Quality Control Surveyor (4 National Consultants)

Reference No. LMDC/CS/IC/05-1/2/3/4 Georgia has received Credit from the World Bank (WB) in order to to improve delivery of irrigation and drainage services in selected areas and to develop improved policies and procedures as a basis for national program of land registration. The Irrigation and Land Market Development Project (ILMDP) (US$50 million) consists of the three components: Component 1 Irrigation and Drainage Improvement (US$45.65 million) Component 2 Land Market Development (US$2.25 million) and Component 3 Project Management (US$2.1 million). Components 1&3 are implementing by the Ministry of Agriculture (MOA) through the Project Planning and Monitoring Division (PPMD). Component 2 is implementing by the Ministry of Justice (MOJ) through the National Agency of Public Registry (NAPR). The Land Market Development component of the project will support: (i) the development of a strategy, action plan and guidelines for the pilot phase of a land registration program; (ii) pilot registration in selected locations to test and adapt policies and guidelines; and (iii) the design and implementation of a system for monitoring land registration and measuring its economic impact. NAPR intends to hire 4 (four) qualified Quality Control Surveyors under the Land Market Development Component of the ILMDP Project. Scope of Work and Responsibilities: Quality Control Surveyors will:  Coordinate cadastral survey activities and monitor contractor’s/service provider’s work onsite;  Conduct topography and geodesy activities on field;  Perform cadastral survey work. Duration: The assignment of the Quality Control Surveyors is full time assignment. The Consultant will be appointed initially for a period of 12 months with 1 (one) month probation period. The Client shall evaluate the performance of the Consultant and in case of satisfactory performance the contract duration will be extended. Required Knowledge and Experience:  Higher education (preferable in geodesy);  A minimum of two (2) years of working experience in geodesy/topography/cartography field;  Experience of working with GPS, total station and other optical instruments;  Knowledge of Law of Georgia on Geodetic and Cartographic activities;  Knowledge of the legislation regulating NAPR activities;  Excellent knowledge of Arc GIS; Geoinformational systems.

Required Language Skills (spoken and written)  Georgian – Fluent

Required Additional skills: 1  Advanced computer skills;  Excellent communication and Problem solving skills  Excellent reporting, writing and analytical skills  Willing to undertake regular field visits and interact with different stakeholders, especially primary stakeholders;  Leadership qualities, personnel and team management (including mediation and conflict resolution);  Pro-active and result-oriented
