DS Honda’s Project and Construction Management Services

Available Services

Pre-design and Programming DS Honda works closely with each client to identify, quantify, qualify and describe the scope of work, along with the existing optimal spatial requirements, and functional relationships. For each project, DSH offers personalized planning, programming, adjacency studies, scope of work development; project scheduling, cost control, budget analysis, project management, plan development, and site analysis services. DSH conducts site visits, user group meetings, site inventory and regulatory codes, environmental impact study, owner design and documentation standards, budget analysis, and physical and social constraints. DSH also offers supplemental specialty equipment layouts to achieve effective functional relationships. This includes layout of office systems, computer peripherals, telecommunication, kitchen equipment, health requirements, and other specialty devices. Schematic and Design Development DSH synthesizes information from the pre-design phase, or from client-supplied criteria, to develop design scenarios that produce an efficient and comfortable solution, respond to the environment, meet client requirements, and maintain the bottom line. DSH integrates the factors that influence each project, communicating with the client throughout the design process to assure the client’s goals and ideas are represented. DSH refines the schematic design and identifies resolves, develops and addresses all the project specific details, systems, and governing regulatory codes, preliminary cost estimate and construction criteria required to document the project for construction. Construction Documents and Bidding Upon approval of a developed and mutually agreed upon design scenario, DSH documents the developed design into construction documents (drawings and specifications) and a final cost estimate. DSH incorporates aesthetic and technical design criteria jointly, creating construction documents that do not compromise important design principles or established efficient construction techniques. DSH submits construction documents for plan check review and assists the contractor with securing the building permit. During the bid process, DSH answers contractor questions, prepares addenda, reviews substitutions, conducts the pre-bid conference and assists in the execution of the contract for construction. Construction Management During construction, DSH conducts the pre-construction conference and progress meetings, and monitors the construction for compliance with criteria contained in the construction documents. DSH also resolves unexpected issues and facilitates construction progress to assure completion in a timely manner and within budget. DSH issues change orders and directives; reviews alternates, shop drawings, mock-ups and samples; and processes contractor’s payments for completed work. DSH conducts site visits and prepares progress reports, meeting agenda and meeting minutes for distribution. Finally, DSH coordinates the pre-final inspection and final inspection. Post-Construction and Project Management DSH offers additional services such as record documents, evaluations, equipment start-ups, warranty review, operational manual review, final test compliance reports, stock material and special parts inventory, contractor operational training and maintenance compliance, and final project status report. DSH also offers supplemental, in-depth project management services including preparation of scope of work; establishment of project milestones, schedule and budget; issue resolution; management of project execution; and client project representation at the construction site on a full or part time basis.

Qualifications DS Honda was founded as a general contracting firm in 1980 by David S. Honda. The firm provides a diverse expertise in the design and construction field ranging from residential and commercial development to institutional and industrial facilities. In addition, DS Honda has many years of experience managing public sector projects with clients that include California State University at Northridge, Los Angeles Unified School District, City of Los Angeles, Los Angeles Police Department, Los Angeles Department of Recreation & Parks, among others.

Owner’s Representation - Design and Construction Oversight Our team brings substantial expertise managing everything from a multi-project Capital building program to a single project that closely matches the services you are requesting. Nearly 90 percent of our work is project management for our clients such as hotels, schools, restaurants, high rise tenant improvements, multi-unit apartment complexes and public works. 20 The design process is decision intensive, with no limit to the time that can be spent on refinement. Many improvements require doubling back to make changes. The construction process is production intensive, with defined needs for the resources of time, labor and materials. It is linear and sequential. The benefits of bringing best practices and continual improvement through our lessons learned from other project management assignments provide the best value to you. Project Management Experience It may be a matter of semantics, but we believe there is a distinction between Program Management, Project Management and Construction Management. Project Management serves as a very important bridge between the program level management and the “nuts and bolts” of construction management activities. One of the primary roles of a project manager is to provide pre-design phase, design phase, and pre-construction phase coordination. Since some of us are architects, we have a clear understanding of what is needed to assure that projects are planned and designed in accordance with the broad program requirements including: scope, cost, and schedule. David S. Honda – President and CEO

