THE GENERAL ASSEMBLY,

(1) Aware that the structure of the Security Council consists of five permanent members (2) with veto power, (3) Taking note that these permanent members reflect the global powers of 1945, (4) Noting with deep concern that the representation of various regions with permanent (5) seats extends between the United States and Europe, (6) Believing that a larger representation is necessary to further the effectiveness of the (7) Security Council. (8) (9) 1. Requests enlargement of the Council based on geographical equilibrium; (10) 2. Further requests expansion to include both permanent and non- (11) permanent members; (12) a. Permanent membership expansion by six new seats: (13) i. Two for Asia, 1 for Latin America, 2 for Africa and 1 for (14) Western Europe and other areas (15) b. Non-permanent membership expansion by four new seats: (16) i. One for Eastern Europe, 1 for Africa, 1 for Asia and 1 for Latin (17) America; (18) 3. Emphasizes the need for representation of all continents while maintaining (19) balance within the Council; (20) 4. Approves the use of the veto power but with certain limitations: (21) a. Vetoes must be based on what is best for country in question and (22) the international community (23) b. Any veto made requires legitimate reasoning which is to be stated to (24) the other member states of the Security Council 2 (25) c. Any veto made by a permanent member may be overruled by a /3 (26) majority vote concerning substantive matters that requires. (27) immediate attention (ie. genocide in Darfur, human right violations (28) in Myanmar, etc.); (29) 5. Encourages the creation of a permanent seat for the European Union; (30) 6. Decides to remain actively seized on the matter
