[Final Draft] A brief Terms of Reference for the Design, Development and Implementation of National Unified Registry (NUR) Platform

1. Background

The Government of Jordan received a grant from the World Bank (WB) to implement a program entitled "Support to Implementation of a National Unified registry and Outreach Program for Targeting Social Assistance (P143193). The project development objective is to improve the targeting of social safety net programs and developing an efficient outreach mechanism. The project comprises two main components. Component 1: Building and Using the National Unified Registry (NUR); and Component 2: Piloting Integrated Outreach Worker Program. This TOR focused on the NUR Component (Component 1) of the project.

One of the main purposes of the NUR platform include providing a consolidated system of information through "organizing interactions with various public agencies on data exchange, establishing and maintaining protocols of data release, managing on-line access to various institutions, providing routine information validation and corrections in data". Towards this objective, the Government recently hired a Jordanian IT firm who has recently completed a detailed assessment of the business needs and all other technical aspects to layout a most optimum technology solution for the design, development and implementation of NUR platform. This technical assessment includes ‘as-is’ and ‘to-be’ scenarios in terms of technology, IT capacity and its business needs for the existing agencies of the NUR platform and at the same time also proposes the ‘to-be’ scenarios which would potentially form the basis for building NUR platform as a part of the business requirement document (BRD).

2. A brief high level contextual understanding of NUR platform

NUR is expected to be the core platform engine, which is expected to enable exchanging citizens' data between different entities based on the pre-defined business rules set in the centralized NUR platform engine potentially using a secure government service bus (GSB) connected with the agencies. The business rules applied shall determine nature of the data exchange mechanism (data pull/push) from/to various data source maintained by different participating agencies of the Government of Jordan. This project envisage the following agencies to be the part of the centralized NUR platform to begin with, and later in future, as the demand grows and as when the system becomes more robust, other relevant PIs are expected to join the NUR platform. So the design of the NUR platform should consider the future scalability factor.

Following agencies are identified to be part of the NUR platform under the scope of this assignment.

4. Income and Sales Tax Department (ISTD)

5. Ministry of Information and Communications Technology (MOICT)

7. Ministry of Finance (MoF)/Pension Department

The main institutional beneficiary is expected to be the National Aid Fund (NAF) in addition to six other institutions as follows. For these seven entities, to begin with, the scope of this assignment is to establish an integrated and automated data-exchange mechanism (as the NUR platform) connecting NAF as a main entity with six other key institutions, as providers of public data. The data sharing typically entail information about households and beneficiaries of the NAF’s welfare programs and potentially other relevant information belonging to the NAF beneficiaries. Such automated means of data sharing is expected to improve eligibility verification and enrolment processes and more specifically, it will improve accuracy of targeting of NAF programs and help provide better services to the targeted population.

The project envisages using the existing government IT infrastructure in the most optimum manner. One of such relevant IT infrastructure available in Jordan is the Government Service Bus (GSB). MOICT has implemented Government Service Bus (GSB), which is an “IBM Data Power” technology with IBM WSRR Software (IBM Data Power). The main idea behind the GSB is to facilitate data exchange between the 2 REOI for the design, development and implementation of NUR platform agencies using GSB. However, there have been some challenges implementing GSB in full scale due to reasons such as – PIs business requirements are not fully complied, GSB is yet to support bulk data upload among others. The approach under this assignment should be to analyze these aspects to determine the most optimum way to make use GSB for NUR implementation. The SI therefore is expected to have a sound knowledge of GSB implementation to be able to propose and implement a most optimum solution (as a part of this scope) that compliments or could interface the government’s existing infrastructure, such as GSB.

3. A brief Scope of Work and Services

The main objective of this assignment therefore is to hire a qualified System Integrator (SI) to achieve the following scope of work and services (but not limited to):

a. Diagnostic review of the existing ‘as-is’ assessment and business requirement documents developed; b. Conduct a comprehensive System Requirement Study (SRS) and produce a SRS document for review and approval; c. Produce a detailed NUR design document (SDD) as per the approved SRSD and obtain SDD approval; d. Review and validate hardware specifications for NUR Platform implementation; e. Develop/customize or build centralized NUR Platform/solution as per the agreed SRSD; f. Perform System installation, configuration on the hardware procured for NUR implementation (hardware procurement is not a part of this assignment); g. Conduct NUR Platform testing; h. Conduct NUR Platform user training for NAF and other participating agencies; i. Obtain NUR Platform Operational acceptance for final deployment; j. Provide NUR Platform implementation support services for a period of 12 months from the date of issuance of operational acceptance;

The SI/consulting firm is expected to have the following team resources during the project duration for the execution of the assignment.
