Israel: Background and U.S. Relations in Brief Updated September 20, 2019 Congressional Research Service https://crsreports.congress.gov R44245 SUMMARY R44245 Israel: Background and U.S. Relations in Brief September 20, 2019 The following matters are of particular significance to U.S.-Israel relations: Jim Zanotti Israel’s ability to address threats. Israel relies on a number of strengths—including Specialist in Middle regional conventional military superiority—to manage potential threats to its security, Eastern Affairs including evolving asymmetric threats such as rockets and missiles, cross-border tunneling, drones, and cyberattacks. Additionally, Israel has an undeclared but presumed nuclear weapons capability. Against a backdrop of strong bilateral cooperation, Israel’s leaders and supporters routinely make the case that Israel’s security and the broader stability of the region remain critically important for U.S. interests. A 10-year bilateral military aid memorandum of understanding (MOU)— signed in 2016—commits the United States to provide Israel $3.3 billion in Foreign Military Financing annually from FY2019 to FY2028, along with additional amounts from Defense Department accounts for missile defense. All of these amounts remain subject to congressional appropriations. Some Members of Congress criticize various Israeli actions and U.S. policies regarding Israel. In recent months, U.S. officials have expressed some security- related concerns about China-Israel commercial activity. Iran and the region. Israeli officials seek to counter Iranian regional influence and prevent Iran from acquiring nuclear weapons. In April 2018, Prime Minister Binyamin Netanyahu presented historical information about Iran’s nuclear program that Israeli intelligence apparently seized from an Iranian archive. -

Summary of the report of the Central Committee of the Communist Party of Israel to the 25th Congress 31 May – 2 June 2007 Chapter 1: Corporate globalization and the struggle against it The globalization of capital and the rapid growth of modern industry, technology, information systems and media have been exploited by capital in an attempt to concentrate the control of resources, capital and wage labor. But this has also created the material basis for the international workers‟ solidarity exemplified in Marx and Engels‟ slogan: “Workers of the world, unite!” The adoption of the neo-liberal model has aggravated socioeconomic inequality, both within nations and between rich and poor countries, to an unprecedented level, while increasing the numbers of unemployed people, poor workers, women, children and older people living in miserable conditions. In the first decade of the 21st century, wealth continues to be concentrated in the hands of the two hundred largest multinational corporations – that is, in the hands of a few hundred billionaires – while the majority of humanity is forced to live in poverty, lacking basic necessities such as clean water, food, housing, schools and hospitals. The US administration continues to sabotage all attempts to reach meaningful international agreement on ways to curtail global warming (the greenhouse effect), thus endangering the very existence of the human race on Earth. The Bush Administration cynically exploits the concept of democracy in an attempt to conceal a cruel policy of conquest, destruction of social rights and impingement on democratic rights within the USA. “The war on terror” is the latest phase of the US attempt to create a “new world order”. -

Part I discusses the background of the land that today comprises the State of Israel and its territories. This Part summarizes the various accords and peace treaties signed by Israel, the Palestinians, and the other surrounding Arab Nations. Part II reviews com- mentary regarding peace in the Middle East by those who believe Israel needs to surrender more land and by those who feel that Palestine already has received too much. Part II examines the conflict over the permanent status negotiations, such as the status of the territories. Part III argues that all the parties need to abide by the conditions and goals set forth in the Oslo Accords before they can realistically begin the permanent status negotiations. Finally, this Comment concludes that in order to achieve peace, both sides will need to compromise, with Israel allowing an inde- pendent Palestinian State and Palestine amending its charter and ending the call for the destruction of Israel, though the circumstances do not bode well for peace in the Middle East. URJ Resolution on Israeli Arab Citizens Submitted by the Commission on Social Action to the Union for Reform Judaism's 70th General Assembly Adopted by the URJ Resolutions Committee on November 3, 2009 As Reform Jews, we have profound pride in the State of Israel, a vibrant democracy, and its accomplishments over the past 61 years. We rejoice in the existence of Israel as a haven for those fleeing lands of oppression and revel in the opportunity for the Jewish people to continue to develop a spiritual and cultural home in accordance with Jewish ideals—among them the promise of freedom and justice for all its citizens. Israel’s strength and survival depend on the democratic nature of the Jewish state and on the moral character of the state. The principles on which Israel was founded are clear. As stated in Israel’s Declaration of Independence, the nation “will be based on freedom, justice and peace as envisaged by the prophets of Israel; it will ensure complete equality of social and political rights to all its inhabitants irrespective of religion, race or sex; it will guarantee freedom of religion, conscience, language, education and culture.” These imperatives require that we be ever sensitive to the aspirations and just demands of Israel’s minority citizens. Arab citizens comprise approximately one-fifth of Israel’s population. Arabic is an official language in Israel and Israeli Arabs are accorded the rights and responsibilities of citizenship, with the exception of compulsory military service (although volunteer service is encouraged by the government). Israeli Arabs serve in the Knesset. -

