Gsam Part Assignments

GSAM PART ASSIGNMENTS

DEBBIE EBLE: (Much of this assignment relates to Debbie’s work on Parts 507, 516 and 517 during the GSAM Rewrite project, and her experience as the Competition Advocate for Region 3). BACK-UP: KATHY RIFKIN. 501 (GSAR Regulation System, including warrant program) 505 (Publicizing Contract Actions) 506 (Competition Requirements) 507 (Acquisition Planning) 508 (Required Source of Supply and Services), 510 (Market Research, empty?) 511 (Describing Agency Needs) 512 (Acquisition of Commercial Items) 513 (Simplified Acquisition Procedures) 514 (Sealed Bidding) 515 (Contracting by Negotiation) 516 (Types of Contracts) 517 (Special Contracting Methods) 518 (Empty. The FAR has “Emergency Acquisitions” here) 530 (Cost Accounting Standards) 531 (Contract Cost Principles) – goes with Price Negotiation of 515

KATHY RIFKIN: Kathy also carries the very large AcqStat project. BACKUP: Deb Eble. 519 (Small Business Programs). 526 (Other Socioeconomic Programs; this is empty but FAR has coverage?) 534 (Major Systems Acquisition) 535 (Research and Development, empty) 537 (Service Contracting) 570 (Acquiring Leasehold Interests).

MITCHELL GASBARRA: This gives Mitch areas that, among other things, cover Construction and Utilities. BACKUP: Dana Munson. 503 (Improper Business Practices and Personal COIs) 509 (Contractor Qualifications) 522 (Application of Labor Laws) 523 (Environmental, Conservation, Occupational Safety & Drug Free Workplace) 524 (Protection of Privacy and Freedom of Information) 525 (Foreign Acquisition) 527 (Patents, Data and Copyrights) 528 (Bonds and Insurance) 529 (Taxes)

Page 1 of 2 533 (Protests, Disputes and Appeals) 536 (Construction and A/E) (…..and Design Build, CMC, Art in Architecture?) 541 (Acquisition of Utility Services) 550 (Extraordinary Contractual Actions)

DANA MUNSON: Dana becomes the Ruler of Contract Administration. She also has charge of 538 (Schedule Contracting). (BACKUP: Mitchell Gasbarra) 504 (Administrative Matters) 532 (Contract Financing) 538 (Schedules Contracting) 539 (Acquisition of IT) 542 (Contract Administration and Audit Services) 543 (Contract Modifications) 544 (Subcontracting Policies and Procedures, empty?) 545 (Government Property, empty?) 546 (Quality Assurance) 547 (Transportation, empty?) 548 (Value Engineering) – a new Order may be coming 549 (Termination of Contracts) 551 (Use of Government Sources , empty?) There is a new FAS policy on this.

OTHER PARTS: (1) Each Analyst should update Parts 502 (Definitions), 552 (Clauses), Matrix and 553 (Forms) as they work on each GSAM change. Also, I’d like to see us work so that if a major change is happening to one part, but affects another, we efficiently hit both updates in one Change. (2) The following sections have FAR coverage, but no GSAM coverage: 510, 518, 526, 535 (R&D, not really applicable), 544, 545, 547, 551 (3) There is currently no 20, 21 or 40 in the FAR, so no GSAM Section is shown above.

BACKUPS ON NON-GSAM/GSAR PROJECTS & REPORTS: The same backup system would occur. For example:  Eble would back up Rifkin on the Small Business Jobs Act and ACQStat.  Rifkin would back up Eble on Competition Advocacy and revising the Library.  Gasbarra would back up Munson on the Small Business Forecast.  Munson would back up Gasbarra on the Retrospective Review.  Eble would also back up Gasbarra on Labor Advisor issues.  Jeff Pitts plays a role here, too. He is currently being mentored by Mitch and so has a significant role to play in “green issues” and can help out the other Analysts as well.