David S. Honda is a native of the San Fernando Valley, located in the northern section of Los Angeles. He is the President and Chief Executive Officer of DS Honda Construction, Inc. As the principal in charge he provides leadership in marketing, project administration, field supervision and feasibility studies/contract documents for corporate office, medical clinic and retail space planning and design. Mr. Honda was named Small Businessman of the Year by the California State Assembly in 1988 and was awarded the Mendenhall Leadership Award from the Van Nuys Chamber of Commerce for a visionary community development project. He has served as the Chairman of the Board of California State University Northridge’s Foundation, Co-Chair/Founder of the Economic Alliance of the San Fernando Valley, Chairman of the Van Nuys Hospital Foundation, Chairman of the United Chamber of Commerce (an umbrella organization of 23 local chambers), and received commission appointments to the City of Los Angeles’ Planning, North Valley and the Disabled Access Appeals Commissions, the State of California’s 51st District Agricultural Association, and the California Council on Criminal Justice Commission. He has also served as President of the Rotary Club of Van Nuys and the Asian Business Association of Los Angeles. He currently chairs the construction management program at California State University Northridge. Mr. Honda’s experience in the construction industry includes serving with the Los Angeles office of the New York based planning and design firm SLS Environetics, performing space planning and technical drawings for such clients as Tishman Construction, Dillingham and Buckeye Construction Company, and afterward he became Chief Executive Officer of Spacemakers, Inc of Beverly Hills. Mr. Honda incorporated in 1980 DS Honda Construction, Inc. based in Northridge, California and is responsible for planning over three million square feet and the construction of over five million square feet of commercial high-rise tenant improvements. Jay Moore – Vice President, Planning & Design

Jay Moore has over thirty years experience in the design and construction field. He is a licensed Architect and General Contractor in the State of California. He has a very diverse design and construction experience that includes schools, universities, hotels, commercial facilities, and public utilities. Mr. Moore was the Project and Construction Manager for the renovation of the Los Angeles Biltmore Hotel and Newporter Inn in Newport Beach, California and is currently working on several hospitality projects for DS Honda. As Deputy Director of Construction for Los Angeles Unified School District (second largest school district in the United States) he managed and coordinated new construction and modernization programs that encompassed the entire School District with the responsibility of a $2.4 billion program.

4 Previously, Mr. Moore was Corporate Manager for the University and North Campus Park Development Corporations, auxiliaries to California State University at Northridge. He represented the University in the development of a $50 million Biotechnology project and was the project manager for Associated Students’ Children’s Center, University Alumni Center, and Faculty University Center. Mr. Moore also worked as Planning Manager, Facility Manager, Project & Construction Manager, and Architect for the Los Angeles Department of Water & Power (DWP) (the largest public utility in the United States). Mr. Moore master planned over five million square feet in 600 structures at nearly 400 locations in five states. He was also Project Manager for over 100 million dollars of design and construction projects for DWP. He headed a DWP management team on facility management and planning, and he established facility management program. Mr. Moore was responsible for the designs of several utility facilities throughout the Western United States that included Sawtelle hydroelectric power plant; Relay Stations; Distribution Stations; Adelanto, Delta, and Sylmar Converter Stations; and Haynes, Harbor and Valley Oil Fired Generating Stations. Mr. Moore has a Masters Degree in Architecture from the University of Colorado at Denver, and has served on several committees including the Ventura County Citizen’s Transportation Advisory Committee, Moorpark Unified School District Strategic Planning Committee and Vision 2010 Committee, and City of Moorpark’s Public Art Advisory Committee. Jak Bicaci, AIA – Vice President, Project Management

