Police Report

Report received from PCSO Ballman:

 There has been an increase in ASB at Oakford Lawn area recently, including litter, throwing eggs and foul language. We are in the process of stepping up patrols. Neighbourhood team and response officers have been briefed regarding the issues.

 Greenhill way Car Parks are still causing us issues with regards to boy racers and ASB vehicles, we still have a PSP running for this, things did start to improve but have appeared to flare up again so we will be tackling this again with patrols.

 Due to staffing changes with the Newton Abbot Neighbourhood team, I am required to temporarily change patch so it will be PCSO Vanessa Pike and PC Lou Barlow covering Kingsteignton; it looks as if it will be long term. Presentation by Mr Geoff Hughes Cllr Meathrel welcomed Mr Hughes to the meeting. Mr Hughes thanked the council for inviting him along to the meeting and explained that the Neighbourhood Watch had 9000 members within the Teignbridge District living in residential properties. This membership covers 250 schemes. He spoke about the origin of Neighbourhood Watch and that the local offices are within the Police Station at Teignmouth where they have access to secure police computers. He said that members of the team are vetted and the aims of the Organisation are for local people to work together to provide a safe place to live. Mr Hughes explained the structure of the organisation and said that we live in one of the safest areas in the United Kingdom. He said that they receive no help from government this funding was cut a few years ago so they have to provide their own material. They do not charge residents joining the scheme

1 for any literature, but there is a small charge for street signs. The management team is made up of volunteers and it has taken them three to four years to get the data base up-to-date. Mr Hughes said that they were given a grant from Kingsteignton Town Council of £200 and this is ring fenced to be used for the benefit of Kingsteignton. Councillors were invited to ask questions Cllr Meathrel thanked Mr Hughes for giving up his time to attend the meeting. Presentation of Beating the Bounds medals Cllr Rollason thanked Cllr Meathrel and Harris for supporting the Beating the Bounds and presented them both with a Beating the Bounds Medal. Public Participation There were no questions County Councillor Tony Dempster Report I attended a meeting in Plymouth, which provided interesting information about communities setting up their own generator saving energy initiatives. Totnes is well down the road with this and Plymouth is doing well saving tens of thousands of pounds on saving energy. It is something I would recommend Kingsteignton Town Council to try and promote within the town. The programme on the Bovey Tracey to Newton Abbot pedestrian, cycle and equestrian pathway that runs parallel to the Stover Canal is due to start on 24 November, 2014 There is a Cabinet meeting on 8 October, 2014 where Libraries will be discussed concerning Wi-Fi and bringing all Libraries under the envelope of becoming a Charity I attended a meeting with an engineer from Devon County Council at Five Lanes to look at the new roundabout, bus shelters and bus stop. We were greeted by a group of approximately 25 residents who aired their views. They were informed that the road was built by Dawnus on behalf of Sibelco and that the input from Devon County Council was purely for auditing the safety aspect. I attended a social event hosted by Four Acre Way Residents Association. This association could be used to promote resident associations and Neighbourhood Watch throughout the town. Cllr Meathrel told Cllr Dempster that he had been speaking with residents from Newton Road concerning the problems they have with flooding and had mentioned to them the benefits of belonging to a NHW Scheme and also engaging with Four Acre Way Residents Association. The residents have said that they would like to see a pump within the location of Pottery Cottages so that when flooding is experienced the pump can take the water away from

2 the properties. Cllr Meathrel said that the residents were going to contact Cllr Dempster concerning this. Cllr Harris asked questions concerning the Library and asked what DCC were going to recommend at their Cabinet meeting. Cllr Dempster said that Cllr Walters had information in his report on this matter. Cllr Harris raised concerns about the new roundabout at Five Lanes and said that he was led to believe that this junction was going to be a right of way change and was surprised to see that a roundabout had been constructed. He said that the town council is surprised and disappointed at what has happened in this location with bus shelters disappearing and no room for this in the new bus stop position. District Councillor Reports Councillor B Austen As you may be aware Teignbridge is a politically controlled Council with Conservative control over the last recent term. In recent weeks there have been three Lib Dem moves to the independent group and three Conservative moves, one to UKIP and two to Independent. This now means that there is no overall control by the present Conservative group. This will make a difference to the voting position of the Council with no overall control by the present governing group. On an opposition motion to object to the closing of the facility for the public to visit the reception desk at Newton Abbot Police Station this was already evident both during the debate and upon the successful result. There is no doubt that some of the moves are in anticipation of public opinion at the forthcoming election.

