Entry Fees : Normal entry Rs.500/- Special entry Rs.1000/-. Eligibility : a) Total 15 ( fifteen ) players from each State Association of North East India (under NEC ) can take part in the tournament except host Tripura. The host state can field unlimited players. If any Association fails to send its full quota, the vacancies so caused will not be filled. b) Any player of North Eastern India who remits the Special Entry fee of Rs.1000/-. All entries including special entry must come through the concerned State Chess Association. LAST DATE OF ENTRY : 17.01.2017. Rs.200/- will be collected as late fee for entries received after 17.01.2017, however no entry will be entertained after 22.01.2017. All entry fees should be remitted by Demand Draft payable at Agartala favouring All Tripura Chess Association , C/O P. K. Choudhuri, Uco Bank, Central Road, Agartala – 799001 or may be deposited through NEFT to our Bank A/C with Uco Bank, Agartala Branch, A/C. No. 00910110002988, IFSC : UCBA0000091, Name of A/c. All Tripura Chess Association, Type of Account : Savings and an intimation to be sent by mail . Lodging : Dormitory lodging will be provided to all official players and one official nominated by the concerned State Chess Association free of charge. All other accompanying persons and special entry players should make their own arrangement for their stay. Registration : AICF registration fees of Rs.250/- for the year 2016-17 is compulsory for all participants ( exempt for those already paid this year if proof shown ) and will be accepted at venue. ATCA (All Tripura Chess Association ) registration is compulsory for all the players of Tripura. Tournament Committee : The organizers will form a tournament committee for the smooth conduct of the 17th North Eastern States Chess Championship. System of Play : The Championship will be played under FIDE’s Laws of Chess and the Swiss system. Totally nine rounds shall be played . Default Time : Default time for arriving to the chess board is 15 minutes. Session : The rate of play shall be 90 minutes with an increment of 30 seconds per move from move No. one. Chess Clocks : Each participating State Chess Association must provide at least one clock in working order for every two players entered into the Championship. Tie Break : Direct encounter, the greater no. of wins, Buchholz cut 1, Buchholz and Sonneborn Berger tie break system will be applied. In case of tie ,cash prizes will not be shared. Appeals Committee : Before the commencement of the tournament, a five member committee of Appeal with two reserves shall be formed from amongst the senior participants and officials present at the Manager’s meeting to be held at the venue on the Inaugural day . All the members and reserves shall be from different States. No member of the committee can vote on a dispute in which a player from his own States is involved and in such case the reserve member(s) shall take his place in the committee. Protest : protest, if any, against the decision of the Chief Arbiter shall be made in writing with a protest fee of Rs.500/- within 30 minutes of the occurrence of the incident. The protest fee will be refunded if the appeal is upheld. Disqualification : No participant will leave the venue before the Prize Distribution function without the permission of the Chief Arbiter. The participants disregarding this rule are liable to be placed under suspension for one year. Interpretation : For interpretation of the rule(s) and deciding any point not covered by the above rules of the tournament, the decision of the Tournament Committee shall be final and binding on all. The Tournament Committee has every right to make any addition or amendment to these rules, without notice. Such changes will, however, be displayed in the tournament hall.