Ik heb de afgelopen jaren enorm veel geleerd en ook genoten van de vele juridische vraagstukken die besproken werden. Na het afronden van de bachelor Rechtsgeleerdheid met een scriptie over de vrijheid van onderwijs was de master Staats- en Bestuursrecht een voor de hand liggende keuze. De master sloot goed aan op mijn (politieke) interesses. Hoewel ik zowel het staatsrecht als het bestuursrecht bestudeerde, ligt mijn hart toch echt bij het staatsrecht. Deze scriptie is daar een bewijs van. Het is mooi om juist in dit voorjaar mijn masterscriptie af te ronden. Het jaar 2017 is in het licht van het onderwerp van deze masterscriptie namelijk een bijzonder jaar. Het is dit jaar precies honderd jaar geleden dat in 1917 het stelsel van evenredige vertegenwoordiging werd ingevoerd. Het jaar 1917 is een keerpunt in de parlementaire geschiedenis van Nederland. Enerzijds is dit het begin van de hedendaagse parlementaire democratie. Anderzijds is de invoering van het stelsel van evenredige vertegenwoordiging ook een bedreiging voor het vrije en persoonlijke mandaat van Tweede Kamerleden. De partijmacht wordt groter terwijl individuele Tweede Kamerleden ook in 2017 worden geacht zonder last te stemmen. -

The Prime Minister of the Czech Republic, Mr. Petr Ne čas, and the Prime Minister of the State of Israel, Mr. Benjamin Netanyahu, note with satisfaction the friendship and the historical partnership between the two countries, the unrelenting reciprocal support, the mutual respect for each other's sovereign status and the joint recognition in the political, defense and economic requirements of the two countries. The Prime Ministers emphasize their aspiration to further strengthen the close relations between the two Governments and the unique ties between the two peoples, based on a thousand-year-old affinity between the Czech people and the Jewish people. Israel and Overseas: Israeli Election Primer 2015 (As of, January 27, 2015) Elections In Israel, elections for the Knesset are held at least every four years. As is frequently the case, the outgoing government coalition collapsed due to disagreements between the parties. As a result, the Knesset fell significantly short of seeing out its full four year term. Knesset elections in Israel will now be held on March 17, 2015, slightly over two years since the last time that this occurred. The Basics of the Israeli Electoral System All Israeli citizens above the age of 18 and currently in the country are eligible to vote. Voters simply select one political party. Votes are tallied and each party is then basically awarded the same percentage of Knesset seats as the percentage of votes that it received. So a party that wins 10% of total votes, receives 10% of the seats in the Knesset (In other words, they would win 12, out of a total of 120 seats). To discourage small parties, the law was recently amended and now the votes of any party that does not win at least 3.25% of the total (probably around 130,000 votes) are completely discarded and that party will not receive any seats. (Until recently, the “electoral threshold,” as it is known, was only 2%). For the upcoming elections, by January 29, each party must submit a numbered list of its candidates, which cannot later be altered. So a party that receives 10 seats will send to the Knesset the top 10 people listed on its pre-submitted list. -

The Center also aims to contribute to the public debate and governmental deliberation of issues that are - or should be - at the top of Israel's national security agenda. The Jaffee Center seeks to address the strategic community in Israel and abroad, Israeli policymakers and opinion-makers and the general public. A Letter from the Chairman In November 2005, we held the second annual Saban Forum in Jerusalem. We had inaugurated the Saban Forum in Washington DC in December 2004 to provide a structured, institutional- ized annual dialogue between the United States and Israel. Each time we have gathered the high- est-level political and policy leaders, opinion formers and intellectuals to define and debate the issues that confront two of the world’s most vibrant democracies: the United States and Israel. The timing of the 2005 Forum could not have been more propitious or tragic.