Since we are so close to the next election it is likely only minor changes will be made to procedures and office holders. However voting majorities will count on all matters.

Abbotskerswell are challenging Teignbridge’s Development Plan, particularly housing, at a hearing in November. If they succeed this could cause further delays in the overall plan for future developments in Teignbridge.

I am obtaining advice on whether I need dispensation to speak and vote on the forthcoming Penns Mount Application. I believe as a Member of the Committee and with no personal interest I should be allowed to take part. However if I am advised to the contrary forms will be signed to allow my participation.

A shared ICT service across Teignbridge and East Devon District Council and Exeter City Council is expected to start in November, 2014. A grant has been secured for the shared ICT service.

The three councils are setting up a stand-alone limited company called Strata Service Solutions Ltd. It will be resourced from existing ICT staff and will be

3 situated in Exeter. It is expected to create resilience, savings and opportunities to invest in ICT to improve customer service across all three councils.

The 2014 visit from French friends in Orbec was one of the most successful visits. The Twinning Association is holding a quiz night on 24 October, 2014 and a coffee morning on Saturday 29 November, 2014

Neighbourhood Plan

It is understood that it is of no advantage financially to further a neighbourhood plan for Kingsteignton, with regards to gains for S106 Agreements. This comes as a result of investigation into the viability of the project.

Library The latest news in the saga of the future of the library in Kingsteignton is that DCC is to discuss in Cabinet the potential to invite ten communities to come forward to pioneer new partnerships to support their local libraries and to expand the services they provide. This is linked with the request by the communities in the consultations with the retention of professional expertise and support in their libraries in return. The Cabinet will consider plans for a new operating model for the entire library service. I have expressed an interest in the pilot scheme on behalf of the Friends of the Library. It is also my intention to attend the Cabinet meeting to hear the argument put forward to develop the scheme. Junior School development The Templar Academy held a consultation session the week before last outside the Tesco main store with a view to see how much support there would be for the development. DCC has expressed that the school could be a free school with academy status. No decision has been taken as the scheme is very much in its infancy and also the fact that building would not take place until the housing development is well under way. This would mean that phase 2 of New Cross would have to be promulgated Housing and Health Strategy. The existing housing strategy ends in March 2015 and a new strategy is being developed. Although no longer a statutory requirement, the decision to develop a new strategy reflects the high corporate priority given to housing in TDC. It is proposed that the new strategy will incorporate the housing options and homelessness strategy, which is often required to access central government funding. Government announces 11 “Right to Build” areas

4 Eleven authorities will share £550,000 of government funding to invest in ‘Right to Build’ projects that include creating 1,000 self-build plots and 2,000 custom-build homes. Among the projects are the creations of 800 self-build sites in Sheffield, which will receive £100,000. The other local authorities are Cherwell, south Cambridgeshire, Teignbridge, Shropshire, Oldham, West Lindsey, Pendle, South Norfolk, Stoke-on-Trent and the Exmoor and Dartmoor National Park Authorities.

Wednesday3rd September – Attended the Full Council meeting at KTC, Rydon Road. Report on the July-August 2014 period of Mayoral activity.

Thursday 4th September – Updated and installed McAfee Live Safe software to ensure all correspondence between KTC, fellow councillors and the public are as secure as I could make it. This was carried out on all my computers.

Friday 5th September – Meeting with John Stacey, discussed the mapping and routes for ‘Beating the Bounds’ on Saturday 13th September.

