Minutes of the Holme on Spalding Moor Parish Council Meeting held on Wednesday 16 October 2013 in the Methodist Church Hall A Quality Status Council

Peter1 Wiles update, Anthea reported that Peter is on the mend

Public session Letters from the Methodist Church and Sotherons Plantation were handed out. Parish Councillors who live near Sotherons Plantation said the owners were keeping it in good condition. Clerk to write saying that the Chairman would visit

109/13 Minutes of meeting dated 18/9/2013, these were approved and signed by the Chairman subject to one alteration saying that Ernest Smith and Doreen Engall had proposed and seconded that the Grapevine production should be kept as it was

110/13 Matters arising  Wind turbine Community Funds ongoing  Cemetery report, the kerbing of burial areas and movement of Memorial to Tom Cooper ongoing. Alec Wild reported that the memorial looks to be have damaged and Clerk to investigate  Handyman report, Chairman reported that Peter2 had been seen following the completion of 6 months work and his position had been confirmed as permanent, Peter2 is keeping an eye on litter in the village centre whilst Peter1 is ill. A list of jobs was discussed in terms of maintenance of parish assets etc now that grass cutting has slowed down, Peter is looking at buying/renting a hedge cutter and consideration will be given to a new trailer to take the tractor for ease of transport  Clerk has spoken to the Church about the maintenance of the Church Graveyard and the Church- wardens have agreed in principle to the Parish Council taking over grass, shrubs and tree maintenance for a trial period of one year. A meeting is to be held with the Church-wardens  Grapevine, Sharon Smith has reported that she has decided to resign from compiling the Grapevine and the Clerk was asked to write from the Parish Council thanking her for her contribution. It was decided to ask via the Pocklington Post to see if anyone is interested in taking on the voluntary position. Chairman and Vice-Chairman have spoken to the Holme News owners to see if they were willing to discuss amalgamation, Holme News said this was not wanted by them at the moment  Village Green willow tree, Lewis Tree Surgery will remove the tree shortly  Waiting for speed signs on Back Lane  Report on meeting with East Riding of Yorkshire Council reference grass cutting and litter collection, the meeting was attended by the East Riding Council Portfolio Holder and Director plus 3 others and was very positive, the standard of grass cutting has improved over the year  Highways issues, waiting for Snowdrop Garth adoption and a possible pedestrian crossing of the A614 for Sue Ryder, request to widen the vehicular access to the School car park has been refused.  Street-scene schedule as copied to Parish Councillors was noted as being completed  Bus stop problem at the Village Hall entrance has hopefully been resolved  Christmas 2013, plans are progressing, the craft fair is nearly full, the advertising banners are ordered, the funfair and organ have been booked. Peter Hastings has received 2 quotes for the small Christmas Trees for the brackets (30 needed) and it was decided to order them as last year to include putting in place and disposal, cost will be £1050, this was proposed Chairman and seconded Alec Wild and resolved unanimously. The Village Green Christmas Tree is also booked at a cost of £125, the Parish Council will again ask for donations from businesses who have trees in the brackets on their walls  School Clock, an application for a grant has been submitted by the School to the Parochial Charity  Two litter bins to be sited adjacent to the Post Office and at the junction of Station Lane and Spen Lane have been ordered provisionally as part of a grant application, which also included eight doggie bin dispensers and a reserve for winter salt. The grant application will be considered shortly by the East Riding Council. An objection to the proposed site at Station and Spen Lanes has been received and the Parish Council accepted the points made and will look at a different location  Pub in the Hub, the Blacksmiths have been put in touch with the relevant East Riding department  Safestyle UK, the Parish Council has received complaints about this company and the aggressive selling techniques employed by them, action is being taken

111/13 Planning applications 13/03051/PLF Continued use as car repair/MOT test facility (General Industrial B2 use) at Unit 7B Holme Industrial Estate Skiff Lane for Pickard Garage Services, application supported 13/02954/STVAR Variation of Condition 9 (use of building) of planning permission 12/02096/STPLF at Land South of Prospect House Howden Road for Allensway Recycling Ltd, the Parish Council objected to this application 12/04477/STPLF Continued use of the land and farm buildings for the composting of organic waste and shredding wood (Additional information) at Prospect House Howden Road for Allensway Recycling Ltd. The Parish Council was happy to see this application approved if conditions are met namely 1. The ongoing Environmental investigation needs to be completed before approval is given 2. Carriage away from site of liquids is not permitted and should be monitored 3. HGV curfew needs to be monitored 13/02960/STPLF Retention of 2 no. pig finishing buildings and 1 no. straw barn and slurry lagoon at Holly Farm Selby Road for KK Huddleston & Sons, application supported

