CALL TO ORDER

The meeting was called to order by Supervisor Johnson at 7:00 p.m. This was followed by the Pledge of Allegiance to the Flag.

REPORT

Assessor Conklen

Assessor Conklen reported that assessing books must be turned into Supervisor of Assessment by June 1. Assessor Conklen also took a class at the courthouse taught by Supervisor of Assessment. Assessor Conklen stated that farmland is being done by computer at the county office now. She understands that the acreages under the building sites will be measured with the new program now instead of just using 1 acre figure. This may be for the taxes paid in 2007 but not sure yet if they will get that done or it will go into the next year. Assessor Conklen brought in an informational letter sent to the taxpayers in Jordan Township and recommended a similar letter be sent by Hopkins Township.

Clerk Springman

Clerk Springman will be attending the Clerks meeting May 12, 2006 at Bradley, IL.

Highway Commissioner Folkers

Highway Commissioner Folkers received 7254 ton of rock from Walmart. The approximate value of the rock is $33,364.50. The rock is being used on Mellott and Agnew Roads. Assessor Conklen questioned Highway Commissioner Folkers on the purpose of the flags on Mathew Road. He stated that the telephone company was working on the road.

Trustee Downes, Green, Heckman and Scott

Trustee Downes mentioned an article in the newspaper stating that everyone should express their opinion on the open primaries at the annual township meetings. Trustee Downes will get on the website mentioned in the article and bring the information to the annual town meeting.

Trustee Green had nothing to report. Trustee Heckman had nothing to report.

Trustee Scott stated that he had gone to Como Cemetery and there were two aggressive dogs that came towards him when he got out of his vehicle. He will be calling Animal Control.

2 Supervisor Johnson

A) Como Cemetery - Quality Ready attorney sent a sketch to our attorney concerning the new entrance off Route 30. Quality Ready Mix will set up time to walk someone from the township around to show them entrance if so desire. The Township will consider this as a favorable easement but Quality Ready Mix must still perform all duties at the state and county levels to proceed with changes.

B) Como Cemetery Mowing Bids/Quotes- Hopkins Township sent a letter to Mr. Gaumer no longer requiring services mowing Como Cemetery. Supervisor Johnson is getting bid/quotes criteria from Sterling Township and will rework them to fit Hopkins requirements. The bid sheet will then be posted. The bid which most meets Hopkins Township expectations and requirements will be selected.

C) Received all IRS 1099 forms - Any individual or individuals that are paid $600 or more a year must receive a 1099. Supervisor Johnson working on getting previous years 1099’s turned in.

D) Animal Control update - The Anna’s Cieslewicz Law is now not a state statute. There was a Pit Bull picked up by animal control for running at large. No prosecution by Hopkins Township at this time.

E) Housekeeping Items - Traffic tickets $78.92 deposited. TOIRMA refund $1297.00 deposited between Road and Town Funds. Lost Key Refund deposited $20.00. Sterling Township has asked Hopkins Township to participate in publication of prevailing wage in newspaper. Illinois Department of Revenue beginning in July 2006 we will no longer send an allocation from the personal property replacement tax refund report. Report will be obtained by visiting website tax.Illinois.gov and clicking on “Local Governments”. Received bill from Janis Card for $286 for accounting services in connection with notice from IRS in connection with payroll tax returns for periods ended 9/30/99, 9/30/04, 12/31/04, 9/30/05 and 12/31/05.

PAY TOWNSHIP BILLS

Trustee Downes reconciled the Distribution and General Assistance Funds. The accounts balanced and were found to be in order.

Township and Road bills presented half hour before meeting in Treasurers office. Officials present: Supervisor Johnson, Clerk Springman, Highway Road Commissioner Folkers, Trustee Downes, Green and Scott. MOTION by Supervisor Johnson, second by Trustee Heckman to transfer from Township Fund to Distribution Fund to pay bills of $5,873.21.

MOTION CARRIED: 5-0 Approve, Pay the Township bills

MOTION by Supervisor Johnson, second by Trustee Scott to transfer from Road Fund to

COMMUNICATIONS FROM VISITORS/PUBLIC

There was a request to trim trees on Morgan Road. Highway Commissioner Folkers stated he would get trees trimmed. There was also a request for speed limit signs in Como and Indian Ridge. Highway Commissioner Folkers responded that he would have to check with the county and they would have to do speed studies but he would see what he could do.
