General Summary of Function/Purpose of Position This position is responsible for the efficient and effective operation of the Home and Community Based Services section of the Long Term Care Services Division. The section primarily operates and oversees the MI Choice Home and Community Based Services for the Elderly and Disabled (HCBSED) waiver program. The section also has responsibilities for Nursing Facility Transitions, the Money Follows the Person grant, and the application of the Medicaid Traumatic Brain Injury Memorandum of Understanding program. The section manager serves as the chief liaison between the department and Waiver Agencies on issues such as program development, grievances/complaints/appeals, data collection and reporting, and quality improvement strategies. This position is also responsible for developing on a yearly basis the MI Choice HCBSED waiver contracts and the reimbursement methodology. Additional duties of the position include negotiating with CMS (federal government) for Data Use Agreements (DUAs) of the Minimum Data Set and OASIS data and with various researchers and providers for DUAs and Institutional Review Board approval; negotiating and managing a contract to provide on-site quality assurance reviews of the MI Choice HCBSED waiver program; consulting, advising, and evaluating staff to ensure conformance with general guidelines, techniques, policies, administrative rules, and applicable laws: and working with MSA’s policy section on policies and procedures and exercising independent judgment in assisting in the development and implementation of new approaches to departmental administration and program policies and procedures. Duty 1 General Summary of Duty 1 % of Time 25 Organize, direct and assign work to staff to achieve program objectives. Individual tasks related to the duty.  Review and evaluate employee work products for content and performance.  Develop work plans to meet Bureau and MSA goals.  Participate as a member in Bureau and MSA management activities, meetings, special assignments, and numerous in-house, intra- departmental, and external agency committees/meetings/advisories.  Hire, orient, train, evaluate and discipline employees.  Conduct staff meetings.  Supervise the Money Follows the Person grant. Facilitate grant implementation within the MI Choice program.  Supervise a registered nurse under contract with the Department to do special long term care related projects.  Review work product and approve payment for the contractual nurse’s services.

Duty 2 General Summary of Duty 2 % of Time 60 Oversee and monitor the day-to-day operations of the MI Choice HCBSED waiver program. Ensure compliance with federal and state policy and operations within the program budget. Individual tasks related to the duty.  Develop and execute MI Choice HCBSED waiver contracts.  Develop and implement reimbursement and settlement methodologies.  Oversee the monitoring of waiver agency operations and their compliance with state/federal dictates.  Review compliance and complaint reports.  Coordinate with waiver agency’s billing contractors on programmatic and reimbursement changes and issues.  Attend various meetings and committees regarding waiver issues with intra-departmental staff as well as external parties, such as advocacy groups, provider organizations, and lobbyists.  Prepare special reports and answers to legislative inquiries and requests for MI Choice waiver data and issues.  Determine courses of action for waiver issues not covered by contract or regulatory authority.  Provide information, clarification, and guidance to the Department’s Administrative Tribunal on waiver appeal issues.  Coordinate and consult with Department’s Accounting and Budget staff on reimbursement, payment, and settlement issues.  Coordinate with the Department of Information Technology regarding data needs, changes, and updating for the MI Choice program.  Work with and provide guidance and input to the LTC Policy Section on waiver related issues.  Review special requests and exception requests for approval and recommendations to the MSA Director for disposition of the requests.  Oversee the operations of the MI Choice Quality Assurance Review (MICQAR) team; a contract with the vendor that provides the department with the on-site monitoring of the waiver agency’s care management and clinical practices and performances.  Negotiate the MICQAR contract.  Oversee quality management activities.  Oversee the implementation of special projects, grants, etc.  Attend as a consultant, working member, or participant on many departmental committees/projects/work groups to provide expert knowledge and input as it relates to the MI Choice HCBSED program and other long term care reimbursement and programmatic issues.  Review proposed long term care policy, appropriations language, etc., for its impact on and need for change to MI Choice and other long term care processes and procedures.

Individual tasks related to the duty.  Ensure, prepare, and seek approval, if necessary and appropriate, for DUAs and Institutional Review Board approvals prior to contracting.  Follow up on expired DUAs for data return or appropriate disposal.  Provide contractors with guidance, and consult on reimbursement issues.

Duty 4 General Summary of Duty 4 % of Time 10 Oversee the Department’s Traumatic Brain Injury (TBI) memorandum of understanding services. Establish a special program and request and ensure funding for brain injury clients who do not meet the requirements for the state’s federally approved TBI program.

Individual tasks related to the duty.  Review and recommend approval of TBI applicants’ requests for services.  Attend intra/interdepartmental meetings and committees on reimbursement and program issues regarding TBI.  Meet with, negotiate, and discuss contractual issues with TBI providers and those providing non-TBI brain injury related services.  Coordinate with Department staff on payment and payment mechanisms for non-TBI related brain injury client services.

26. In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this position.

EDUCATION: Possession of a bachelor’s degree in any major.

EXPERIENCE: Four years of professional experience including two years equivalent to the P11 level or one year of professional experience equivalent to the 12 level.

KNOWLEDGE, SKILLS, AND ABILITIES:  Extensive knowledge of state and federal laws and legislative processes related to the work.  Extensive knowledge of training and supervisory techniques.  Ability to plan, direct, and coordinate program and administrative activities of a complex, interrelated, and interdependent nature, where unknowns and numerous contingency factors are involved.  Ability to communicate effectively.  Thorough knowledge of the principles and techniques of administrative management including organization, planning, staffing, training, budgeting, and reporting.  Thorough knowledge of labor relations and equal employment opportunity policies and procedures.  Ability to instruct, direct, and evaluate employees.  Ability to formulate policies and procedures based on information of a conceptual nature from varied and complex sources.
