1 INTRODUCTION 1.1 Overview This document describes the enhancements and changes made to the FPDS-NG system in the Service Pack V1.3 SP7.0. 1.2 Schedule The high level schedule with BETA, FQT and Production milestones is illustrated in Table 1. 1.4 Impact to Users The impact to the users is addressed for each SPR in the “Impact Analysis for Users and Integrators” section in Table 3 . 1.5 Impact to Integrators The impact to the integrators is addressed for each SPR in the “Impact Analysis for Users and Integrators” section in Table 3. 1.6 FPDS-NG Updates and Notices All updates and notices are posted to the FPDS-NG website at http://www.fpdsng.com/downloads.html. SPR Listing SPR Team Description Number FPDSIRB- FPDS-NG at present holds Materialized Views that contain data for the Maintenance 102 fiscal years FY 06, FY 07, FY 08 and FY09.

Solution: The Materialized Views shall host only three fiscal years of data FY 07, FY 08 and FY 09. Solution: For the ‘Create’ operation, FPDS-NG shall display the following warning message when data is not provided by the Contract Writing System for the following data elements: NAICS Code, PSC Code and vendor information. The following message shall be sent: “The Small Business Competitiveness Demonstration Program will be derived as N. It cannot be derived as Y based on the values provided for NAICS Code, PSC Code and Education Flag or Federal Government Flag or Local Government Flag or State Government Flag.” Impact Analysis for Users and Integrators GUI Interface No Impact Business Services An informative warning message will be provided if the CWS fails to send valid values for the NAICS Code, PSC Code and the vendor information. Solution: The system will be fixed such that the dropdown value ‘Award Type’ shall be displayed only once in the “Advanced Search” option in the

“ezSearch” module. Solution: The system shall be fixed such that an appropriate message will be displayed when an approve operation is performed through business services on an errored document. FPDSHD- Problem: FPDS-NG does not derive the “Commercial Item Test Maintenance 38951 Program” correctly for the entire Federal Government.

Solution: The use case for the data element, “Commercial Item Test Program” shall be changed from “Not Required” to “Required”. The data element “Commercial Item Test Program” will remain as a check box for V1.2 and lower versions and will be changed to a drop down for V1.3 with two values “Yes”, and “No”.
