The following represents a summary of the administrative conference call for the Project Leads that was held on Tuesday, April 12, 2015. The conference call participants included representatives from the Department of Labor (DOL) National DEI Program Office (Employment and Training Administration--ETA and Office of Disability Employment Policy--ODEP) and Regional Offices (Federal Project Officers--FPOs); state-level representatives from the Disability Employment Initiative (DEI) projects; staff from the NDI Technical Assistance Team (NDI team) and Social Dynamics and Partners, the DEI evaluation team.

REMINDERS / NEW INFORMATION

1. June Bi-Monthly DEI Administrative Teleconference June 14, 2016 2:00 – 3:30 PM Eastern Time

In addition to national updates (including from the evaluation team), the June administrative call will feature an ETA national initiative. The national DEI Program Office holds mandatory bi-monthly administrative conference calls the second Tuesday of every other month from 2:00 – 3:30 PM ET. The proposed schedule for 2016 is listed below (dates/times will be adjusted on a month by month basis as needed).

2016 Schedule:  June 14, 2016  August 9, 2016  October 11, 2016  December 13, 2016

All conference calls are scheduled to begin at 2:00 PM using Eastern Time. Please ensure that someone from your project is represented on these

1 calls. An e-mail reminder with the agenda and logistical information will be disseminated prior to the administrative call.

The White House has encouraged Americans to “recommit to equipping individuals with the knowledge and protections necessary to secure a stable financial future for themselves and their families.” To support you in your efforts to equip the individuals you serve with the financial knowledge they need to improve their employment and economic advancement outcomes, the LEAD Center is offering a webinar that brings together representatives from the U.S. Department of Labor's (DOL) Employee Benefits Security Administration (EBSA); Employment and Training Administration (ETA), Office of Disability Employment Policy (ODEP); the FDIC (Federal Deposit Insurance Corporation); and the City of Louisville’s Metro Community Services workgroup on Workforce and Financial Empowerment. Join us to learn about financial literacy tools and resources, along with implementation strategies to integrate within your employment and workforce development services.

DEI Guest Presentation: National Employment 1st Online Policy & Research Web Platform During the bi-monthly DEI Project Lead's administrative teleconference, ETA and ODEP share information on connecting with national priorities and initiatives relevant to the DEI. For ODEP’s presentation, Richard Davis, ODEP Policy Advisor, provided a real- time web tour of the National Employment First web portal (http://employmentfirst.leadcenter.org/). This platform, funded by ODEP and housed on the National LEAD Center’s website, provides a unique comprehensive resource for policy-makers, researchers, and external stakeholders to learn about national trends and activities in Employment First

Chris Button, introduced the topic and guest presenter sharing that Employment First is an area of focus that ensures that individuals with the most significant disabilities have opportunities to engage in integrated competitive employment as a first option. The web portal represents a composite of information at both a national and state-specific level in the area of Employment First and in the area of provider transformation and other relevant information including WIOA, which elevates the importance of services to individuals with disabilities.

Mr. Davis walked through the Employment First web portal highlighting the information available from both the national and state-specific level. This information is updated on a quarterly basis. The following provides highlights of these key areas and the PowerPoint slides include snapshots of them. In addition, a copy of the unedited transcript is available upon request.

Employment First Home Page It includes a state map that allows a user to rollover a state to view general statistics or to click on a state to view a full profile. The right navigation bar includes a snapshot of national statistics (it is mirrored for a state when you roll over it), which is updated

3 regularly and currently includes 2014 data. All of the data throughout the web platform includes sources identifying where the data was obtained from. Below the map one can access links to featured resources.

National Data tab This section of the platform provides a national snapshot of statistical data that is made available through different federal sources. The breakdown of additional statistics is presented by general (pulled from the US Census Bureau); Bureau of Labor Statistics; and then outcomes for SSA (Supplemental Security Income-SSI and Social Security Disability Insurance-SSDI), Mental Health, Wagner-Peyser, Workforce Development, VR, Intellectual/Developmental Disabilities (I/DD), and education; AbilityOne/JWOD program and Wage and Hour Division outcomes. All data sets include links to the data sources. Currently data, where available, is provided for the years 2012, 2013 and 2014. The exception is Workforce Development plus I/DD Outcomes, which includes available data from 2011 – 2013.

State Profiles tab This section of the web platform allows you to choose from a list of states and view a state’s full profile. The data that is broken down nationally is then broken to provide a state snapshot and state data that corresponds to the breakdown of data sources found on the National Data tab. Other information found on the state profile includes the following. All resources/documents include links to the original source.  Legislation: bills related to Employment First  Executive Orders: includes any executive orders relevant to Employment First and all of the systems impacted by the order  Policy: related to Employment First identifying also any systems impacted by the policy and also the types of topics it falls under  Partnerships: highlights partnerships that have been formed to support Employment First efforts also identifying systems impacted and the types of topics it falls under  Systems Change Funding: related to Employment First efforts including systems impacted and the types of topics it falls under. The “Disability Employment Initiative” can fall under this category.  Training/Capacity Building: around the state to support Employment First efforts identifying any system impacted and the topic areas it covers. This section of the State Profiles will include copies of resources / materials that are available to access and use  Enforcement: this section will include and Department of Justice settlements  Medicaid & Employment: provides an overview of different waivers

State Comparisons tab The tool on this section of the web platform allows you to compare statistics for up to three states selecting from a dropdown menu of state data choices plus year to conduct a comparison.

Advanced Search tab

4 This section lists all of the state resources with a left navigational menu that allows you to sort and choose your search criteria from State Policies and Initiatives, Systems, Topics, States and Date.

Group Discussion Ms. Button shared that over the next year that any changes/modifications made to Wagner Peyser/WIOA information will be incorporated into the platform. Mr. Davis indicated that there are at times discrepancies between the national versus state data and this is due to the different ways that states may report the data and/or the selected data source. The information/resources found on the State Profile pages can be useful in providing examples for states/projects to pull elements/customize to help develop policies / executive orders, memorandums of understanding/agreements, etc. The web platform at this point does not include the ability to export the data into charts/graphs but will be considered for future iterations of the web platform. In response to a question related to capturing income and poverty rates of persons with disabilities, Mr. Davis shared that they are trying to identify a good federal data source.

States/projects are encouraged to reach out to Mr. Davis and share updates to current posted state data and/or request to add additional data sources.

B. Updates from the National DEI Program Office  Employment and Training Administration (ETA): There were no updates shared at this time.

 Office of Disability Employment Policy (ODEP): Rhonda Basha shared that a webinar will be held in June (date still to be determined) on peer mentoring and supports in post-secondary settings. More information will be shared when it becomes available. Ms. Button shared that ODEP’s LEAD Center will be holding a webinar on April 28th (the details are included as part of the “For Your Information” section) on financial literacy and the workforce system. It will include presenters from the federal level and from financial institutions.
