By Arnulf Wahlstrom Welcome. On behalf of the EPF I wish delegates and guests welcome to the 2002 European Congress. I also like to thank the organiser for inviting us to Eskilstuna . Sweden has organised many European and World championships of very high standard and I am sure this European Championships will be organised in the same high standard.

European Championships 2001. A lot of hard work and good planning created European championships of good technical and social standard in 2001. Statistics show that all together 680 lifters took part in the European championships in year 2001 and this is about the same as the year before.

European championships were organised by:  Syktyvkar, Russia (Seniors) (67 lifters)  Pontrieux, France (Juniors) (111 lifters)  Bratislav, Slovakia (Masters) (149 lifters)  Jurmala, Latvia (Benchpress) (145 lifters)  Gönyö, Hungary (Benchpress Masters) (156 lifters)  Frydlant, Czeck Rep. (Women) (52 lifters)

Regional Cups and Championships 2001. Bilateral team competitions and international championships have been organised among our member Nations. I would like to point out that these competitions are very valuable to stimulate the activity at subregional level.  Nordic Championships were organised by Denmark (Bench Press), Norway (junior and youths) and Finland (Open Women)

Antidoping work. In year 2001 several lifters are suspended due to positive doping tests at different European Championships. This is bad publicity for our sport and destroys the reputation towards IOC and Media. At the Winter Olympics in Salt Lake City, doping abuses were highlighted and put athletes and even government leaders in a bad light. My hope is that bringing this problem up to government level will create a policy in more countries to take the antidoping work serious. The governments must allocate money to build up an organisation to carry out controlling and analysing work at national level. Only by a serious and active national antidoping policy can we hope to bring this problem under control. Some nations have a good national organisation making doping controls in and out of competitions. I really hope that more nations will follow their example.

General. I like to point at the very important work our Gen. secr. Heiner Köberich is doing for the sport by his day to day administration. He is also the “helping hand” to all organisers requiring assistance and he is supported by good help from EPF’s Ass. Secr., Leona Blehove. This year the Disciplinary Committee headed by Pavol Müller and members Dietmar Wolf and Lars Göran Emanuelsson had a high workload and the committee has carried out their duty in a very good manner. Also the Record keeper Jari Tähtinen has been busy as many new records have been noted this year. Jari is doing this job in a conscientious and correct way. Klaus Boström has updated the Constitution and By_Laws and Myriam Busselot has prepared and carried out referee examinations – your good work is highly appreciated. Kalevi Sorsa was elected chairman of the Appeal committee in 2001 and though the committee has not dealt with any cases, Kalevi has given valuable inputs to different cases discussed and decided by the EC. David Hinchley is our web-officer and he has designed a new and very professional EPF web page. The lay out of the page is tasteful, attractive and easy to navigate. EPF is very pleased by having such a good web page! Thank you all for your good work and your support!

I want to congratulate lifters and leaders that took part in the World Games in Japan in August. Europe took part with 13 male and 13 female lifters and they really did a great achievement being the best Regional team. As European lifters of year 2001 were elected Marina Kudinova from Russia and Vitaliy Papasov from Ukraine. Congratulation to both! Armenia is applying for full membership in EPF – I hope we can wish them welcome into the folder of EPF at this Congress. 2001 has been a good year for European powerlifting and my hope is that all good administrators we have at all levels will continue their hard work in 2002. The powerlifting sport can only grow if we have good leaders at all levels.

Germany proposed to appoint a committee to look into the receipts and vouchers and specify what details should be presented in the Balance sheet for future Congresses. This was accepted and Detlev Albrings (GER), Henk Kaiser (NET) and Dietmar Wolf (NOR) were appointed. Their preliminary report was completed 10 May giving the following recommendations: - To control the costs of copies/prints, the EPF shall pay the printer cartridge. - EPF/IPF is responsible for the computer of the GS. It is then not necessary to pay a fee of DM 50 for each competition day GS uses his own PC. - More details should be presented in the balance sheet e.g. specifying the cost of the Ass. Secr. - EPF and IPF receipts and vouchers must be strictly separated. - In the balance sheet all EPF accounts must be included. - To send the EPF Info by e-mail to all nations with e-mail addresses to save time and money. - EPF GS and Treasurer must be different persons to avoid interest conflicts. The financial situation of EPF is not so bad, but our duties are growing and we should not only live from deposit built up the last 4 year. We are now at the point to have more expenses then income, so it is good having increased the Membership-fee. Heiner Köberich

Report from the Finance Chairman

Dear members of the EPF Congress,

I have checked all income and expenses which are in the balance sheet presented by the treasurer and compared it with bookkeeping vouchers (bills, receipts) since January till December. In the year 2001 the expenses was higher

3 D:\Docs\2018-05-03\0bbace2f8d546f2bef2bd645b4d73904.doc than our incomes but because of a positive balance of accounts of 18 364.56 DM from the year 2000 now we have the positive balance of accounts of 12 053.26 DM that means 6 636,87 EURO. Based on the control of the accounting documents I have to say that incomes and expenses in the balance sheet correspond with the accounting rules and the rules in our constitution.

