TRACY SCHOOL DISTRICT #2904 BOARD OF DIRECTOR’S REGULAR MEETING MINUTES Monday, May 16, 2011, at 6:10 p.m., HS Choir Room

Board Chairman, Director Fultz called the meeting to order at 6:10 p.m.

A roll call was then taken with the following results:

Board Directors Present: Jody Bauer, Rod Benson, Eric Fultz, Tom Hook, Jody Kruger, Al Landa, Annette Miller, Nikki Swanson, and Peggy Zwach. Board Directors Leo Lindquist and Roland Dobberstein were absent.

Administrators Present: Secondary Principal Chad Anderson, Elementary Principal Tracey Olson, Assistant (K-12) Principal Kathy Vondracek, and Superintendent David A. Marlette were present for the meeting. Activities Director/Community Education Director Bill Tauer was absent from the meeting.

Community Input Time was extended to any community members that wanted to address the board.

Item II: Approval of Board Agenda was the next item for the board. Director Zwach made the motion, second by Director Kruger, to approve the agenda as presented with no changes. Motion carried on a (9-0) vote by all directors.

Item III: General Business: The next item on the agenda called for the approval of our Consent Agenda which consisted of the minutes of the April 18, 2011 Regular Board Meeting, the Treasure’s Reports, Revenues and Disbursements Reports, Vendor Payments, and the Trust and Agency Reports. Motion to approve the Consent Agenda was made by Director Benson and second by Director Hook. Motion carried on a (9-0) vote by all directors.

Item IV: Oral Reports:

Mr. Chad Anderson, Secondary Principal: Mr. Anderson’s reported on graduation, Wednesday PLC Schedules, PLC Times, and PLC Norms and Advisory Times Proposal.

Mrs. Tracey Olson , Elementary Principal : Mrs. Olson reported on Kindergarten Roundup, Staff Interviews, Camp Discover S’More, I Love to Read Month, Field Day and Carnival, Title 1 Night, CPT for students next year, and 6th Grade Graduation.

Mrs. Kathy Vondracek, Assistant (K-12) Principal: Mrs. Vondracek reported on SPED updates, Monitoring, IEP’s are completed, Coop Coordinator times, J-Jurgens Training, Bus Sped Forms, Para-Pay rework.

Mr. Bill Tauer, Activities/Community Education Director: Mr. Marlette reported on Summer Recreation.

Mr. David Marlette, Superintendent: Mr. Marlette reported on health insurance rates, Superintendent succession plan, and many Legislative Reports.

School Board Members: FFLCA State Award Presentation by Mrs. Wee.

Director Zwach made the motion, second by Director Benson, to approve the attached Tracy Area Public Schools No. 2904 Advanced Placement Entrance Requirements. Motion passed on a (9-0) vote by all directors.

Director Benson made the motion, second by Director Zwach, to approve the FY2011 Tracy Area Public Schools No. 2904 Fund Balance Policy #714 for GASB Requirements. Motion passed on a (9-0) vote by all directors.

Item IV: New Business:

Director Landa made the motion, second by Director Hook, to approve the resignation of Mrs. Ann Campagna, with thanks, our Tracy Area Public Schools No. 2904 6th Grade teacher, effective date of May 23, 2011. Motion passed on a (9-0) vote by all directors.

Director Swanson made the motion, second by Director Bauer, to approve the 2011-2012 Tracy Area Public Schools No. 2904 JH/HS Social Science Teaching Contract for Stephanie Evans for the amount of $31,692.00, step 1, with 0 extra credits. Motion passed on a (9-0) vote by all directors.

Director Kruger made the motion, second by Director Hook, to approve the 2011-2012 Tracy Area Public Schools No. 2904 JH/HS Social Science Teaching Contract for Derek Ashbaugh for the amount of $31,692.00, step 1, with 0 extra credits. Motion passed on a (9-0) vote by all directors.

Director Swanson made the motion, second by Director Zwach, to approve Mr. Brian Michelson as our Tracy Area Public Schools No. 2904 Drivers Education Administrator/Designee, effective July 1, 2011. Motion passed on a (9-0) vote by all directors.

Director Landa made the motion, second by Director Miller, to approve the Resolution to adopt the Tracy Area Public Schools No. 2904 “Board Resolution Plan for the 125 Flexible Benefits Plan, as attached. Motion passed on a (9-0) roll call vote by all directors.

Director Landa made the motion, second by Director Bauer, to approve the following 2011-2012 Tracy Area Public Schools No. 2904 Capital Outlay items for the additional $300,000.00 budgeted at the April 18, 2011 Board Meeting. Motion passed on a (9-0) vote by all directors.

Director Zwach made the motion, second by Director Hook, to approve the 2011-2012 Tracy Area Public Schools No. 2904 teaching contract for Casie Bangasser, Elementary SPED, $31,692.00, Step 1, with 0 Credits. Motion passed on a (9-0) vote by all directors.

Director Hook made the motion, second by Director Landa, to approve the 2011-2012 Tracy Area Public Schools No. 2904 teaching contract for Tammi Paulzine, Elementary (5th/6th) Grade Teacher, $33,243.00, Step 3, with 0 Credits. Motion passed on a (9-0) vote by all directors.

Director Benson made the motion, second by Director Swanson, to approve the 2011-2012 Tracy Area Public Schools No. 2904 teaching contract for See Moua, Elementary (2nd) Grade Teacher, Step 3, with 30 Credits. Motion passed on a (9-0) vote by all directors.

Director Swanson made the motion, second by Director Kruger, to approve the Lyon County Emergency Management All-Hazard Facility Agreement with the Tracy Area Public Schools No. 2904, for two years. Motion passed on a (9-0) vote by all directors.

Director Kruger made the motion, second by Director Zwach, to add one (1) additional staff member to the Camp Discover S’more budget due to the large number of students wishing to attend the summer camp with a maximum school budget amount of $13,000 for the summer of 2011. Motion passed on a (9-0) vote by all directors.

Director Hook made the motion, second by Director Zwach, to approve the attached Summer Recreation Employee Workers List for 2011. Motion passed on a (9-0) vote by all directors.

Director Benson made the motion, second by Director Zwach, to adjourn from the public session and move into a closed session for negotiation procedures and process. Motion passed with a (9-0) vote by all Directors. Time out was 8:05 p.m. and time back to the public session was 8:45 p.m. Chairman Fultz declared us back into the public session at 8:47 p.m.

Chairman Eric Fultz adjourned the meeting at 8:50 p.m.
