Minutes of a Meeting of Clyst St George Parish Council

MINUTES OF A MEETING OF CLYST ST GEORGE PARISH COUNCIL HELD IN THE VILLAGE HALL ON TUESDAY 8TH APRIL 2014 AT 7.30PM

PRESENT: Cllr R Peachey (Chairman), Cllr R Bragg, Cllr P Broom, Cllr R Horner, Cllr Mrs A Cork, Cllr Chris Heal, Miss E Gibbons.

APOLOGIES County Cllr Peter Bowden MINUTES of the last meeting were agreed and signed.

DECLARATIONS OF INTEREST Land at Lower Ebford Lane. Cllr Cork a pecuniary interest. All other Councillors declared a personal interest.

MATTERS ARISING 1. Email sent to Richard Hosgood on behalf of Cllr Bragg regarding the drain blockage on the Old Winslade Road requesting a meeting. 2. Telephone called received on 17th March 2014 from Mr Rosser regarding the allocation of houses under the Local Plan. Emma Gibbons forwarded this to Cllr Peachey who then emailed a report to Mr Rosser and then spent an hour and half with him to clarify the position. Mr Rosser confirmed he now had the information he needed. Dr Rossser asked about the Local Plan and who made the decision about the allocation of 25 houses. Cllr Peachey has a written statement on this which is to be provided to the Monitoring Officer at EDDC. Cllr Peachey confirmed that he would show a copy of this statement to Dr Rosser this evening.

3. Further to the last meeting, Richard Cragg has contacted Emma Gibbons again on 25th March 2014 by email to request the last two years’ minutes and also requested to know which Councillors registered an interest in any development proposals in the Parish. I explained that all this was documented in the Minutes. He also requested copies of Councillors’ emails. I said this was not possible as I do not hold such emails and conversations between Councillors would be on their own emails. I have forwarded a copy of his email to all Parish Councillors. COUNTY COUNCILLOR’S REPORT None DISTRICT COUNCILLOR’S REPORT:

Cllr Howe commented that the Feniton development they allowed one development to go through.

POLICE REPORT:

1. Email received on 2 April 2014 from PCSO Donna Baker confirming that there had been 24 crimes reported for the years 2013/2014, compared to 23 crimes for 2012/2013. The full list of crimes have been emailed to all Parish Councillors.

1 CORRESPONDENCE

1. Audit papers arrived from Grant Thornton on 18 March 2014.

2. Email received from Tim Pattison through Cllr Peachey confirming that they were successful with the Parishes Together funding for the speed sign.

3. Email received on 20th March 2014 regarding dog fouling from Kaz Arnett at EDDC asking that a reminder for dog owners to pick up any fouling and also could the Parish please put a poster up in the notice boards. Emma Gibbons sent a copy of this email to Jacquie Mancer and Cllr Horner.

4. Email received from Ian King of Silver Trees, Clyst St George copying his written response to the planning development in the Parish. This was forwarded to all Parish Councillors for their consideration. Emma Gibbons advised Mr King that he may wish to attend the Planning meeting at the Village Hall on 4th April 2014.

5. An email was sent on 26th March 2014 to Norris & Fisher checking that our insurance will continue in May.

6. Email from Cllr Peachey to say that Cllr Armitage had tendered his resignation.

7. Telephone call received from Denise Lyons at EDDC to say that certain residents had made a complaint about the procedures followed regarding the local development. I referred Mrs Lyons to Cllr Peachey who responded accordingly. I emailed Mrs Lyons to say that a planning meeting will be held on 4 April 2014 at 7.00pm in the Village Hall and that a copy of the Minutes would be made available to her. Cllr Peachey reported that he had submitted a written statement to Mrs Lyon at EDDC.

FINANCE 1. Audit forms received from Grant Thorton and partially completed by Emma Gibbons ready for the independent auditor to look through the accounts. 2. Noticeboard - £424.80. 3. EDDC – dog bins £168.00. 4. Plandscape £25.63 for October. This was an invoice that Liz handed over this month. 5. Emma Gibbons – Broadband £20.00 6. Emma Gibbons – Broadband x 12 months £240.00 – this will make it easier for accounting purposes to issue one cheque for the year. This was agreed by Cllr Peachey. 7. Keith Woodley - £60.00 8. Mark Laverock – Anti-virus software - £39.95 9. Devon Association of Local Councils - £161.32 10. Emma Gibbons extra work £50.00

PLANNING

2 1. 13/1616/FUL – Land North of Lower Lane and East of the Ridings Lower Lane, Ebford. Construction of four detached dwellings with new access off Lower Lane. 2. Cllr Cork left the meeting at this time. It was discussed and Cllr Peachey asked the residents to make their comments know to EDDC as the Parish Council will not be commenting and will accept the Planning Officer’s decision.

SANDY PARK EXTENTIONS 1. Cllr Peachey reported that if the site was extended that the access at Old Rydon Lane would change to contact the City Council to ask if they will enforce condition 10 of the application reference 12/1030/03. Cllr Peachey explained that DCC Highways are now responsible for the lane. 2. Cllr Peachey asked that a letter be written to DCC Highways regarding the Blue Ball Lane traffic control.

GRANT OF THE SPEED SIGN Cllr Peachey reported that the Parishes concerned with this speed sign are Woodbury, Lympstone and Clyst St George. The person responsible for using it has to go on a course before he can use it. Cllr Bragg asked if a post was needed to erect it. Cllr Peachey confirmed it does.

ANY OTHER BUSINESS 1. Cllr Peachey announced that he will be moving later in the year and has now decided to resign from the Parish Council and thanked all fellow members for their work and support and commented on the good and important work of the PC including, first time sewerage system for Ebford; street lights; traffic lights; dog bins; grit bins; 20 mile restriction in villages; Post Office in Clyst St George; closed the brothel; replacement bus shelter and the repair of the animal pound. Cllr Peachey confirmed that the Parish have always kept the precept low. Cllr Bragg thanked Cllr Peachey for his hard work. 2. Dr Rosser asked about the development framework. Cllr Howe said this is now being looked into by EDDC with all the comments that were submitted along with the letter of the Planning Inspectorate. Cllr Howe expects that there will be another consultation soon.

COMMENTS FROM COUNCILLORS Cllr Horner commented on the conditions of the streets in Clyst St George and that the new drains are covered over with mud and silt. Cllr Howe confirmed that this was between EDDC and DCC. Cllr Peachey will make enquiries.