112/13 Planning decisions as advised by East Riding of Yorkshire Council 13/02529/PLF Erection of 1 no. dwelling and detached garage with boundary wall and timber gates following demolition of existing barn (Resubmission of 13/01309/PLF) at Land west of Pear Tree Farm Selby Road for Mr Daniel Kelly, granted 13/02569/PLF Construction of single storey extensions to side and rear following the demolition of existing carport, store and conservatory at Spen Farm, Spen Lane, granted 12/04792/STPLF Change of use of land for siting of No. 33 holiday lodges and No. 16 touring caravan pitches and alterations to existing buildings to form site office, managers accommodation and activities/amenity hall at Waterside Farm Selby Road for Mr Allen Williamson, refused

113/13 Accounts, balances of £22,934.61 current account, £2236.65 saver account Cheque confirmed was £144.95 JP Media for Christmas banners Cheques approved were: £262.72 Peter2 Wiles handyman, £686.76 Clerks salary for October (dated end October), £191.51 Staples copier paper, £132.00 for panels to edge flower beds on Howden Road, £185.40 Clerks expenses Jul/Aug/Sep, £476.50 Konica Minolta copier copy costs, £592.90 reimbursement to Peter Hastings of expenditure for HOSM in Bloom Grants second half payments £550.00 Parochial Church Council, £300.00 Village Hall The £500.00 Christian Fellowship grant towards Youth Bus, payment was held over pending return of Work Club grant not yet used, proposed Ann Dowson seconded Alec Wild and resolved unanimously Accounts spreadsheet, 2013/13 half year actual figures April to September incl was distributed Newsletter/copier to date Income £2220.60 Expenditure £2030.02 (£1691.70 ex VAT) 114/13 Precept for financial year 2014/15, the following items were discussed a) Environment Committee, budget will be finalised at the November meeting b) HOSMiB, budget will be finalised at the November meeting c) Heritage Committee, budget needs are planned to be nil. Gordon Hawcroft pointed out that the History Club is now an independent group and therefore future spend for this group will be sourced by the new group. The aim of the Parish Council Heritage Committee is to be self funding via external grants and therefore not to rely on the precept for funding d) Christmas 2014, budget needs will be discussed at the December meeting following the 2013 event e) Clerks salary, Local Government salary rates are unchanged so no salary increase this year Grant applications, two replies had been received, one from the Parochial Church Council that will now presumably be withdrawn as the Parish Council will take over grass cutting, the other application was from the Thursday Club asking for support towards funding trips out for members. Chairman proposed Peter Hastings seconded resolved unanimously that £500 be set aside in the precept, the Clerk will work with the Club to apply for external grants which may mean the Parish Council grant is not needed

Chairman and Peter Hastings made the point that the Parish Council is involved with many different areas and that planning for the future was necessary in terms of succession planning for the Clerk, the provision of an office for the Parish Council, works undertaken etc. It was agreed to hold a work day to discuss ideas and report back to the Parish Council

115/13 Holme Heritage Project, Gordon Hawcroft reported that the map was now with the designer

116/13 Conservation Issues, Weirs Pond plus Community planting of woods and orchards, Helen Williamson reported on the walkabout looking at sites in the village for planting. A meeting is to held at the pond to discuss future plans, Sunday 20 October 2pm

117/13 World War 1 memorial events, nothing new to report

118/13 HOSM iB, Peter Hastings reported that new beds were being dug as planned, shrubs were being removed from the bed at Meadowfields, spring flowering bulbs were to be planted soon and volunteers were needed, the new raised beds outside the School were to be prepared in March/April 2014, the Community Payback Team was to be asked for as much time as possible over the next few weeks to support these works

119/13 Reports  Alec Wild reported that farm vehicles particularly tractors were frequently to be seen passing through the village at speed, these were not local farm vehicles, and concern was speed, weight carried and use of mobiles whilst driving,  Helen Williamson reported that a tree on East Riding Council land at the top of Meadowfield was causing concern and needed to be pruned plus the repaired pot hole at the Drain Lane/A614 junction had not lasted long plus Skiff Lane was in need of a litter pick  Gordon Hawcroft asked if the Citizen Link could be used for something useful  Ernest Smith reported dog fouling on Old Road  Madge Johnson reported that the dip in the road outside Southgates garage had returned plus the footpath on Howden Road was overgrown with weeds  Ann Dowson reported that horse signs would be useful for Sands Lane and Spen Lane  Chairman reported that Margaret Hastings was investigating a venue for a Parish Council Christmas Dinner and thanked her for this, Parish Councillors to advise Clerk of available dates 120/13 Correspondence . East Riding Council has asked for comments on reporting planning applications electronically . Wind turbine at Hayton plus planning North Ferriby requests for support noted . East Riding Parish News . National Grid carbon capture pipeline . Email from Sue Pegg Methodist Minister, Parish Councillors were pleased to receive the complimentary email and all said that they would like to attend the event described on 11 May 2014, Clerk to reply and details will be available in due course