Saturday 6th September – Opened and presented various events held at the Kingsteignton Garden and Craft Show. Congratulated those prize winners and thanked all those who made various entries. Many thanks to all those residents, staff and councillors at KTC for making this event a success, plus the money raised for charity during the day.

Saturday 6th September – Called in on the cyclists at Rydon School who were taking part in the day’s big cycling event around Kingsteignton.

5 Sunday 7th September – Meeting with Sue Rollason to discuss images and links regarding ‘Beating the Bounds’ event on the Facebook site ‘Making Kingsteignton a Community’.

Monday 8th September –Arrangements for this year’s Carol Service with Clerk.

Tuesday 9th September – Meeting to confirm cancellation of the Kingsteignton Town Youth Council via Teign Academy advisor and our youth councillors.

Thursday 11th September – [1] Discuss decision by KTYC on the future of Youth Council meeting with Tony Dolan at Teign School. Attendance register and minutes to be updated. [2] Xmas Dinner and Carol Service arrangements with Clerk, having collected a range of menus from establishments within our local area.

Friday 12th September – Re-launch new Vets4Pets facility at Pets at Home Kingsteignton store in Greenhill Way. Opened the new practice and entertained various pets (including a python, rabbit, dog, cat and a tortoise). As Mayor I requested that the management change the address of the store to highlight Kingsteignton. The store is located in Kingsteignton, not that other place.

Saturday 13th September – Collected the food for the walkers, transferring it to our marshalling team. Conducted the opening ceremony at the Passage House Inn. Started the ‘Beating the Bounds’ walk.

Sunday 14th September – Attend the annual meeting of the Torbay Radio Society. Introductions too many members and invited to draw the Raffle prizes. Money raised went to the two main TRS supported charities.

Monday 15th September – Attended the TimeTeign (Teignbridge Archaeological Society) meeting at KTC Community Hall. Talk given by the Reverend Nicholas Pearkes entitled “Penn Recca – the lost mine of Landscove and the Lost Canal of Littlehempston”. Attended by local dignatories and folk from Bovey Tracey, Broadhempston, Littlehempston, Ipplepen, Newton Abbot and Kingsteignton.

6 Wednesday 16th September – [1] Discussion and preparations for stage 2; Beating the Bounds event. [2] Discussion with potential female candidate for either ward within Kingsteignton at Passage House Hotel.

Saturday 20th September – [1] Arrange/pick-up food for Beating the Bounds, Stage 2 walk. [2] Meeting at ten Tors, start event with blessing and information on the day; marshalled traffic and walkers up on Hestow Road. [3] Boat down the Teign to the Hackney channel off the passage House Inn and preformed said ancient ceremony with the oar on the water. [4] Back on dry land via New Quay to Passage House Inn to present those remaining walkers with their medals. [5] Speech thanking all the organisers and walkers for making the day such a success.

Tuesday 23rd September – Attended the Advice Teignmouth networking event at Teignmouth Rugby Club, covering and raising a range of local social care issues with like-minded organisations around Teignbridge.

Thursday 25th September – Daytime: Attended the Community Council of Devon – Rural Future AGM, conference and exhibitions; along with Cllr. Peart. Interesting range of seminars from the Plunkett Foundation; A.C.R.E.; NHS New Devon CCG; Active Devon; Roland Pyle, DCC and finally, a debate panel discussion and question session. This gave me the opportunity to raise several questions. Networking proved very fruitful and I will be seeking more information from those links.

Thursday 25th September – Evening: Attended the bi-monthly T.A.L.C. meeting in the Council Chambers, Ford house. Excellent meeting with TDC social housing and planners. NOTE: The draft TALC report is included in your papers for the Full Council.

Friday 26th September – Meeting with residents at the Bus Stop by Newcross Rugby ground and Exeter Road/Strap Lane roundabout. Local discussion on how residents felt about the changes and design by DCC. Waited for several district and county councillors for 40 minutes with those residents. Photographed the area and key drainage points and observations before leaving for work. Thanked those residents for their indulgence.

Monday 29th September – Attended KTC office request following verbal abuse of staff by one female with children failing to use KTC car parking area

7 correctly. This has now happened several times and will be raised at full council next month.

