VILLAGE OF MANTENO PLANNING COMMISSION MEETING November 13, 2012

The meeting was called to order at 6:00 p.m.

Roll Call: Present: Todd Creek, Dan McGowan, Jerry Dole, John Fetherling, Joe Kerwin, and Francis Smith, Melvyn Marshall

Attendance: Chris LaRocque, Director of Building & Zoning; Trustee Diane Dole; Trustee Joel Gesky; Trustee Todd Crockett; Court Reporter with Eunice Sachs; Steve Smith, General Development Corp, Greg Deck, Attorney

Pledge of Allegiance – Chairman Smith

MOTION: A motion was made by Kerwin, seconded by Creek, to waive reading of the minutes of October 9, 2012, and accept them as presented. Motion approved 7-0.

Chairman Smith opened the public hearing portion of the meeting.

PUBLIC HEARING: Two items will be presented for the public hearing. First is a request by General Development Corporation for a Special Use Permit to allow the construction and operation of a miniwarehouse facility to be located at 300 South Spruce Street. The second item is also a request from General Development Corporation for variances from the Village Code regarding minimum rear yard setbacks (9-8B-8(C) and regarding exterior wall covering requirements (8-1-14-B(2) & C(2).

Motion by Fetherling, second by Kerwin, to waive the reading of the legal description for the subject property. Motion approved. 7-0.

Chairman Smith stated that all required mailing receipts have been presented.

Mr. Steve Smith, General Development Corporation, and Mr. Greg Deck, attorney, were sworn in by the court reporter.

Mr. Deck presented a larger version of the site plan. Mr. Steve Smith explained the reason for the variance requests is in regards to the rear yard setbacks and the use of primary materials. A site plan was presented showing which buildings will be constructed and what areas of the building the variance request is being submitted for.

Mr. Steve Smith showed photos of other projects built in Bourbonnais that are similar to the proposed miniwarehouse facility. The main difference is that a structure already exists at this site, so some maintenance will be completed.

Access for the units will be gained through one entry point. It will be a staffed facility, with a key pad system for non-staffed hour’s access.

Plan Commission Minutes, November 13, 2012 Page 1/3 Chief O’Brien with the Manteno Fire Department has reviewed the plans and given his approval.

Traffic will not be hindered in the area. Noise will also not be a problem. It is a low usage business and fits into the neighborhood.

Questions were entertained from the Commission members concerning a dumpster. A dumpster will be on site for general use, but not available for public use. Any units that will be required to be auctioned for non-payment will be staged by staff. Bidders are not allowed in the units. Content of the units are also not allowed to be placed outside of the unit.

Commissioner Fetherling asked about lighting. Larger units may have 15 amp electric service for RV storage, but generally the units have no lights or heat. No vehicles will be stored outside.

Commissioner Fetherling asked if the current structure counts as the primary building and any other structures built would be classified as accessory structure. Mr. Deck stated that his understanding of village ordinances is that all buildings would be classified as primary buildings. Chris LaRocque, Director of Building & Zoning, also stated that his interpretation was that all buildings are considered as primary buildings.

The pond in the subdivision is sized for the whole development. Mr. Smith would like to move as quickly as possible, with the hopes of putting concrete in the ground before winter. The current Kirkpatrick Sign would be used, just a change in the face of the sign.

There were no further comments from the commission members or public.

Mr. Smith stated that this is good project for Manteno.

Chairman Smith closed the public hearing portion of the meeting.

OLD BUSINESS: None

NEW BUSINESS:

MOTION: A motion by Fetherling, seconded by Creek, to approve Findings of Facts as presented and to approve Plan Commission Recommendation 12-06, a recommendation approving a Special Use Permit for construction and operation of a Miniwarehouse Facility located at 300 South Spruce Street, Manteno, Illinois, with the addition in Section 2(b) of “except variances listed in Plan Commission Recommendation 12-07”. Motion approved 7-0.

MOTION: A motion by Fetherling, seconded by Kerwin, to approve the Finding of Facts as presented and to approve Plan Commission Recommendation 12-07, a recommendation approving a variance from Title 9, Zoning, Chapter 8, Commercial Districts, Article B, C-2 Commercial District, Section 9-8B-8, Site and Structure Requirements, and to waive certain requirements set forth in Title 8, Building Regulations, Chapter 1, Building Code, Section 8-1-

Comments: Commission members have noticed the Wayfinder Signage that has been erected through the village.

A reminder was given to all commission members to complete their Open Meetings Act training before the December 31st deadline.

Chairman Smith adjourned the meeting at 6:25 p.m.