After another year is time to make my report for the term of work from May 2001 to April 2002. First I will thank all my colleges of the Executive for the good cooperation the last year. The same is with the member federations, only some are not working as it should be, but the big majority are federations working perfect and for the advantage of powerlifting. So one of task for me is to help these federations not working so good to develop to come to the same standard the perfect federations have. I see that now really most of the nations work good. So I think EPF will be better and better. The financial situation is still good, but the two court cases in Doping with Danela Sell and Arthur Hirner from Germany did cost some money. The Sell case is finished and did cost us at about 1000 EURO, still waiting for some bills. The Hirner case is not finished yet and hangs like the „sword of Damokles“ over our neck. It will go now to Norway, but that need another 3 to 5 month until it is there.

Only if we have all necessary money we can have that standard of a federation being able to be recognized by the IOC. So last year we were starting with powerlifting 1st time under Flag of IOC at the world games. I think some of the purposes I wrote about we could reach. But our way is long, and so the workload will be the same for the future. We could reach from 2002 a membership-fee of 250,-- € I did send out over 1600 letters including the EPF Infos. Electronic-mails = e.mails I received within that time over 1000 only for EPF, as not all must be answered it were over 900 to answer. As you could see from the stamps, I send now the EPF Info from Czechia what could save some 300 € for IPF. As I live now very often in Prague with my future wife, so I have there an extra Czech Mobilephone with the number +420- 732-963-041, on that you can reach me if I am not on a Championships and not to find in Frankfurt. Like in 2001 we had also in 2002 a too big amount of positive lifters.. I hope that the lifters and the federations did learn, to pay more attention to that. Please nations look better for your lifters, if you have the feeling a lifter is taking drugs, then leave him at home. It can ruin a federation, if they have 4 positives in one year only the fines are over 5000 €s. As you see its good that we are so strong and that we have good workers in the EPF, so we are always good on top with Powerlifting. Secretary Heiner Köberich.

Technical Chairman's report to the EPF Congress 2000 Dear friends, Nevertheless a certain number of questions for clarification concerning the rules interpretation , all re-entered finally in the order. I will special thank all my colleagues of the Executive for the good co-operation the last year. Let us also not forget the beautiful work of David Hinchley who created a new concept at the EPF web and gave also a new Domain Name for the EPF www.europowerlifting.org. Well done ! But last year we had also excellent results of our top athletes. The athletes were well prepared and beat several records. The desire asked for by all is as always … may the "best win". In Europe we continue to increase our number of international referees, but I hope more nations will send referees to all championships and not only to the major events. The referee's Registrar of the IPF, Göran Gunnarsson, informed us that the current list of referees one and two is now 420. During 2001 I participated in the European Junior Championships at Pontrieux (France), the European Masters Bench-Press at Gönyü (Hungary) and the European Women at Frydlant (Czechia) and each championship was well organized and the equipment strictly respected. Unfortunately during certain championships we had positive controls. I underline the role of the disciplinary and the appeal committee in the fight against doping. The responsibility of doping doesn't fall only on the athletes but also on the people accompanying them or those who produce doping substances. It is in this field that it is necessary still much to change. Certainly, we have to be extremely careful in continuing that, especially in the field of doping where there is a lot of improvement to be done. The General Secretary had already warned us during the congress of 2001: "We must see to make all doping procedures as exact and foolproof as possible. So we should close the door to lifters take drugs and get by lawyers the possibility to start again by avoiding suspension. If we not take care of that it can cost a lot of money for our federations.". Many steps forward have been already accomplished by the EPF, but with the intense and effective work of all the team of the Committee, I am sure that we will manage together to fight the doping in our sport. My thanks go to all the team of the Committee which worked already on these changes. I wish you all a successful Congress and Senior Championships 2002.

Dear members of the EPF Congress,

Since the beginning of my function period I haven´t remembered such a difficult year from the point of view of the Disciplinary Committee. Since the year 2001 all the problems with the doping cases have had to be solved by the Disciplinary Committee. In the year 2001 we had to solve and pass the judgements on nine cases. The experiences from the year 2001 have shown that the problem is not the number of positively tested but the manner

Last year we had two cases in which the lifters tried to damage the Powerlifting movement by putting their cases on the civil court. I would like to warn lifters and officials with this kind of behaviour that it should be taken into consideration as a filling up the article IX. 909. 22. of the IPF Constitution.

I have to thank my colleagues from the Disciplinary Committee, Mr Dietmar Wolf and Mr. Lars Goran Emanuelson, for a very good active co-operation as well as to all the other members of EPF executive for their help. I wish you all a successful Congress

Dear Delegates, The last year’s Congress installed Appeal Committee in the EPF, and I was elected as a Chairman of the committee.

