ITU Operational Bulletin No. 860 – 7 – First communication of 21.IV.2006: The Canadian Numbering Administration (CNA), North American Numbering Plan Administration (NANPA) (country code +1), Ottawa, announces that the North American Numbering Plan Administration (NANPA) has assigned NPA 438 for the purpose of implementing NPA

No. 860 – 8 ITU Operational Bulletin The new NPA 438 will serve the same geographical area currently served by NPA 514 , which includes the Île-Perrot, Pointe-Claire, Ste- Geneviève, Roxboro, Lachine and Montréal exchanges, located in the urban area of Montréal, Québec. In preparation for the introduction of the overlay, permissive ten-digit local dialling will begin no later than 17 June 2006 at 0001 hours Eastern Daylight Time (EDT) (ten-digit permissive local dialling is already possible in NPA 514). During the permissive dialling period, subscribers in NPA 514 may dial either seven or ten digits but are encouraged to dial ten digits (NPA NXX XXXX) for all local and extended area service calls. All Canadian carriers operating in NPA 514 will begin introducing the ten-digit dialling automatic announcement during the period 17 to 24 June 2006, and will maintain the announcement for calls dialled on a seven-digit basis until mandatory ten-digit dialling is introduced on 28 October 2006 at 0001 hours Eastern Standard Time (EST). The mandatory dialling announcements will be phased-in over the period from 28 October 2006 through 4 November 2006. After the beginning of mandatory ten-digit local dialling on 28 October 2006, an announcement will be activated for seven-digit dialled calls, informing the subscriber that ten-digit local dialling is required. The dialling plan for the 514/438 distributed overlay area will be as follows: All local calls and extended area service calls originating within the 514/438 area codes must be dialled with ten digits; i.e., NPA NXX XXXX. Alternatively billed service calls within the 514/438 area codes must be dialled with ten digits after the prefix digit(s). All local calls from NPA 450 into NPA 438 will also be required to be dialled using ten digits, similar to the existing local dialling plan for calls from NPA 450 into NPA 514. All international and domestic carriers should ensure that the new 438 area code has been activated throughout their networks. The following test numbers for the NPA 438 overlay will be made available for test purposes effective 1 May 2006:

NXX codes within NPA 438 may be assigned to service providers after 11 May 2006. However, assigned codes cannot be activated prior to 11 November 2006.

ITU Operational Bulletin No. 860 – 9 – Second communication of 21.IV2006: The Canadian Numbering Administration (CNA), North American Numbering Plan Administration (NANPA) (country code +1), Ottawa, announces that the North American Numbering Plan Administration (NANPA) has assigned NPA code 226 for the purpose of implementing NPA relief. The new NPA 226 will serve the same geographical area currently served by NPA 519 in Southwestern Ontario, Canada, which includes the cities of Brantford, Cambridge, Chatham, Goderich, Guelph, Kitchener- Waterloo, London, Orangeville, Owen Sound, Sarnia, Simcoe, Stratford, Windsor and Woodstock. In preparation for the introduction of the overlay, permissive ten-digit local dialling will begin no later than 17 June 2006. Commencing on 17 June 2006, starting at 0001 hours Eastern Daylight Time (EDT), callers dialling using only seven digits will be provided with a network announcement notifying them to dial local calls using ten digits, followed by automatic completion of the call. All Canadian carriers operating in NPA 519 will implement this network announcement during the period 17 to 24 June 2006. This announcement will be maintained for calls dialled on a seven-digit basis until mandatory local ten-digit dialling is introduced on 14 October 2006, starting at 0001 hours Eastern Standard Time (EST).

After the beginning of mandatory ten-digit local dialling on 14 October 2006, starting at 0001 hours Eastern Standard Time (EST), a network announcement will be activated for seven-digit dialled calls informing the caller that local ten-digit dialling is required and directing the caller to hang up and redial using the area code plus the seven-digit number they are calling. All Canadian carriers operating in NPA 519 will implement this announcement during the period 14 to 21 October 2006. The dialling plan for the 519/226 overlay area will be as follows: All local calls and extended area service calls originating within the 519/226 overlay area must be dialled with ten digits, i.e., NPA NXX XXXX. Toll (trunk) and alternatively billed service calls within the 519/226 overlay area will continue to be dialled with ten digits after the appropriate prefix digit(s). In NPA 705, the dialling plan for the four exchange areas of Alliston, Barrie, Collingwood and Cookstown will be changed as follows: All local calls originating within the four exchanges identified above and terminating in the 519/226 overlay area must be dialled using ten digits, i.e., NPA NXX XXXX. All international and domestic Telecommunications Service Providers (TSPs) should ensure that the new NPA 226 code is activated throughout their networks. The following test numbers for NPA 226 will be made available for testing purposes effective 15 April 2006. Test calls to verify routing to the new NPA 226 can be made by dialling the TEST numbers. Test calls to verify billing system operations using answer supervision to the new NPA 226 can be made by dialling the BILL number.

In 1996, Mexico began to liberalize the telecommunication sector by introducing new long-distance telephony operators. With this same in mind, the Comisión Federal de Telecomunicaciones (COFETEL) was set up as a decentralized organ of the Secretaría de Comunicaciones y Transportes, with the primary mission of regulating and promoting the efficient development of telecommunications in Mexico. On 13 April 2006, COFETEL published in the Diario Oficial de la Federación (Official Bulletin) a resolution introducing “el que llama paga nacional – the national calling party pays” arrangement, applicable to domestic long-distance and international calls terminating at a user of the local mobile service and due to come into effect 180 calendar days as from the aforementioned date. This being the case, international port operators in Mexico will have to adapt their networks such that calls originating in other countries and intended for users of the local mobile service in Mexico under the “national calling party pays – el que llama paga nacional” arrangement are made using the following number format: +52 + 1 + National Number In other words:

Switzerland Joint Communiqué of 8.V.2006: Swisscom Fixnet Ltd, Berne, Swisscom Solutions Ltd, Berne, and SwissTelex S.A., Lugano-Breganzona, announce in this joint communiqué that, since 1st March 2006, the telex services have been outsourced to SwissTelex S.A. As a consequence, SwissTelex S.A. has taken over the contractual relationship regarding the provision of international telex services (including the current rate agreements) from Swisscom Fixnet Ltd and Swisscom Solutions Ltd. All traffic destined for Switzerland will have to be routed via the Telex Switching Centre of SwissTelex S.A., in Lugano-Breganzona (Switzerland). The Swiss subscribers’ national telex numbers, together with the telex destination code (TDC) “45” allocated to Switzerland under ITU-T Recommendation F.69 and the telex network identification codes (TNIC) “CH” allocated to Switzerland and “FL” allocated to Liechstenstein under ITU-T Recommendation F.68, will remain unchanged.
