NAPA COUNTY BOARD OF EDUCATION February 2, 2016 A Regular Meeting of the Napa County Board of Education was called to order at Call to Order 3:00 p.m. on Tuesday, February 2, 2016, at the Napa County Office of Education, 2121 Imola Avenue, Napa, California, President Janna Waldinger presiding. Members Present: Steve Orndorf, Ken Slavens, Ann Cash, Jennifer Kresge, Lisa Lindsey, and Don Huffman.

At the request of Mrs. Waldinger to have Item 3 precede Items 2.A. and 2.B., the Approval of Agenda was revised and approved on a motion by Mr. Slavens and a second by Agenda Mr. Huffman. Ayes - Mr. Huffman, Mr. Orndorf, Mrs. Cash, Mr. Slavens, Mrs. Lindsey, Mrs. Kresge, and Mrs. Waldinger. Noes - None.

The Minutes of January 5, 2016 meeting were approved on a motion by Mrs. Approval of Minutes Lindsey and a second by Mr. Huffman. Ayes - Mr. Slavens, Mr. Huffman, Mrs. Lindsey, Mrs. Cash, Mr. Orndorf, Mrs. Waldinger, and Mrs. Kresge. Noes – None. There were no comments from the public. Comments from the Public Caroline Wilson, Principal of the Court and Community School Programs, Student of the introduced Liberty High School teacher, Karl Binswanger. Karl introduced the Month Awards Student of the Month at Liberty High School, Jacqueline Galarza, and commented how loved Jacqueline is by everyone on campus. Karl introduced Jacqueline’s parents and congratulated them on raising such a wonderful daughter.

John Goodell of Goodell, Porter, Sanchez, and Bright, LLP, presented the firm’s Annual Audit Report audit report for the period ending June 30, 2015. Mr. Goodell announced the report has been given an “unqualified” rating which is the best audit rating a county or district can receive, and there were no findings.

On a motion by Mr. Orndorf and a second by Mr. Slavens, the Board approved Approval of Annual NCOE’s audit report for the period ending June 30, 2015. Ayes – Mr. Orndorf, Audit Report Mr. Slavens, Mrs. Lindsey, Mrs. Cash, Mr. Huffman, Mrs. Kresge, and Mrs. Waldinger. Noes – None.

1. Dr. Nemko reported that Howell Mountain Elementary School District did a Correspondence, survey with 50 families indicating a level of interest in a possible merger of Communications, Howell Mountain and St. Helena. However, there are more than 1,600 and Reports registered voters in Angwin, so the next thing that needs to be assessed is the level of registered voter interest in a merger. A contract between Howell Mountain Elementary School District and St. Helena Unified School District might be a possibility.

2. Dr. Nemko reported that they are continuing to consider a former kindergarten classroom in the elementary school in St. Helena as a new location for the St. Helena Preschool. The goal is to open the preschool in the fall in a new location. Some renovation will be required to accommodate the children. At present, it appears the price of renovations is too high, but we are looking at ways to reduce the cost.

Mrs. Kresge reported that at the February Calistoga Joint Unified School District Board meeting, the Calistoga Board of Trustees and Superintendent Mondragon requested the Vine Trail and the Napa County Office of Education provide additional information on the scope of the work being proposed for the relocation of the preschool.

4. Dr. Nemko reported that Erika Lubensky of Community Resources for Children will collaborate with Napa County Office of Education on the Digital Early Learning initiative.

5. Dr. Nemko reminded everyone that the All County Board reception and lobster feed is March 1, 2016 and the requested donation is $65/person. Checks should be made payable to NapaLearns.

6. Mrs. Kresge reminded everyone to register for Legislative Action Day March 15th.

7. Mrs. Waldinger proposed that the Napa County Board of Education compose a letter of appreciation and thanks in reference to Senator Lois Wolk ending her term. The letter will be presented to Senator Wolk at Legislative Action Day in March.

Consent Agenda Item 5.A. (Temporary County Certificates) was passed on a Consent Agenda motion by Mrs. Cash and a second by Mrs. Lindsey. Ayes: Mrs. Cash, Mrs. Item 5.A. Lindsey, Mrs. Waldinger, Mr. Orndorf, Mr. Huffman, Mrs. Kresge, and Mr. (Temporary County Slavens. Noes: None. Certificates)

No action was taken on Consent Agenda Item 5.B. (Board Member Consent Agenda Compensation) Item 5.B. Mr. Schultz reported that we have been awarded a 1.1 million dollar grant Budget Update contract for Career Tech Education to do work such as build new pathways for Napa Valley Unified School District. This grant provides budget relief for the Napa County Office of Education as well.

Mr. Schultz reported that an LCAP engagement meeting is planned for Friday, LCAP Update March 11th at the Napa County Office of Education. All staff are invited.

Mr. Schultz reported that an additional meeting has been scheduled with the Update on the architects as the architects want to review the draft plans once again. The final Facilities Master site visit for the solar vendors, Sol-Ed, and their contractor will take place Plan and Design for February 3. All of our Prop 39 energy retro-fit requirements have been a Proposed completed, and thus far have yielded a $1,200 savings for Napa County Office of Community School Education and a savings of $1,100 for Chamberlain High School.

Mrs. Kresge reported on the CCBE County Board Governance Workshop she Report on CCBE attended in January and noted the effective governance workshop highlighted County Board how important the role of board governance is and what every board member Governance Training needs to know about the district and county office. The finance workshop was great. Mrs. Kresge suggested Josh Schultz be considered to lead the upcoming workshop in September. The workshop on legal standards for charter schools was very interesting and showcased the process, procedures, and laws with regard to charter schools.
