Excused: Board members Jeff England, Pride Trucking, and Rand Austin, Beehive Insurance Item: Welcome and Approval of Minutes Discussion: Minutes from March 2014 meeting approved. Duane Braegger made the motion, Wayne Jones seconded the motion. Item: Motor Carrier Division Update – Chad Sheppick – Division Director Discussion:  Completed Top Hands event. It is a great opportunity to work with the Utah Highway Patrol. Industry support to put on this event is great appreciated.  We enjoyed the opportunity to participate in the Utah Trucking Assn. conference. Our partnership allowed us to conduct a focus group meeting that helps us by giving us direction from the industry for ways we can help.  DataQ’s process – two years ago we put a panel of three people in place representing three areas of our industry. Allen Lowrey from Central Refrigerated, Steve Goodrich from our Division who does not do inspections, and Trooper Rick Oaks from UHP, who is part of CVSA and an NTC instructor. Allen has moved to Colorado, so we have replaced him with Jim LaRue from Barney Trucking. This panel reviews contested inspections and the process is working well.  LPR/OCR – we have experienced some equipment snags, but the work is progressing. Perry POE is almost operational and St. George is close to completion.  Vernal and Uintah Basin – work is progressing to place POE’s there, first will be on 191.  Tow Trucks – UDOT’s Research Division compiled a list of possible consultants and I would like the Board to review the list to choose a consultant for the study approved last meeting. We are staying in touch with the industry. We are on track for the rule.  Facility Improvements – Wendover is moving the kiosk on the westbound side and we are discussing a similar move on the northbound side at Perry. Action Item: List of possible consultants for the tow truck rate study given to the Board. Results & None Implementations: Attachment(s): None Item: Division Outreach Programs Update – Steve Goodrich Discussion: With the assistance of our FMCSA High Priority Grant, we are moving quickly on several fronts in our public education program to drive safely around big trucks and buses. Our efforts include: 1  We have produced and have been running a 30 second theater ad in all Megaplex theaters across the state. It is also being run on KSL 5 TV and FOX 13 TV. Shortened versions are running in theater lobbies on their screens. (Ad was shown to the Board). Lane Murphy shared that he was driving with his son and as they passed a truck, he said to make sure to see the lights in his mirror – son had seen the theater ad a few days before. We hope the message is resonating and easy to remember.  Radio ads have also been produced and are running on stations in Utah (The two spots were played for the board).  Nine Truck Smart billboards have been placed across the state. Two in Salt Lake County, Two in Utah Co., two in Davis Co. One in Washington County, One in Tooele and one near Wendover.  Internet banner ads are also placed strategically by our marketing partner, PPBH.  Pump Toppers are also in production and will be placed at selected truck stops and gas stations across the states. Truck Smart ads at the gas stations and Drive to Stay Alive messages at truck stops.  Jim Phillips and Steve Goodrich attended by invitation the Uintah Basin Applied Technology College truck show in Vernal last Saturday. We built some relationships there and shared our two safety message with the public and the industry. Our driver education efforts over the last couple of years has finally come to fruition. We hired an instructor, Sarah Beth Stephenson, and she began teaching yesterday at Pleasant Grove High School. She will be at Kearns HS on Friday and Monday, and Logan High on Tuesday. We participated and presented at the annual Driver Ed Instructor conference a couple of weeks ago and had 35 high schools sign up for presentation to their students. With wonderful industry support ( 9 different companies providing a truck and driver), we have had a truck at all 16 classes taught and have had almost 500 students go through the Truck Smart presentation this school year. The Driver Ed teachers have been very supportive and have asked the students to take the quiz home, have their parents take the quiz, sign it and bring it back and the students will receive extra credit points. Item: 5 Year Rule Review: R909-2 –Ron Butler Discussion: The Division completed a review of R909-2, our size and weight rule. Ron reviewed the changes with the board (see attached) Action Item: Board reviewed the changes and approved R909-2. Motion was made by Wayne Jones and seconded by Duane Braegger Results & R909-2 as approved by the Motor Carrier Advisory Board will be reviewed by the Implementations: Transportation Commission at their June 13, 2014 meeting in Roosevelt. Attachment(s): R909-2 and summary of changes. Item: Pilot Escort National Certification – Ron Butler Discussion: The process for a national certification for pilot escorts is moving forward. This will move the process away from individual states and a need for reciprocity agreements between states. Action Item: None Results & None Implementations: Attachment(s): None

2 ORGANIZATIONAL UPDATES Item: UHP, Captain Kirk Middaugh and Lt. Greg Willmore Discussion:  March Washington County MCSAP activity: 70 hours over 4 days, including off hours. 88 trucks stopped with 71 inspections.  April Wendover MCSAP Activity: 160 trucks stopped, 149 inspections. 6 drivers and 16 vehicles placed out-of-service.  Uintah Basin – with a full crew there now, we are working weekends and off hours and seeing an increase of inspections out there.  Chad gave kudos to the patrol – on May 7th crew was out on I-15 in the snow and cold, all bundled up and doing their jobs.  Top Hands was a success with UHP, local agencies and UDOT. Bryce Ivie was the Grand Champion and will represent the Statre in the NAIC competition in Pittsburgh in August.  Rick Oaks coordinated an efforts with the districted driving laws with 4 trucks, troopers, media in the trucks on the road for the high vantage point in Salt Lake, Davis, Utah and Washington counties. This helped the media get the word out on this new law. The industry was great on their support of safety. On the first day, 168 contacts made, 9 citations issued, with lots of warnings. As time goes on, we’ll concentrate less on education and more on enforcement. Citations are based on individual officer decisions, based on what they see.  UHP has been asked to help with the investigation of the school bus fatality that occurred on April 30.  Question was asked about most frequent violations found, not just at special activities, but all inspections. Chad asked Lane Murphy to prepare a list of the top 10 violations for UHP and the Board.

Results & None Implementations: Attachment(s): None Item: Utah Trucking Association – Rick Clasby Discussion:  Truck Driving Championships are coming up in a couple of weeks. Thank you in advance for UHP and UDOT’s assistance on June 7th.  Thank you for the opportinuty to participate formation of your ads. The feedback from Mike Brian was helpful and the feelings of the public towards truckers was gratifying.  Our convention was May 7-9. We had 540 registrants, the biggest ever, and we oversold our booth space. Grateful to UHP and UDOT for their support of our industry in attending again this year. We are grasteful to Scott Godfrey and his leadership and are excited about our new chair – Duane Braegger. Duane will serve with Mark Droubay, Stacy Bettridge and Jimmy Andrus.  Our regional groups are serving our industry well. Our new SUTA president is Brock Morrison.
