Project: LMS Application Evaluation and Review

Background

Angel is the current Learning Management System (LMS) application at SCF for the past five years. Angel is the primary tool in the delivery of online and blended courses and used as a supplement to on- ground courses. It is also used for faculty professional development. Our current contract with Blackboard, Inc., the vendor for Angel, expires on Dec 2013, but will be extended for at least 1 more year through Dec 2014. Additionally, the SCFCS uses the Blackboard LMS, also provided by Blackboard, Inc.

The LMS Selection Team’s primary responsibility is to select an LMS application that best serves the instructional and institutional needs of SCF, with a target completion date of March 31, 2014.

Primary Objectives

 Determine the tools and functions needed by an LMS

 Create an RFP

 Evaluate and compare LMS applications

 Select and propose an institutional LMS application

Secondary Objectives

 Evaluate pricing schemes based on FTE, bandwidth and storage requirements

 Seek opportunities for leveraging LMS system tools for other SCF stakeholders.

Project Completion/Key Deliverable Dates: The project will be completed by March 31, 2014 at the latest with a recommendation of an LMS sent to PEMT.

Meeting Times: Meeting times and commitment requirements will be discussed and determined during the initial meeting on Oct 7, 2013. It is understood that with a team this large, that every individual schedule may not be able to be accommodated.

Communication Plan Periodic progress updates will be by the team lead, posted on the Angel landing page and communicated through proper communication channels. LMS demonstrations, if needed, will be made available to the campus community, including students, for feedback and comment.

Scope Change Process

Over the course of the project there may be additional opportunities identified or changes in the environment at SCF that could require a change in the scope (deliverables, timeframe and/or resources) of the project.

Constraints/Assumptions/Concerns

 Team members chosen must be active participants

 The approval process for each decision shall be completed in an expeditious manner