Jak Bicaci is a project management professional with over 35 years of experience in the construction industry as a licensed Architect and General Contractor. He has managed over 15 educational programs in California, as an Owner Representative, an Architect and as a General Contractor. He was the construction manager for the University of California at Irvine, California Information and Computer Science Building a new information and computer science building and was heavily involved in cost estimating, and competitive bidding. He has prepared contracts for Owner and Subcontractors, obtained permits, met the staffing needs, and executed construction contracts. As an Architect and General Contractor, Mr. Bicaci has a special skill for the preparation of preconstruction documents, construction documents for bidding, contracts, and construction management. The understanding of a complete and coordinated set of drawings to minimize change orders and bring the competitive bids within budget provided progress with many projects. The clarity of communication with Architects Engineers, Clients, and Contractors proved to be an asset in the progress of each project. The process and techniques in managing Architects and Clients providing a platform of clear communication, flow of information, and harmony of the process made it possible to meet scheduled deadlines. He directed a School District team in the design and construction of approximately 1200 modernization projects at 52 schools valued at $202 million dollars and managed Architects and reviewed working drawings and specifications to minimize Change Orders. He prepared architectural program, cost estimates, proposals, purchase orders, schedules, and architectural documents as Design / Build Contractor for Fire Stations in the entire country of Iraq. Mr. Bicaci coordinated work with Architects and Engineers, and bid projects in phases for Miami International Airport expansion of South Terminal and Concourse projects. The project cost of $700 million dollars was built in phases. As President of Construction Architects, Inc., Mr. Bicaci designed and built residential and commercial projects that included Schools, Churches, Police Stations, Shopping Plazas, Custom Residents, and Community Centers. Mr. Bicaci managed a network of three servers and over 110 stations for the largest law firm in the Western USA with four office locations. He master planned Koll Center Newport an Office, Hotel, and Restaurant site for over three million square feet of rental space and prepared working

5 drawings and edited specifications for Elementary, Intermediate, High Schools, and Marriott Hotel in California and Colorado. Mr. Bicaci speaks five languages that include English, Spanish, Turkish, Italian, and French.

Richard Bethell CE, MBA – Vice President, Construction Management

Richard Bethell brings eighteen years of program, project management, engineering and construction experience through all stages of a project life cycle, from research through inception, design, testing and into operation and maintenance over a wide range of different technologies from artificial intelligence and knowledge based research to building systems and construction. He has experience in Europe, Asia and North America. As a Senior Project Manager and as a Director of Engineering he has led teams of more than 100 people and managed programs valued in excess of $300 million including individual projects to $70 million. His experience includes construction, maintenance, facilities management and operation of hotels, golf courses, apartments, schools, hospitals, biotech, laboratories, and defense systems. He has served as a consultant to Los Angeles Unified School District as Senior Project Manager of a multi-disciplined staff of over 70 people, responsible to develop the work requirements for 2000 projects and for executing deferred maintenance projects to $100 million per year for a total of $300 million. He previously was intimately involved with construction and maintenance of some of the best and earliest international properties in Vietnam, including Riverside Apartments, Ho Chi Minh City, Novotel Phan Thiet, Ocean Dunes Golf Club Phan Thiet, Novotel Dalat, Sofite Dalat and Dalat Palace Golf Club on line at www.danaoproperties.com.

Mr. Bethell combines breadth and vision with attention to detail in the plans and programs he develops, being well able to comprehend the most complex technologies. He brings experience managing teams developing complex weapons and command systems for the Royal Navy and the Ballistic Missile Defense Organization, United States Department of Defense, through implementation of computer based facilities and accounting management systems to the construction technologies required for biotech, hotels and schools. He has wide experience of the management of highly qualified design professionals as an Owner Representative in defense, hotels and construction. He has a Masters in Business Administration and over eleven years experience in the review and preparation of budgets, including zero based budgeting. Recently he has been involved in the set up of budgets for start up teams and in the subsequent tracking of and compliance with those budgets. As a Project Superintendent he has written and enforced schedules such that a $70 million biotech facility was brought in on schedule despite numerous owner requested change orders. Within LAUSD Region I he was responsible for conducting forensic analysis of problem jobs to very successfully mitigate claims. Richard has developed skills leading teams within different cultures. A native of the United Kingdom with a childhood spent in Papua New Guinea he has successfully led teams in England, in Vietnam and in the United States. He not only has the ability to lead in these different situations

6 but the interest to enjoy and attempt to understand the cultures in which he works, for example making a significant effort to learn Vietnamese while in Vietnam.

Carlo Bicaci – Vice President, Hospitality Program Manager

Carlo Bicaci has an extensive background spanning over 34 years in hotel and restaurant development and operations. In the position of Vice President of Intercontinental Hotels, he was in charge of five resorts and seven city hotels for the country of Mexico that included over 3300 rooms and 3250 employees. He was designated by the Government of Mexico the host of many foreign dignitaries and celebrities that visited the country. In addition, he has served in either the capacity of general manager, vice president of operations or managing director at several five star resorts and hotels that include:
