Welthungerhilfe (hereinafter referred to as the “Buyer”) is the largest German non-governmental, non- profit and non-partisan organization working in Afghanistan since 1992 in the fields of development cooperation, humanitarian and emergency aid, rehabilitation and reconstruction.

Welthungerhilfe, called hereinafter “the Buyer “would like to invite suitably qualified and capable vendor/suppliers to provide services as specified below.

1. The WELTHUNGERHILFE (WHH) Afghanistan requests your price quotation for the services specified in this Request for Quotation (RFQ). The Specifications Requirements are as per Annex A attached.

2. We would appreciate receiving your quotation on before 29 October 2017, your quotation must be valid for at least 15 days. Your quotation will be reviewed by the WHH in accordance with its financial duties and regulations as well as the considerations contained herein.

3. Selected vendor/suppliers will be paid only after review, check and verification of the translation received by the organization experts and will be confirmed and approved as soon as possible, the manual should be translated section by section, after confirmation by the organization the Vendor/supplier will receive the amount which will be indicate in the contract separately, meanwhile for the payment only the english version will be calculated.

Request for Quotation (RFQ) - Procurement of Services for Translation of Disaster Risk Reduction (DRR) Manual from English to Dari & Pashto Languages.

Background: Welthungerhilfe works in emergency relief, reintegration support, rural development, water provision and hygiene, natural resource management and disaster risk reduction. Welthungerhilfe operates in Kabul, Nangarhar, Jawzjan, and Samangan.

Welthungerhilfe Afghanistan currently has a project called Promotion of Capacities and Organizational Development of Afghan Civil Protection Authorities Afghanistan, the project mainly focusing to provide capacity building of Afghan National Disaster Management Committee and Provincial Disaster management Committee employees.

In this regard WHH conducted comprehensive evaluation of ANDMA and identified the target group’s needs and requirements, meanwhile WHH is working to provide comprehensive Disaster Risk Reduction Manual which will be written by WHH project experts in English language, this manual need to be translated in Dari and Pashto Languages.

Work to be performed: The applicant individual or consultancies shall provide with a high-quality, reader-friendly translation of the original English source material within the prescribed timeframe. Individual or Consultancies with in- depth knowledge of the English language, perform translation of written text/manual from English language into Dari and Pashto languages could apply, the translation manual will be review and verified by the organization experts, if the quality of the translation is weak or not as per DRR (Disaster Risk Reduction) contents and terminologies, the organization will reject the translation immediately.

Functional requirements: The applicant/vendor – or in the case of a firm, the vendor’s assigned employee(s) – must possess: • Fluency in English and excellent knowledge of Dari and Pashto Translation • Experience in performing similar kinds of translation work • Proficiency in methods and techniques of English-to-Dari/Pashto translation • Good written style and appropriate drafting and analytical skills • Strong knowledge of relevant subject matter • Sensitivity to the cultural context and the target audience of the product • Adaptability, flexibility, and ability to work under pressure and meet assigned deadlines

Terms and Conditions: • Individual or Consultancies with in-depth knowledge of the English language, perform translation of written text/manual from English language into Dari and Pashto languages.

• The individual or Consultancies should send their depth background knowledge of English translation into Dari and Pashto Language, and indicate the price per word translation and total price.

• The individual or Consultancies, able particularly to translate DRR (Disaster Risk Reduction) Manual from English language to Dari and Pashto languages, adapt the design, diagram, forms and charts from English to Dari and Pashto languages as per English content.

• In case if individual or consultancy only compatible to translate from English to Dari or English to Pashto, the organization will consider and negotiate about it.

• Edit, standardize, proofread, revise and finalize translated material should be done as per English content/manual.

Timeframe/Deadline:

Ref: AFG 1187-RFQ & Reference No- 004 Welthungerhilfe-CRO, Qala-e-Fatullah Street 5 House # 59, Kabul, AFG Page 2 of 5 The English Manual should be translated into Dari and Pashto Languages within 7 – 10 days maximum after signing the contract, the Dari Translation should be done earlier, the size of manual is around 100- 110 pages and will be around 34,000 words only (English version will be calculated).

Prices: - All prices in your quotation must be indicated in Afghani (AFN) only. Quotations stated in other currencies will be excluded. - All quotations must abide by the Government of Afghanistan Tax regulations. Offered prices have to be inclusive of all relevant taxes and duties and other clearance costs.

Samples:

Sample Translation: TWO (2) separate Word documents has been attached, it is requested from the applicants (individual or consultancy) to translate (1. Classification of capacities from English to Dari) and (2. Hazard should translate from English to Pashto Language), this will identify the quality of the translation by the organization experts.

Supplier must provide sample for above listed item together with their Bid to the Welthungerhilfe-CRO, No later than 29.10. 2017, samples have to be clearly translated and organized accordingly.

Documents: Following documents must be submitted together with the bid: Updated License: The individual or consultancy should attach their updated license and registration with Afghan Government (Ministry of Information & Culture) or Ministry of Economy. Company Factsheet: The individual or consultancy should attach their updated Factsheet. Following documents will be requested from the selected consultancy or individual before sign of the contract order: . Suppliers bank account detail . Original Commercial Invoice (updated licence)

Payment Conditions: Selected individual or consultancies will be paid only after review, check and verification of the translation received by the organization experts and will be confirmed and approved as soon as possible, the manual should be translated section by section, after confirmation by the organization the contractor will receive the amount which will be indicate in the contract separately, meanwhile for the payment only the english version will be calculated.

Tax: According to the Afghan new income Tax Law, the Buyer is obliged to deduct 2 % of the total contract price, providing that the Supplier retains valid business license issued by AISA or Ministry of Commerce and has TIN number, otherwise 7% of the total contract price, and pay it to the Afghan Government.

Penalties: Exact delivery schedule will be negotiated and fixed in contract. In the event of delay in delivery caused other than by force majeure the Buyer is entitled to impose a contractual penalty amounting up to a maximum of 2/1000 of the agreed purchase price for every working day.

Force Majeure: Force majeure is defined as natural disaster, earthquake, landslide, flood, war, armed conflict, and pandemic. In the event of force majeure, the supplier shall inform the Buyer within 24 hours. Welthungerhilfe and the supplier shall amicably decide further action after force majeure. Force majeure shall have an official declaration by the government.

Note: 1. By affixing the signature and company stamp below, the Bidder agrees to provide translation services for WHH DRR Manuals from English to Dari/Pashto languages at the prices indicated above until end of the task completion. 2. The total translation cost for this project will be calculated based on the price per word multiplied by the number of pages eventually submitted (the total words will be around 34,000), only English version will be calculated and accurate. 3. Please attach supporting documents to this Quotation for submission to this bid. 4. The applicants offer must be fully compliant with the specifications requirements under the RFQ. 5. Quotations must specify all details according to the RFQ and quotations must reach to Welthungerhilfe not later than 29.10.2017 at 10:00 a.m. local Afghanistan time.

*Incomplete offers and offers that arrive later than the deadline for reply will be automatically excluded. All responses will be opened by the Welthungerhilfe tender committee on 29.10.2017. Only successful Bidders will be notified of the results within max.10 days from bid opening. Suppliers who do not receive a feedback within this time should assume that their bid has not been successful. Shortlisted Bidders might be requested to attend an interview at a date and location specified by Welthungerhilfe.