Monday 29th September – Attended the property of one resident who had various items thrown at his property. I spoke briefly and photographed said property. Confirmed with the Town Clerk that the Police have been informed, with logged reference of the incident.

144/14 Minutes

The Mayor presented the minutes of the Full Council meeting held on 3 September, 2014. Cllr Meathrel proposed that the minutes be adopted, seconded by Cllr Austen and agreed.

145/14 Clerk’s Report

 Mr Turner and Mr Hedges have now removed the raised flower beds from Clifford Park. The two areas are now being prepared ready for turf to be laid  Anti-Social behaviour is being experienced in Oakford Lawn with eggs and conkers being thrown at resident’s windows. The youths are also accessing the gardens of properties. I have reported this to the Police and have been issued with a Crime No. Residents who have complained have been informed that as soon as trouble is experienced to phone the police and they will send out a response car if one is available. Problems have also been reported of youths throwing eggs in Crossley Moor Road.  Mr Turner and Mr Hedges have been working on the Assembly Point for hall users in the case of a Fire. Once the pathway has been completed the Assembly Point will be moved to the far side of the car park nearest the barked area. In the event of a fire if hall users are considered at danger in this location they will be able to leave the grounds via the new footpath. Once this has been completed the Fire Evacuation Plan will be amended to quote the new Assembly Point. A sign will be purchased indicating the exact location of the Assembly Point.  Cllr Rollason and I met with Mr Nick Banwell, Headmaster, Rydon Primary School to talk about parking issues in the Community Hall Car Park. This will be discussed further at the Community Hall meeting on Wednesday 8 October, 2014  Complaints have been received in the office of traffic using Golvers Hill Road as a short cut. This information has been passed to the Police and PCSO Todd Ballman has confirmed that he will visit the resident concerned.  Mr Baggley has visited the office this morning to say that he had considered applying for the vacancy of councillor but after attending the site meeting at Five Lanes concerning the road layout and the problem

8 with the bus stops/shelters he had changed his mind. He said that the road has now had all the road markings laid down and on the wide pavement there is also a cycle lane. He said that he was concerned at the safety issues of traffic leaving Hele Road; traffic entering Lindridge Lane as with the bollards that have been placed at this junction anything of a large size would not be able to gain access; more grass verges have been installed which are not cut frequently enough. He said that he was concerned that Kingsteignton have no say in matters like this.  As requested at a recent meeting a letter was sent to Nicola Bulbeck, TDC, concerning Infrastructure Funding for Kingsteignton and S106 in respect of the planning application for Penns Mount and the town councils deep concern that Kingsteignton had again been overlooked for S106 funds. This letter has been acknowledged, dated 17 September, 2014 and once the issues raised have been looked into a response will be sent.  A telephone call has been received from Mr Shaw of Gate Tree Close, Kingsteignton concerning the number of cans and needs that are left strewn at the top of the steps to the pedestrian area of Gate Tree Close over a weekend. This matter has been reported to the police.  The security light at the front of the building is being replaced as problems have been experienced with this. It is important that this is working at all times now that the dark evenings have arrived to avoid any accident occurring with hall users leaving the hall.

147/14 Representative Reports

Kingsteignton Library: Cllr Wickham said he had attended a Meeting of the Committee of Friends of the Library, as one of the council’s elected Representatives on 20th September and gave apologies for our second Representative, Cllr Peart, who was involved with the Beating the Bounds.

9 It was reported that a Patio had been constructed by the entrance to the Library with funds provided by the County Cllr from his Community Allowance. The County Council had arranged for the Porch of the Library Building to be repaired.

Within the Fund Raising Programme it was agreed to hold Bingo Sessions at the Community Hall on the last Saturday of each month. The first was being arranged for 25 October.

The AGM of the Friends would be held on morning of 25 October.

The County Council would be meeting on 8 October to discuss the future of Libraries. The Friends agreed to accept the invitation to join a Demonstration with other Libraries at County Hall that day. It was hoped the publicity would be arranged with Mid Devon Advertiser and local TV.