It is glad to say that there has not been any case to be handled in Appeal Committee within this time the committee has been existing. And I think many thanks for the lack of work in Appeal Committee belongs to Pavol Müller and his Disciplinary Committee. Although there has been a lot of cases to investigate by the DC, this committee has done an excellent work all the time, and has made so definite decisions that no one has found any reason to appeal against them. Thank you Pavol and whole Disciplinary Committee. And we all must hope much less work for the Disciplinary Committee since now.

As a committee Chairman I have had an opportunity to work in the EPF Executive Committee, too. Since the last Congress we have had many issues to handle, and many interesting discussions are been arisen because of them. I think, our President has not got off too easily always, but all issues have still been solved and decisions have been made. Thank you colleagues for very interesting past year. I wish to all delegates a smooth EPF Congress in Sweden,

1) Organisers may charge a maximum participation fee of 15 Euro for each lifter entered in European championships and cups. * Accepted unanimous after correcting the text as written above.

2) All fees in DM in the Constitution and ByLaws shall be changed to equivalent amounts in Euro. * Accepted unanimous ( 1 Euro = 2 DM)

3) Change part of 3.08 By Laws (changes are underlined): The travel costs of two EPF officials appointed by the EC, to the European championships shall be paid. . . . * Accepted unanimous after correcting the text as written above.

* Change part of 3.09.2 By Laws (changes underlined): In the event of a promoter not being in a position to honour his obligation to the two EPF officials appointed by the EC, with regard to their hotel bills, the EPF shall pay same on the basis of a length of stay at least equal to that of the teams, or for a reasonable period of time not to exceed 7 days. * Accepted unanimous after correcting the text as written above

* Change part of 3.09.6 By Laws (changes underlined): A promoter of European Championships shall be responsible for hotel accommodation, room and breakfast for two EPF officials appointed by the EC, for a maximum of five days only. * Accepted unanimous after correcting the text as written above.

If the promoter is under these circumstances not able to cover the full costs of hotel bills for two EPF officials, he shall pay 50% of their hotel bills. * Accepted unanimous

4) If the organiser of an European championship or cup does not use the IPF recognised bars and/or plates at the competition platform, he will be fined a sum of 1500 Euro, and any EPF or IPF record broken by the lifters at the competition will not be accepted unless the bar and plates in use are checked and meet the IPF specifications. * Accepted unanimous after the Congress decided to raise the fine from E 250 to E 1500.

5) If the organiser does not return the Technical Checklist within stated time limit, he will be fined a sum of 125 Euro. * Accepted unanimous

6) If the equipment and/or other facilities have not been as specified on the Technical Checklist, the EPF may not grant any EPF championship or cup to this nation for a period of two years after the event if the deviation from the Technical checklist specifications are consider a serious fracture of the EPF standard of European championships and cups. * Accepted unanimous

7) By Laws 4.06 Hall of Fame to add at the end: No one who has been involved in drug offence or has been suspended by drug abuse shall be proposed to Hall of Fame. Any lifter or official previously awarded Hall of Fame will loose this distinction if suspended by EPF or IPF due to doping abuse. * Accepted unanimous

8) By Laws 4.07. to read: The EC decides prior to the Congress, after having received the bids from nations, whom will be awarded Hall of Fame. The appointed persons will be honoured at the Congress. * Accepted unanimous.

9) Professionalism/amateurism: All references to the professionalism and amateurism to be removed from the EPF Constitution * Accepted unanimous

10) Constitution 303.3 (k) to be changed as follows: Add the “Appeal” to the list of standing Committees. * Accepted unanimous 11) Constitution 606.6. Last section and first and last sentence to be changed (underlined): Appeals made to the Executive and appeals to the Congress……..

12) All lifters taking part in EPF championships and cups shall sign a Consent contract. Such contract shall be signed by a lifter prior to his/her participation in an EPF championship or cup. The contract shall be signed in two copies at the weighing in with one copy to the lifter and one to be sent to the EPF General Secretary.

* New sanctions for 2005 were given to Luxembourg (Men’s European) and Ukraine (European Juniors). Inspection of venue by EPF must be done prior to the EPF Masters Benchpress in Yugoslavia 2003.

14) Any other Business - Germany pointed out that names of doping tested lifters at European championships and names of suspended lifters shall be published in the EPF Info. In 2001 the names of suspended lifters at the EU cup have not been published. - Germany suggested that every nation should issue national doping passport to their lifters. Detlev Albrings (Germany) will bring this request forward to the IPF Congress. - Moscow laboratory is again accredited by the IOC . Some delegates expressed their concern to use this laboratory and advised EPF to use other IOC accredited laboratory for analysing doping samples from European championships.
