2. THIS MEETING IS CALLED PURSUANT TO THE PROVISIONS OF THE OPEN PUBLIC MEETING LAW. NOTICE OF THIS MEETING WAS INCLUDED IN A LIST OF MEETINGS SENT TO THE COAST STAR AND ASBURY PARK PRESS, POSTED ON THE BULLETIN BOARD IN THE MUNICIPAL BUILDING AND ON THE BOROUGH WEB-SITE.

Mayor Enright asked for a motion to move any discussion of Transfer Resolutions T4-2011 & T5-2011 to #5 Special Items on the agenda as to not keep PM Consultants to the end of the meeting. Councilman Maccanico would like to add the word NOT to the minutes of September 26, 2011 where Mayor Enright announced that Councilman Vorbach was NOT able to attend the meeting. The minutes should reflect the change.

Mayor Enright asked if anyone had any questions regarding the transfer resolutions, none were presented, she thanked PM Consultants for their attendance.

ORDINANCE 16 - 2011

ORDINANCE OF THE BOROUGH OF SPRING LAKE HEIGHTS, COUNTY OF MONMOUTH, STATE OF NEW JERSEY PROVIDING FOR THE DISSOLUTION OF THE SPRING LAKE HEIGHTS FIRE DISTRICT # 1 PURSUANT TO N.J.S.A. 40A:5A-20

Jim Merriman Asst. Fire Chief stated that again there is not a plan in place. Ms. Cindea talks about putting plows on the fire trucks and using them for snow plowing, that is not possible. They don’t do well in the snow. If the fire trucks are out plowing which isn’t possible what happens if there’s a fire? Councilwoman Cindea explained that at a prior meeting a resident had made that suggestion.

Casey Willms 1710 Highway 71, Chief of Independent Fire Company expressed his disappointment in the way things have worked out. The Fire Company had a very good working relationship with the Fire District. He stated that the residents have benefited from having a district: there was a petition signed by the residents to keep the fire district. He would like to see it remain in place. He continued that as an employee of the borough it has been difficult for him but as a fireman and resident he would like it to stay in place. Councilman Maccanico stated that everyone on the council is a resident and we all want what is best. Casey, stated that the Company will continue to do their very best.

Ryan Dullea 400 Asbury Ave, member of Fire Company, it was his understanding that there is not a plan in place. Councilwoman Cindea replied that the plan is to roll one budget to the other, we have asked for bills and have not been supplied; we need to review the budget. We’re going to be fiscally responsible Right now there is no plan to cut anything until we’ve had an opportunity to review all expenses. Councilman Diver continued that its one budget going into another, the council will not put you or residents in danger. Mr. Dullea also expressed his concern for future training, equipment maintenance and purchases. He further asked if in fact there is a savings. Councilwoman Cindea replied yes, just by eliminating the commissioners there is a savings.

Jim Merriman requested that the council use Certified Repair person on the Fire Equipment. Councilwoman Cindea stated that she agreed; we will not make arbitrary decisions.

AN ORDINANCE AMENDING AND SUPPLEMENTING ORDINANCE #7-2002 ENTITLED: “AN ORDINANCE AMENDING AND SUPPLEMENTING THE REVISED GENERAL ORDINANCE OF THE BOROUGH OF SPRING LAKE HEIGHTS, COUNTY OF MONMOUTH, STATE OF NEW JERSEY, ADOPTED ON AUGUST 26, 2002 IN ORDER TO CREATE AND ESTABLISH AN EMERGENCY SERVICES VOLUNTEER LENGTH OFF SERVICE AWARDS PROGRAM (LOSAP) IN THE BOROUGH OF SPRING LAKE HEIGHTS PURSUANT TO P.L. 1997, C.388 (N.J.S.A. 40A:14-183, ET SEQ) FOR THE SPRING LAKE FIRST AID SQUAD UNDER, AND IN ACCORDANCE WITH AN INTERLOCAL AGREEMENT BETWEEN THE BOROUGH OF SPRING LAKE HEIGHTS AND THE BOROUGH OF SPRING LAKE” ADOPTED ON FEBRUARY 10, 2003

6. DISCUSSION ITEMS: Mayor Enright;  Announced that the corner of Park Ave and Eighth will be closed for about a week due to the paving  She expressed her thanks to Rich Carragher for putting together the Veteran’s Luncheon, there were about 120 people. A special thanks to Susan Doolan who paid for the food at the event. Also, thank you to the Bagpipe Band and Billy Lawlor for providing Music.

Councilman Maccanico also thanked Mr. Carragher for his work.

7. COUNCIL COMMITTEE REPORTS:

 Councilman Brennan - ABSENT  Councilwoman Cindea – Working on a temporary budget for next year, including working on the Fire Budget, and requests went out to department heads. Some needed equipment is in the bond. She also wanted to point out that Katie LoBosco had an article in the paper about the fire district and that it wasn’t binding if we didn’t have an agreement, that is not true, it will be dissolved as of December 31st. She requested that Katie make a correction statement in the next paper  Councilman Diver - NONE  Councilwoman King - NONE  Councilman Maccanico - NONE  Councilman Vorbach - NONE