Since the Friends Committee Meeting a Report had been published for discussion at the County Council Meeting. The Report included a statement that the County would “develop a full business case for a new operating model for the (Library) service which enabled the whole service to continue to be professionally managed and run” The model would include increased community involvement and capital involvement for installation of Wi Fi to all remaining Libraries. The Customer Service Manager for the Libraries has arranged meetings later in October at which detailed proposals would be discussed assuming that the Report submitted on 8 October was agreed. KIngsteignton will send representatives to one of these Meetings.

Teignbridge Archaeological Society: 2014 Summer Report Cllr Meathrel reported:

1. Further to the good work of our small committee, TimeTeign has managed to develop its website and is presently engaged with Friday Animal (webmasters) to populate this site with more meaningful and local content. Over the next year we plan to have archaeological material on 80% - 90% of those parishes within Teignbridge.

 Website reports now include 1. The Roman Road, 2. Ideford church/Parish history, 3. Coffinswell Church/Parish history. Five other projects are in production.

 Once again members have enjoyed several digs within Teignbridge. The most notable being conducted by Phil Newman at the Veniford Basin on the Stover Canal Trust project.

 Secondly, for the fourth year, the Ipplepen Roman Project at Dainton Elms Cross was the source of several members ‘Summer’ fun. The archaeological dig uncovered a Roman road, highlighted by wheel ruts, plus various other finds of pottery and artefacts.

10  A new diary of talks and speakers started this Autumn/Winter programme with a talk on the Penn-Recca mine, the lost slate mine of Landscove and the Littlehempston Canal. Especially pleasing is our visitor and membership at events now covers Ashburton, Broadhempston, Chudleigh, Littlehempston, Ipplepen, Newton Abbot and Kingsteignton.

 Links with other organisations have improved.

 Our next meeting at Park House, Bovey Tracey featuring talks by Bill Horner and Jane Marchant. This is a joint event with Devon County Council, Dartmoor National Park, West Devon Council, Royal British Legion, Okehampton Town Council and TimeTeign.

Prior to the meeting Councillors had been sent revised copies of the council’s Policies for approval at this meeting.

Councillors were informed that the Health and Safety Policy was a document provided and prepared by Ellis Whittam. They were also informed that the Policy Safeguarding Children is still being looked at as this was outside of Ellis Whittam’s remit.

Investment Strategy - This policy was accepted. Proposed by Cllr Harris, seconded by Cllr Jones and agreed.

Annual Investment Strategy – This policy was accepted. Proposed by Cllr Harris, seconded by Cllr James and agreed.

Risk Assessment Management - This document was discussed and Cllr Stevenson agreed to look over this document. The document will be emailed to Cllr Stevenson.

Statement of Internal Control - This policy was accepted. Proposed by Cllr Jones, seconded by Cllr Stevenson and agreed.

Anti-Fraud and Corruption Policy – This policy was accepted. Proposed by Cllr Stevenson, seconded by Cllr Meathrel and agreed.

Whistleblowing Policy - An amendment was suggested for this policy to read under “How to raise your concerns” should read:

(1) If you have a concern about malpractice, please raise it with the Proper Officer or any Councillor. This may be done orally or in writing

Dignity at Work/Bullying and Harassment Policy - This policy was accepted. Proposed by Cllr Stevenson, seconded by Cllr Jones and agreed.

Protocol for hearings by the Staff Disciplinary and Grievance Committee – This policy was adopted. Proposed by Cllr Meathrel, seconded by Cllr Harris and agreed.

12 Equality Opportunities and Diversity – This policy was adopted. Proposed by Cllr Peart, seconded by Cllr Morris and agreed.

Fire Safety Policy - Discussion took place and it was agreed that the following would be added to the Policy:

“Groups hiring any room/s within the Community Hall building are responsible for their own fire precautions and evacuation of the building. A form is signed upon booking the hall giving the name of the responsible person for ensuring the vacating of the premises in the case of fire

Policy on Smoking at Work – This policy was adopted. Proposed by Cllr Meathrel, seconded by Cllr Stevenson and agreed.

