ANTI-TRUST/COMPETITION LAW COMPLIANCE The Chairman brought to the attention of all those present the INTERTANKO anti- trust/competition law compliance statement as included in the agenda as follows:

“ INTERTANKO’s policy is to be firmly committed to maintaining a fair and competitive environment in the world tanker trade, and to adhering to all applicable laws which regulate INTERTANKO’s and its members’ activities in these markets. These laws include the anti- trust/competition laws which the United States, the European Union and many nations of the world have adopted to preserve the free enterprise system, promote competition and protect the public from monopolistic and other restrictive trade practices. INTERTANKO’s activities will be conducted in compliance with its Anti-trust/Competition Law Guidelines”.

2. MINUTES FROM THE LAST MEETING The minutes from the last meeting were approved via correspondence in the usual manner, and had subsequently been circulated in the INTERTANKO weekly news, placed on the INTERTANKO web site and circulated as a Chemical Bulletin. No further changes were noted

3. ACTION POINT STATUS REVIEW

CTC # 30 Action Point 1: The committee noted that the current MFAG guidance is lagging behind the current updated IBC code and the committee felt that the this should be updated to match the revised IBC code, as well as provide clear information regarding the antidotes that are required and how to deal with specific chemicals carried onboard in an addendum to the MFAG specifically for bulk liquid chemicals. The committee agreed that INTERTANKO should make further enquiries and if appropriate make a submission to IMO (BLG 12)

CTC# 30 Action Point 3: The committee agreed that the shipping document should be made available in electronic format.

CTC # 30 Action Point 14: The committee expressed some comments regarding the draft and suggested that the document should be amended in paragraph 2 that this is in contravention of MARPOL rather than INTERTANKO does not condone.

4. ISSUES GOALS OBJECTIVES The committee reviewed the current issues goals and objectives of the committee and agreed that these remained reflective of the committees work programme.

5. CTSCA # 9 MEETING REPORT AND MINUTES The CTSCA chairman and secretary drew the attention of the CTC to the draft minutes of the CTSCA meeting #9 which were included in appendix 4 to the agenda. The CTC took note of the report and no additional comments were raised.

6. WORKING GROUP REPORTS

6.1 The BMP Cargo VOC Reduction working group (Chairman by John Salvesen)

The working group had met for the day previously in London on the 16th October 2007 to review stage 2 of this project which aims to try and reduce cargo vapour emissions during the tank cleaning stage of a chemical tankers cargo operation. The CTC reviewed the flow chart developed by the working group on the 16th October and provided some additional comments and suggestions as follows:

On completion and when the working group is content the final document should be re-circulated to the CTC/CTSCA for their approval

The committee agreed that once the CTC/CTSCA had approved the flow chart and associated document then this should be submitted to INTERTANKO Council for their endorsement in time for the annual tanker event during April 2008.

Action Point No.3: The committee agreed that the BMP VOC reduction flow chart should be amended as outlined in 6.1 to these minutes . Action Point No.4: The committee agreed that once the flow chart was revised and completed this should be circulated to the CTC/CTSCA for their approval and once approved it should be submitted to INTERTANKO Council for endorsement in time for the Council meeting in April 2008.

6.2 INTERTANKO/FOSFA banned last cargo working group (Chairman Svend Foyn-Bruun)

The committee noted the report providing an update on this project and the written report in appendix 5 to the CTC agenda. Following due discussion the committee agreed that the project should continue. But importantly that INTERTANKO should highlight to FOSFA that only 1 company represented on the CTC had received the FOSFA letter, requesting feedback on the stainless steel issue and if these companies felt such changes would be advantageous to the trade. As a consequence of only 1 company being contacted the committee agreed that INTERTANKO should contact FOSFA and request FOSFA to re-issue this letter directly to all the major chemical tanker operators represented within the CTC.

6.2 Cleaning Standard Terminology working group (Chairman Svend Foyn-Bruun)

The committee took note of the written and verbal report. One committee member raised a question regarding wall wash test (WWT) standards, particularly that some charterers have removed the need for any WWT to be required, the committee also highlighted the fact that some Oil Companies have raised their concerns with regards to Wall wash testing as these require cargo tank entries and specific wash techniques.

The committee agreed that the working group should establish that one of its goals and objectives should be “no in tank tests required”. The committee noted in this respect that some chemical charterers have today stopped requiring WWT and are using first foot tests to establish quality control parameters of the cargo.

7. Accidents

7.1 Inert Gas Issue. The committee took note of the report and agreed that further investigation should be undertaken regarding the supply of inert gas from the shore regarding smaller existing ships that cannot retro- fit, and particular attention should be made to the “USCG inert gas from shore report” to establish what may be of assistance to the INTERTANKO position within the report.

The committee requested the INTERTANKO research section to produce a 2nd complimentary graph of the “accidents and explosions graph“which simply focuses on the period since the accidents/incidents have started to increase. i.e. a detailed summary of the period since 1st quarter 2006 to current time to enable a more detailed focus of the trend

7.2 IIG Human Factors Task Group The committee noted the report and the draft submission and agreed that the sea time requirements should be reduced from 12 months to 6 months and that Intensive short sea trading should be taken into account.

7.3 Bottle neck Group Report (Re-Review) The committee reviewed the report and agreed that several of these concerns could be incorporated into the inert gas revision work and addressed through IMO via subsequent proposed changes on inert gas.

8. OTHER MATTERS & NEXT MEETING No other matters were arising

DATE AND PLACE OF NEXT MEETING The committee agreed that the next meeting should be in Panama on the 9th April 2008 and that there should be a half day chemical seminar held in Panama on the day before on the 8 th April 2008 commencing with a buffet lunch at 12:00.
