YOBS 14 INTERSECTION” AND TO ERECT APPROPRIATE 15 MARKERS OR SIGNS AT THIS LOCATION CONTAINING 16 THIS DESIGNATION. 17 18 Whereas, Noel Kyle Yobs, a native of Columbia, was raised 19 behind the Governor’s mansion on Calhoun Street. He graduated 20 in 1942 from Columbia High School and in 1949 from the 21 University of South Carolina with a Bachelor of Science in civil 22 engineering; and 23 24 Whereas, he served in the US Army in the Pacific and Korea from 25 1944-1946 and 1950-1951. He attained the rank of staff sergeant; 26 and 27 28 Whereas, on June 13, 1949, Noel began his thirty-seven year 29 career with the Department of Highways and Public 30 Transportation. In serving the department, he moved his family to 31 locations across the State and filled a range of positions, including 32 inspector, associate resident construction engineer, resident 33 construction engineer, survey engineer, location engineer, rural 34 engineer, and head of the department’s preconstruction unit. As 35 preconstruction engineer, he was responsible for the development 36 and implementation of highway projects in all the systems on a 37 statewide basis. He retired from the department in 1988; and 38 39 Whereas, Noel never forgot his love of or days with the 40 Department of Highways and Public Transportation. He was most 41 proud of his role in the location and design of SC Highway 11, the 42 Cherokee Foothills Scenic Highway, spanning from near the

[655] 2 1 Georgia state line to Gaffney, and in the location and design of I- 2 77 from Columbia to Rock Hill. The State of South Carolina was 3 lucky to have such a faithful and loyal servant and employee; and 4 5 Whereas, Noel was married to the former Faye Weathers of 6 Bowman. Together, they had four children, Patti, Peggy, Larry, 7 and Karen; and 8 9 Whereas, Noel was a Mason and member of the Cayce United 10 Methodist Church. In his leisure time, he enjoyed fishing, golf, and 11 spoiling his grandchildren; and 12 13 Whereas, it would be fitting and proper to pay tribute to the 14 accomplishments and public service of this son of South Carolina 15 by naming an intersection in Cayce in his honor. Now, therefore, 16 17 Be it resolved by the Senate, the House of Representatives 18 concurring: 19 20 That the members of the General Assembly, by this resolution, 21 request the Department of Transportation name the intersection 22 located at the intersection of the 12th Street Extension (SC-35) and 23 I-77 in Cayce “Noel K. Yobs Intersection” and erect appropriate 24 markers or signs at this location containing this designation. 25 26 Be it further resolved that a copy of this resolution be forwarded to 27 the Department of Transportation. 28 XX 29
