUTIONARY WAR SITE AS A UNIT OR UNITS OF 15 THE NATIONAL PARK SYSTEM FOR THE ENJOYMENT, 16 EDUCATION, AND INSPIRATION OF THIS AND FUTURE 17 GENERATIONS. 18 19 Whereas, the National Park System was authorized in 1978 to 20 conduct a special resource study to evaluate the national 21 significance of the Camden Battlefield, designated a National 22 Historic Landmark in 1961, and Historic Camden Revolutionary 23 War Site; and 24 25 Whereas, subsequent to the study, the Department of the Interior 26 recommended that Historic Camden become an affiliate area of the 27 National Park Service rather than a unit, and a cooperative 28 agreement between the National Park Service and Historic 29 Camden was formed and remains active; and 30 31 Whereas, at the time, consultants felt that a number of hindrances 32 obfuscated the archaeological and historical significance of the 33 site, which have systematically been addressed and remedied; and 34 35 Whereas, the Historic Camden Foundation, governing body of 36 Historic Camden, and the staff have long envisioned Historic 37 Camden to be a component of a unique National Park that could be 38 called Camden Military Park. The National Park System could 39 purchase a major section of the two thousandacre battlefield 40 designated a National Landmark in 1961; and the Historic Camden 41 Foundation would cede ownership of the Historic Camden 42 Revolutionary War Site to the National Park; and

[858] 3 1 2 Whereas, the Secretary of the Interior has been authorized to study 3 the suitability and feasibility of designating the Camden Battlefield 4 and Historic Camden Revolutionary War Site, which is a National 5 Park System affiliated area within the City of Camden, as a unit or 6 units of the National Park System; and 7 8 Whereas, the secretary shall submit to the Committee on Natural 9 Resources of the House of Representatives and the Committee on 10 Energy and Natural Resources of the Senate a report that describes 11 the findings, conclusions, and recommendations of the study; and 12 13 Whereas, the officials of the State of South Carolina believe the 14 August 16, 1780, Battle of Camden to be a seminal battle that 15 helped shape the strategy, direction, and outcome of the American 16 Revolution and that Historic Camden Revolutionary War Site 17 represents an associated historic property that manifested a 18 measurable national influence on the social, political, economic, 19 and military actions and policies during the war; and 20 21 Whereas, the officials of the State of South Carolina support the 22 establishment of the Camden Battlefield and Historic Camden 23 Revolutionary War Site as a unit or units of the National Park 24 System. Now, therefore, 25 26 Be it resolved by the Senate, the House of Representatives 27 concurring: 28 29 That the members of the South Carolina General Assembly, by this 30 resolution, respectfully request and urge Congress to enact such 31 legislation as necessary to create the Camden Battlefield and 32 Historic Camden Revolutionary War Site as a unit or units of the 33 National Park System for the enjoyment, education, and inspiration 34 of this and future generations. 35 36 Be it further resolved that a copy of this resolution be forwarded to 37 each member of the South Carolina Congressional Delegation. 38 XX 39
