Dear Superintendent Annunziato:

This letter is the final notification of our findings from our recently completed review of the documentation supporting claims that Bayport-Blue Point Union Free School District (UFSD) submitted under the School Supportive Health Services Program (SSHSP). The SSHSP assists school districts in obtaining federal Medicaid funds for certain diagnostic and health related services that traditionally have been funded exclusively through educational resources.

PURPOSE AND SCOPE

The purpose of this Corrective Action Review was to ensure compliance with applicable Federal and State laws, regulations, rules, and policies governing the New York State Medicaid Program and to verify that:

 Medicaid reimbursable services were rendered for the dates billed;

 Appropriate rate codes were billed for services rendered; and

 Student-related records contained the documentation required in the SSHSP Medicaid Claiming Handbook (#5 & 6) and all applicable updates.

The scope consisted of a review of 73 sampled claims, representing each type of service for which Bayport-Blue Point UFSD received Medicaid payments, totaling $21,935.79 during the period July 3, 2005, through July 2, 2006.

SUMMARY

Bayport-Blue Point UFSD Medicaid records were well documented and organized. The records supported all reviewed Medicaid sampled claims. However, there was 1 nursing service month that had a procedural error. -2-

PROCEDURAL ERROR

We noted the following procedural issue which does not require the payment to be voided, but does require corrective action by the District. For the sampled review number 2, the District claimed 1 service for which a covering script was not found. However, there was a covering script that took effect later in the month, prior to additional nursing services. This was not a dollar error, since the District met the requirement of 2 or more documented nursing services within a month. The District must ensure that scripts are in place prior to services being provided.

The District provided the Office of the Medicaid Inspector General a Corrective Action Plan dated January 31, 2007, addressing this procedural error.
