Network Exchange – September 2002 Network Exchange is commissioned by the Combat Poverty Agency. The aim of Combat Poverty is to promote a just and inclusive society by working for the prevention and elimination of poverty and social exclusion.

Network Exchange is set up to enable local authorities to exchange information quickly and effectively on issues dealing with poverty and social exclusion and to get regular relevant information from the Dail and other national agencies. Produced monthly, Network Exchange is brief but it relies on local authorities and relevant agencies submitting information to the Local Government Anti Poverty Learning Network’s Information consultant, Kate Ennals at [email protected]

How to Implement Part V1 An Implementation Manual to Part V of the Planning and Development Act, 2000, is now available to support the various sectors responsible for its implementation.

The Irish Planning Institute's (April 2002) review of the manual described it as

“useful in that it provides in depth guidance on such issues as exemption certificates, controls on re-sales and compensation. For developers and those who advise them chapter four is probably the most useful chapter, which deals with issues such as the withering clause, developer transfer options, preparing a developer proposal, the way compensation is calculated and the scope for involving the voluntary and cooperative housing sectors'. The Implementation Manual contains 148 pages and its nine chapters correspond to the principal sections of Part V, sub-divided into the following sections. What is the Impact of Waste Charges? Combat Poverty Agency is looking for any instances of research or documented local experience as to the impact of waste charges on low income households. Making it Happen - Social Inclusion in Local Government  DATE: 8th November 2002  TIME: 9.30AM - 4.30pm  VENUE: Tullamore Court Hotel Tullamore Co Offaly

Aim of the Conference: To inform and promote debate on approaches to social inclusion and anti-poverty work within local authorities.

 To strengthen the social inclusion and anti-poverty dimension to corporate planning within local authorities  To support community participation in policies and programmes to tackle poverty

Target audience County/City Managers Directors of Services Chairs of Strategic Policy Committees Staff of Social inclusion units Chairs of SIMS Committees Regional Authorities Regional Assemblies

Making Life Easier for Tenants in Cavan. Cavan Council has produced A Tenants Handbook which is easy to read, bright and glossy. The Handbook looks at definitions of tenancy and answers all the frequently asked questions around tenancy agreements. There is a section on rent, tenant participation, estate management – how to get involved in the running of the estate, housing maintenance – housing maintenance, tips on maintenance, safety and protection, anti-social behaviour and a list of useful telephone numbers and organisations in the area. Useful Websites Tenants Participation Advisory Service is a non profit organisation providing support for tenants. It has an excellent website which provides access to library, journals, good practice, publications and good practice. The information sheets are on a variety of issues and extensive. Examples are anti social behaviour, best value, tenants constitutions, community safety, estate management and loads more. Worth a visit to www.tpas.org.uk Community Development Foundation in the UK works through: local action projects;development of best practice; research, evaluation and policy analysis; consultancies and training programmes; conferences and seminars; information and publications. Partnership is key to supporting community efforts and there is information re links with local and other forms of community organisation, local authorities, educational institutions, businesses, the voluntary sector, health authorities and government departments. Is There Poverty in the Deaf Community? This September, the Irish Deaf Society (IDS) will launch its research report determining the extent of relative poverty within the Deaf community. The research itself is a unique work, adopting an empowering approach. Members of the community conducted the research with their peers, bringing their ‘inside knowledge’ to bear. It reveals the harrowing truth about the exclusion from opportunities, the pitiful lack of access to information, and the true extent of the second-class citizenship that Deaf people endure in post-Celtic Tiger Ireland. The term relative poverty is used in line with the definition of the National Anti-Poverty Strategy (NAPS).
