January Meeting Summary

1. December Minutes

Blair Corning moved to approve the December meeting summary. Jill Piatt-Kemper seconded the motion, which passed unanimously.

2. Segment 15 Model Presentation

Bill Lewis gave a presentation of the development and results of the South Platte River Segment 15 water quality model. The main objective of the model is to show how the DO TMDL will be met. It will also be useful for permit renewal in the future. The model considers nitrate, ammonia, and dissolved oxygen in the main stem of the South Platte River. It breaks the river into 500 foot segments that are modeled for inputs and outputs. The model takes into account planned facilities, including the Regional Facility near Brighton, Thornton RO, East Cherry Creek Valley RO, and the existing Brighton RO facility. It also includes the increased capacity for Metro Wastewater Reclamation District of 220 mgd. The model generally models inputs from the tributaries at the 85th percentile value for each constituent – basically ambient values - this is typical modeling protocol. Sand Creek is an exception – it was modeled at its assimilative capacity in order to allow the dischargers on Sand Creek the full assimilative capacity of their receiving stream.

Dr. Lewis validated the model using the bootstrapping method – removing data from a date and rerunning the model and then measuring the error. This was repeated for every data collection date in the model. The small amount of error was determined to be acceptable.

The results of the modeling effort give limits of about 2 mg/L ammonia in the lowest months (summer). This is at the lower limit for biological treatment and basically leaves little to no room for negotiation. Both the EPA and state have seen the model.

Once Metro receives comments on the model, the report and model will be finalized and will be available for SP CURE members to have. This should be in the next few weeks. 3. Temperature Hearing Recap

Barbara Biggs provided a summary of the hearing held on January 8 and 9, 2007. The overall results from the hearing were pretty reasonable. The South Platte has a temporary standard of 30 degrees C as an MWAT until 2009. For the South Platte Hearing, the state’s plan is to apply new tiered warm water criteria. Based on the fish present (Johnny Darters, Common Shiners, Razorback Suckers, Long-nosed Dace, Iowa Darter, etc.), a water segment would fall into one of four categories of warm water. Metro sees the need to put together a site-specific standard that maintains the status quo – the argument would be that we have fish and they are happy. Have heard from the Division, CDOW, and EPA, and it sounds like they are willing to work with Metro. The state will be working on implementation guidance and are likely have to have it done before the end of this year in time for the basin hearings. Issues coming up – the state is going to revise the mixing zone guidance and reasonable potential analysis.

4. Project Updates

Monitoring Committee - Have second draft of bioassessment and habitat assessment scope of work out for review by Monitoring Committee members and are waiting for comments back. At the next meeting (February 13, 2007) we will discuss and finalize the scope of work. A budget or ballpark estimate has not been developed yet. As a gauge, Littleton/Englewood WWTP’s budget for the first year is $80k as a guess at this point.

E. coli TMDL - Please provide comments on the Division’s Stormwater Monitoring Plan for E. coli to Sarah so they can be discussed at February 13th Monitoring Committee meeting. Nathan Moore expressed his desire to get additional comments, as they plan to use the Monitoring Plan as guidance for future E. coli sampling requirements.

Jim McCarthy from the City of Arvada is going to request that the Water Quality Forum form a formal E. coli stakeholder group and ask the Division to chair that group.

 Sarah Reeves to resend out E. coli sampling plan to SPCURE.

Expected Condition - Get schedule from Steve Canton and make sure he is moving on the project. Determine when he could report to the board.

CWQMC – Data Sharing Network is focusing on putting together the South Platte Basin data swap sessions.

Barr-Milton Watershed - Nothing new to report. The next Board meeting is on January 23, 2007.

6. New Business

Should we ask Urban Drainage to attend our meeting?

 Jill Piatt-Kemper will ask Ken McKenzie to attend.

Sharon Henderson Davis reported that Denver Aquarium has a leaking saltwater tank and it is likely getting into the South Platte River. It is not clear what is happening based on news reports.

Shonnie Cline said that work is ongoing on guidance for reportable spills. It will either be guidance or regulation, but it is now in the hands of the Attorney General. Shonnie will keep us up do date. Her thought at this point is that a spill on impervious surface that is 100 percent cleaned up may be okay and will not trigger an NOV. She suggested that you need to keep good documentation – you need to have documented procedures for how you clean up spills. For now, she suggested that you may want to cover yourself and report spills.
