X. Adjournment XI. Governing Board Actions A). Public Hearing-Community Development Block Grant Program Guidelines: Scott Gruendl, HHSA Director. Pursuant to Affidavit of Publication on file in the Clerk of the Board of Supervisors’ Office, hold Public Hearing on the CDBG Program revised Program Guidelines which support the Reuse Plan and are requirements of CDBG Program funding and in accordance with Memorandum 14-05 consider the following: Adopt Resolution 2014-82 “Authorizing Approval of the Glenn County Community Development Block Grant (CDBG) Business Assistance Program Guidelines, Microenterprise Financial Assistance Program Guidelines, Homeownership Assistance Program Guidelines and the Housing Rehabilitation Program Guidelines”; and Authorize the HHSA Director, or his designee, to modify/amend the Agreement upon review as to form by County Counsel. (No general fund impact). The Chairman called the aforesaid matter for Public Hearing. Mr. Gruendl reviewed the aforesaid matter. Supervisor McDaniel questioned the Housing Assistance payback structure, whereby Mr. Gruendl advised that the Community Development Block Grant Loan Committee makes payback recommendations to the Reuse Committee and that a lien is placed on the property. Supervisor Foltz questioned why businesses must have a DUN number, whereby Program Manager David Allee advised that it is a federal requirement. On motion of Supervisor Foltz, seconded by Supervisor McDaniel, it was unanimously ordered by members present to adopt Resolution 2014-82 and approve as set forth in matter above. 11/18/14. B). Resolution-Emergency Solutions Grant: Upon the recommendation of HHSA Director Scott Gruendl, Adopt Resolution 2014-84 authorizing the Glenn County HHSA to “Apply for Funding Under the Emergency Solutions Grant” for rapid re-housing in an amount not to exceed $90,000. Authorize the HHSA Director or designee to execute the Grant Agreement and any amendments thereto, to execute all required certifications, documents and subcontracts required to provide services and perform any and all responsibilities in relation to administration of the grant, contingent upon review and approval of the County Counsel, and authorize the Chairman to execute the attached resolution, contingent upon review and approval of County Counsel. (No General Fund impact). 12-2-14. C.) Trans. No. 5030 - HHSA/Social Services Division – To establish carryover from 13/14 for Community Services Block Grant Discretionary-Targeted Initiative-AB109. 12-2-14. D.) Trans. No. 5031- HHSA/Social Services Division – To establish carryover from 13/14 for Community Services Block Gran Discretionary – T & TA Grant. $7,736.68. 12-2-14. E.) Business Services Assessment: Recommendation of HHSA Director Scott Gruendl, to accept the Business Services Assessment and authorize the HHSA Director to implement the recommendation action plan. Discussion was held regarding the Assessment supporting the “One Stop Shop” concept and possible location of the Business Services Office. Upon discussion, the motion was amended by Supervisor Foltz, with Supervisor Viegas and Supervisor McDaniel concurring, to strike”, consider the location of the office and appearance if and when a new HHSA building is planned and developed” from the Assessment. Motion with amendment was approved unanimously. 12-16-14. F.) Resolution-Low-Income Home Energy Assistance Program: Upon the recommendation of HHSA Director Scott Gruendl, adopt Resolution 2015-04 “Authorizing the Execution of All Agreements with the State of California Department of Community Services and Development for the Low-Income Home Energy Assistance Program (LiHEAP) and any amendments thereto”. (No general fund impact). 1-6-15. G.) Resolution-Community Service Block Grant: Upon the recommendation of HHSA Director Scott Gruendl, adopt Resolution 2015-05 “Authorizing Execution of an Agreement with the State of California Department of Community Services and Development for a Community Services Block Grant (CSBG) and ant Amendments or Related Documents Thereto” for the 2014/15 program year, contingent upon the review and approval of County Counsel. (No general Fund impact). 1/6/15. H.) Trans. No. 5038 – HHSA/Community Action Division – To realign the budget to projected actual expenses for Low Income Home Energy Community Assistance Program – Weatherization. $18, 051.72. 1- 20-15. I.) Trans. No. 5046 – HHSA/Community Action Division – To appropriate carryover for the 2013/2014 fiscal year for the Community Services Block Grant. $43,236.08. 2-3-15. J.) Contract – The Pulse Group: Cecilia Hutsell, Deputy Director of HHSA. Recommendation of HHSA Director Scott Gruendl to approve The Pulse Group as the successful vendor in the Request for Proposals (RFP) procurement process for a Feasibility Study in Hamilton City, authorize the HHSA Director, or designee, to execute the contract contingent upon review and approval of County Counsel, and authorize the HHSA Director, or designee, to modify or amend the contract contingent upon review and approval of County Counsel. (No General Fund impact). 2-17-15.
