Open Forum Call Wednesday November 12, 2014 Noon Mountain Time MEETING NOTES Avenue H Enrollment Statistics - Enrollment counts as of November 1, 2014:
Total Groups: 501 Enrolled in Medical Total Employees: 4,266 Total Dependents: 7,306 Total Members: 11,572 Dental Enrollment Total Employees: 961 Total Dependents: 580 Total Members: 1541 H S A Total Members: 1276
“November Groups” cycle wrapped up November 7th, with payment and remittance provided to carriers
. 25 groups for November (11 new / 14 renewing)
. 10 Transitional Relief groups (of 14 renewing)
. 3 groups did not renew
. 3 groups required underwriting (all 3 were approved)
“December Groups” Open Enrollment ends Saturday, Nov. 15th for groups effective Dec. 1st
. 168 groups in various stages of enrollment (tentative: 30+ NEW groups / 124 renewing)
. New group registration ended Monday, Nov. 10th.
. 75 Transitional Relief Groups (49 requested ACA) – tentative counts until enrollment closes
. 12 groups have informed us they will not be renewing Note: Primary reason provided for not renewing is group wants to stay with Regence or employees will be enrolling in the individual market
“January Groups”
. 100+ renewing groups for January.
. Employers and Brokers are reviewing their rates; some have completed registration
. January rates were available in pre-quote tool on November 1st.
1 o Groups have until December 15th to enroll.
System Enhancements - November
Loading of 2015 Rates and Plans completed by November 1
. Rates and plans are loaded for 2015 and open to the public via the pre-quote tool located on Avenueh.com
. Carriers have reviewed and approved plans
. Certification notifications provided to participating Avenue H carriers last week Participating carriers for 2015 include:
Medical: Arches, SelectHealth, UnitedHealthcare Dental: Alpha Dental, Delta Dental, Dental Select, EMI, Guardian, Premier Access
. 75 medical plans offered for 2015, first quarter: 10 Bronze, 34 Silver, 31 Gold, 0 Platinum Out of state coverage is available for 2015; Arches is offering out of state coverage
Plan Comparison Tool Project and SBC alignment complete
. 4th quarter Plan Comparisons available for Medical plans only (in preparation for Dec. groups)
. Beginning with January 1, 2015 groups, the plan comparison tools will be available for medical and dental
. Employees can access to comparison tools
While enrolling in coverage
A summary of comparison detail is available for the plan employee has elected is available anytime throughout the year from their confirmation statement
. English and Spanish version of SBC available for employees and administrators (brokers, employers) via the enrollment system. Also available to the public via the pre-quote tool
. SBC’s available in English and Spanish for most of Avenue H’s participating carriers
Employee Access to 4 additional Demographic Fields available to employees
. Effective November 1, employees have access to add /change their email addresses, phone numbers, and preferred language
. Prior to January 1 - if employee indicates Spanish as their preferred language, they will receive all automated system notifications in Spanish; their enrollment system instructions will also be in Spanish Rollout of New Census Layout - November 6th
. Avenue H has revised the way census information is gathered within the registration process
. Available to December groups and new groups going forward
. Groups registering now have an on-line tool to enter in their employee census information
. Includes field validation and help tools
. Census data no longer imported and validation of data will no longer be needed after an import process
. The Utah Wage & Tax Form is still required and must be obtained on-line from DWS. If not supplied, group will require review and approval by participating carriers’ underwriting team
. Employer will be unable to complete registration until all employees listed on the W&T form have been acknowledged and required information has been supplied - this new workflow provides a more automated and cleaner approach to match up employees with the W&T form supplied
. Additional enhancements to the census display will be incorporated later in November and December
Additional Changes to Employer Registration - complete
. Beginning mid-November, Employers are asked additional questions during registration to establish the makeup of their group. Includes: count of full time, part time, and out of state employees, etc.
. If group has out of state employees, a W&T form will be requested for each state where the groups’ employees reside. System captures state code and W&T form for each of these situations
Automation of renewal process - complete
. The renewal process is now automated
. The workflows begins 90 days in advance - initiation of a system generated email to broker or primary admin of a group -prepare for their upcoming renewal
. A 60 day notice sent - includes instructions and a link to the renewal registration page where employer completes an on-line questionnaire, selects their default plan, defined contribution, dental carrier, and answer the same set of eligibility questions they were asked when initially applying with Avenue H
. A 30 day notice sent – sent only to those failing to respond and/or complete their registration. This is a reminder notice to inform the group of possible termination of coverage
. Information gathered during registration is stored within the PlanSource system
3 . On-line tracking tool provides administrators access to when notifications went out and who they went to
Billing Updates
. SSO (single signon) is now in place between our existing enrollment system and billing system
. Groups no longer are required to provide their banking information at the time of registration
. Once registered, the employer can visit the banking page and enter their banking information
. Beginning next month, employers will have the option to select credit card as a banking option
. Beginning in December, the monthly ACH draw (from employers) will always occur on a set day of the month; the 26th day of the month prior to the month of coverage
Group ID for Certifi File & Carrier Billing Reconciliation - complete
. Beginning with the November bill, the Group ID will be included on the payment remittance details supplied to carriers from our billing administrator.
. The Group ID is also available to employees – access via the confirmation statement
Training
. Broker training courses continue; schedule posted on Avenue H website
. Patty, Cole, and Rebecca are providing this training throughout the state
Marketing
. Avenue H television advertising campaign kicked off in October.
Includes15 second to 30 second television spots; will “air” through February.
Advertisements feature value messaging from participating employer groups.
. Marketing campaign also included direct mailings sent to small employers.
. Avenue H has contracted with the Cicero Group/Dan Jones & Associates to perform market research.
9 focus groups were held - included participating and not participating small business owners, brokers both credentialed and not credentialed, and groups on Ave H and those without groups on Avenue H. Feedback will be incorporated into upcoming process improvements and training sessions.