Financial Risk Assessment - This document was discussed and Cllr Stevenson agreed to look over this document. The document will be emailed to Cllr Stevenson.

150/14 Kingsteignton Youth Centre – Up-date

Cllr Austen reported that she had together with Cllrs Rollason and Peart met with Justine Osborne, Solicitor to the Trust to discuss the way forward with regard to the Youth Centre.

It was agreed that Mr Osborne would write to Devon County Council stating the views of the Trust and attempting to move matters forward. Up to this morning (1/10/14) no reply to our position statement had been received in five weeks. No notice of closure has been given to the Trustees. However, on returning home Cllr Rollason had received an email requesting a meeting on the 6 October, 2014. This has been agreed.

13 The position at the moment is that the Centre is closed. I visited the Junction to establish that all keys were now with County and that security of the building was assured. I was informed that a cleaner was still employed and that staff from the Junction would visit regularly to check the building.

Cllr Peart and I attended the Youth Centre last evening (30.09.14) to talk to the Members and assure them of our intention to co continue the Youth provision in the town with as little gap as possible between closure and opening. The news was received gratefully and we informed the members that we would keep them informed by means of our website as to future plans.

Generally the present position is that County have offered to pay rent, rates and insurance with any necessary repairs up to January, 2017. This is not considered adequate as they are returning the building with no staff, volunteers or activities for young people and it will take considerable effort and expense to re-establish the Youth provision as it was when handed over to County in 2007. Our meeting on 6 October, 2014 will be based on that proposition.

Justin Osborne was kind enough to indicate that he is willing to act for the Trust in a charitable capacity for the present. Should there be the necessity for positive legal action we should perhaps consider if that is reasonable, but at present he was kind enough to indicate his willingness to continue to help us as before.

Discussion took place and councillors, trustees of the Kingsteignton Youth Centre, voiced their concerns regarding the early withdrawal of youth facilities in the town and that the council feels badly let down by DCC.

151/14 Kingsteignton Library – Update

A letter has been received from the Friends of Kingsteignton Library saying that they are delighted to have the Town Councillors’ support following the

14 appointment of Cllrs Rob Peart and Graham Wickham as representatives to attend any meetings held by the group. The Friends of KIngsteignton Library also thanked the Town Council for their offer to match fund up to the sum of £3000, which is much appreciated. They have a number of projects they wish to undertake and provide details of relevant expenditure in due course.

Councillors had all received correspondence from DCC regarding the future of Libraries within Devon.

152/14 Kingsteignton Town Youth Council Up-date

Cllr Meathrel said that he had had a meeting with Mr Dolan, Teign School and it is considered at the moment that the Youth Council has gone into hibernation while a source of training for youth councillors is found and working out the best way to run this.

At present there are only four youth councillors on the Youth Council and Mr Dolan said that the tablets not now being used by the youth councillors will be returned to the council.

154/14 Kingsteignton Town Council – Continuity Plan

Cllr Meathrel asked for a Continuity Plan to be set up to enable coverage of any administrative needs within our council office. Cllr Rollason said that he would assist with this.

155/14 Staff Committee – Review

15 Councillors were passed a copy of the draft Terms of Reference for this Committee. After minute: A Staff Committee meeting has been called for the end of October to discuss staffing concerns and staff appraisals.

156/14 Correspondence

 Thank you from the Mayor to the organising committee and staff regarding the Beating of the Bounds.

 Thank you card received from the Cross Stitch Club to the Garden and Craft Show Team for a great day and for inviting them to attend.

 DALC Training Course – Preparing for Election – Cost £20 – dates and times will be given at the meeting. Cllrs Meathrel, Rollason, Peart and Stevenson and the Clerk to attend.

 Devon Voluntary Action Funding Conference – Deal or No Deal to be held on 4 November, 2014 at Buckfast Abbey Conference Centre. Cllrs Rollason, Meathrel and Peart to attend. Cost £42.50
