MINUTES OF DODDINGTON AND WHISBY PARISH COUNCIL MEETING GAMES ROOM, THE OLD RECTORY, DODDINGTON 11TH JANUARY 2016

The meeting opened at 6.30 pm

16.1 Public forum N/A

16.2 Roll call and apologies for absence Present Cllrs I Macalpine-Leny (chairing), G Beale, G Patrick, R Twigg, E Taylor, and C Vessey. Apologies received from Cllr E Mathers, Sarah Lingard (representative from Lincolnshire police) and Cllr Barbara Wells (standing in for Cllr Sally Appleby)

16.3 Declarations of interest None

16.4 December 2015 meeting Approval of minutes - Resolved: the minutes of the meeting held 14th December 2015 are accepted as an accurate record

Matters arising

16.4.1 Speed of traffic at Whisby Crossroads. - Cllr Ian Macalpine-Leny has emailed Kyra Nettles (Highways officer) to highlight the ongoing issues and need for reflectors to be replaced at Whisby Crossroads. Awaiting response.

16.4.2 Wheelie bin stickers for Whisby - Council agreed that the “Polite notice. Slow down” stickers would provide the biggest impact. Forty stickers should be sufficient and require ordering. ACTION: CLERK

16.4.3 Speed checks - The first speed checks took place before Christmas and will be repeated within the month. The council extends its thanks to Sarah Lingard and her colleagues. ACTION: CLERK

16.4.4 Dog waste and litter bins - Cllr Ian Macalpine-Leny confirmed that the existing bins are on land for private enterprise and he will inform the district council. No additional action required. ACTION: I M-L

16.4.5 Procedure for accessing defibrillator - Procedure clarified and leaflet distributed to residents of the parish. No additional action required.

16.4.6 Parish Clerk Vacancy - Clerk has contacted Thorpe on the Hill and Eagle Parish clerks to enquire if they would be interested in the position. Eagle is unable to take on the extra role, however, initial response from Thorpe on the Hill seemed positive. Cllr Ian Macalpine-Leny has initiated communication and is awaiting a response. Full name of Thorpe on the Hill clerk to be established ACTION: CLERK

Page 1 of 3 Cllr Ian Macalpine-Leny fed back Claire Birch’s response to his email enquiring if anyone who worked for the estate would be interested / suitable. Claire reported that she did not feel that anyone would be interested.

16.5 Traffic issues

16.5.1 Progress concerning weight limit consultation - No response, as yet, from Mary Powel to Claire Birch’s email, composed to highlight the potential negative impact on tourism that the considerable use of HGV’s on the B1190 could have (email circulated prior to meeting)

16.5.2 Moveable speed indicating equipment - Awaiting correspondence from NKDC regarding the next stage.

16.6 Police matters - Sarah Lingard reported, via email, prior to the meeting that no crimes had been reported by residents of the parish

16.7 Correspondence

16.7.1 Parish Precept - Clerk has received information on calculating parish precept and additional information on reduction of grant support. Due to inexperience and resignation of clerk, Cllr Ian Maclapine Leny and Cllr Robert Twigg have agreed to calculate the precept for 2016/20/17 ACTION I M-L & RT

16.7.2 Audit procurement - Changes in the way that external auditors are sourced and remunerated have been disseminated by LALC. As Doddington and Whisby Parish has a turnover of less that 25k, there are different considerations from larger councils. It may be cheaper to continue with existing arrangements and opt out of the NALC New Audit Regime. Council to establish the contact details of last year’s auditor and consider next step. ACTION: CLERK & IM-L

16.7.3 Saving local services - Email circulated prior to meeting. Cllr Glynn Patrick and Cllr Ian Macalpine-Leny have agreed to attend and represent the Parish.

16.7.4 District Councillor Sally Appleby - The clerk has received communication that Cllr Sally Appleby has been signed off duties until the end of January. The Parish Council extend their well wishes to Sally.

16.8 Planning

16.8.1 Paradise Row Development - Application reference: 15/1039/FUL Proposal: Erection of 13 houses and containerised biomass boiler, Paradise Row, Main St, Doddington

Cllr Ian Macalpine-Leny fed back information from the planning departments meeting with James Birch held on the 14/12/15. The meeting focused on design issues with the proposed building, such as the necessity for chimney stacks.

Page 2 of 3 The Parish Council needs to follow up the suggested meeting of parish councillor’s with the case holder for the application (Gemma Dring) and a representative from Highways. ACTION: CLERK

16.9 Finance and payment of accounts

16.9.1 Finance reports - Clerk has updated finance reports and circulated. The reports were accepted by the councillors

16.9.2 Payment of accounts Data Protection Registration, £35. Cheque no: 100109, Houghton’ salary and expenses, December 2015 £151.76. Cheque no:100110, HMRC: PAYE on S Houghtons’ salary £0 this month, E.ON (energy) £26.31 Cheque no:100111 ACTION: CLERK

16.10 Other business

16.10.1 Vacancy to be created by the forthcoming resignation of Robert Twigg - The council discussed potential interest from residents in becoming a councillor. To date, councillors are aware of two residents who have expressed an interest: Paul Barker from Kennel Lane and a resident from Whisby. An initial discussion needs to be had with potential candidates, with a view to ascertaining seriousness of intent and ideally avoid the need for an election. ACTION: I M-L

The Council need to research how many councillors are required to remain quorate ACTION: CLERK

16.10.2 Neighbourhood watch - Cllr Carol Vessey suggested we include an article on the neighbourhood watch in the next parish newsletter, to garner interest and contact names. Council agreed. ACTION: Cllr Vessey

16.10.3 Sustrans Track- Cllr Elizabetta Taylor asked the Parish Council if progress was being made with regards to improving access to the Sustrans Track, acknowledging the concerns of some residents. Cllr Ian Macalpine- Leny clarified that as it is an existing Bridleway, that pedestrians, cyclists and horse riders have right to access.

Clarification needs to be sought from the manager of the new bike shop regarding plans to improve the access. ACTION: I M-L
