The portal http://youth.karelia.ru was developed with the support of Consulate General of Netherlands in St. Petersburg and the city target program “Youth policy in Petrozavodsk”. The portal offers a wide range of interactive services, including online employment agency for the youth, online discussions and opinion polls.

January, 23 Organizers made an official announcement, canceling X International Contest of Ice and Snow sculptures. According to Sergey Soloviev, head of the Culture Directorate of the City Administration, the weather conditions made it impossible to store the required volumes of snow and ice. One month prior to the contest there was a lack of snow, and the quality of ice was not relevant for the sculptures. All other activities, planned within the Winter festival “Hyperborea” will be implemented according to the original schedule.

December, 29 A new division of “Nadezhda” social care center for children and teenagers was opened in Petrozavodsk at the city district Klyuchevaya. The priority task of the new division will be prevention of child neglect by means of work with families of social risk. Specialists will provide social and psychological support, engage target families in individual and group rehabilitation programs.

December, 15 Petrozavodsk City Council approved the city budget for 2009. The biggest share of the expenses relates to the educational sphere – 44,4%, health care, physical culture and sport – 20%, communal sector – 20,3%. The budget reserves funds for implementation of 22 municipal target programs, with the biggest funding allocated to such programs, as “Fire safety and protection of population from emergency situations in 2009-2011”, “Increasing traffic safety in 2007-2009”, “Care”, “Capital reconstruction of block houses in Petrozavodsk”, “Promotion of physical culture and sports in Petrozavodsk in 2008-2009”.

December, 15 Results of the contest of the mini-projects “From the small initiative to the big achievements” were announced in the City Hall. The contest was a part of the EU IBPP project “Youth participation in environmental decisions – steps to sustainable development”. Total of 26 youth projects were presented, aiming at improving environmental situation at schools (developing school gardens, including winter gardens, etc.).

December, 10-31 a public charity campaign “Magic Christmas Tree” was organized at “Lenta” hypermarket in Petrozavodsk. The campaign was addressed to the children, deprived of parental care and disabled children. Those, who wanted to support a child in need, could pick up a card with the Christmas wish from the large Christmas Tree, installed in the hypermarket, and purchase a gift, asked for by the child. All the gifts were forwarded to the children, permanently staying in the municipal social care institutions.

December, 10 Services Fair for the migrants took place in Petrozavodsk, organized by Petrozavodsk City Administration, Karelian resource Center of NGOs, Bureau of International Migration Organization in Moscow, as well as Ministry of Labor of Karelia and Federal Migration Service. Services and opportunities for the migrants were presented by experts of the state structures, working with migrants, specialists of the cultural institutions, social care departments, lawyers and psychologists, representatives of the national diasporas and other NGOs. Free consulting was available on the most urgent issues of getting temporary resident permits, employment permits, acquiring Russian citizenship, etc. 2

Project idea was proposed by Youth Directorate of Petrozavodsk City Administration together with youth union “Doroga” (the Road) and supported by the Consulate General of Netherlands in St. Petersburg and Municipal target program on youth policy in 2007-2010. In the framework of the project, a City Youth portal will be launched, where young people will take part in public discussions on the most urgent issues, including the matters, considered by the City Council; online access will be provided to the services of the city youth centers, as well as registration at the online employment office.

November, 27-December, 1 Ensembles Jouhikko and Kruuga from Petrozavodsk took part in the International folk festival «Atvaziuoja zolynai» in Alytus, Lithuania, performing Russian, Karelian and Finnish songs and dances.

November, 28 State historical and architecture museum “Kizhi” launched a project “Illusions of the Old City”, aiming at increasing the attractiveness of the historical quarters of Petrozavodsk and promoting an image of an old city. Museum workers started from studying archive documents, museum items and special literature, the second stage of the project will be implemented during the City Day celebrations, when the scenes of the city life of 19th century will be performed at the historical quarters. Citizens and guests of the Festival will have a chance to take part in the open dancing under the street wind orchestra, attend tailor’s fitting room, try on the old clothing and, of course, take photos. Hawkers with the candy trays, flower girls, strangers in the old-fashioned clothing will contribute to creating an atmosphere of the Old City.

November, 28 Petrozavodsk’ s longstanding partner, city of Joensuu, commemorated 160 years anniversary. Petrozavodsk Mayor Viktor Maslyakov and a delegation from Petrozavodsk took part in the official activities.

November, 23rd will remain in Petrozavodsk’s citizens’ memory as the day of one of the most severe storms in the history of meteorological observations. Much harm was done to Onega Lake Embankment, where the waves tore the granite blocks out of the pavement. Petrozavodsk’s yacht-club quay, as well as city passengers quay have been seriously damaged. An ad-hoc commission, that gathered at the City Hall the following day, estimated the material damage to the infrastructure being app. 6 ml rubles.

November, 20 a round table was organized at the City Hall, devoted to the implementation of youth projects, supported in 2008 by the municipal target program “Youth policy of Petrozavodsk” for 2007- 2010” . Total of 16 projects were financed by the municipality in 2008, mostly being addressed to the teenagers in difficult life situations, as well as providing assistance in choosing professions. A new call for the projects to be carried out in 2009 has already been announced.

Conference brought together experts in international relations and guests from North- West Russia, Finland, Estonia, France, as well as representatives of EC Delegation to Moscow. October, 18-27 a delegation of pedagogues and workers of pre-school education made a professional visit to sister-city Tübingen, discussing issues of early education, children development.

October, 24-26 a traditional Youth Initiatives Fair took place in Petrozavodsk. This time the Fair also hosted a seminar for the specialists from the cities of the Russian North-West “Youth Policy: how to reach everyone”. Event was attended by participants from Arkhangelsk, Murmansk, St. Petersburg, Kostroma, Yaroslavl and other cities. This time the Fair gave Petrozavodsk’s youth leaders an opportunity to exchange experience with their colleagues from Tübingen, Germany – a delegation of Youth parliament of Tübingen was a guest of the Fair.

Petrozavodsk in 2008: some results of the work of municipal authorities

Repairs of the city roads Total of 67,95 ml rubles were allocated by the city budget for the road repairs. Road works have covered over 100 thousand sq. meters.

Reconstruction of the highway “Kukkovka – Drevlyanka” Two stages of the planned reconstruction have been implemented for the highway, connecting the city districts of Kukkovka and Drevlyanka. 106 ml rubles are reserved in the city budget-2009 for finalizing the reconstruction work.

New equipment for road maintenance works 20 ml rubles were allocated by the city budget for purchasing new road equipment. Total of 13 items were purchased for summer and winter road maintenance.

Cooperation with NEFCO fund Memorandum of interaction have been signed between Petrozavodsk City Administration and NEFCO Fund, implying cooperation in implementing projects on waste management and improvement of environmental situation in Petrozavodsk. Total cost of the projects is 180 ml rubles, over a half of the amount would be allocated in a form of NEFCO soft loans and grants from foreign partners. In particular, the following projects are on the agenda: “Introduction a line on processing oversize waste”; “New system of collection and transport of solid wastes in the city”; “Collection of the methane in the landfill”, as well as reconstruction of access road to the landfill.

Reconstruction of Petrozavodsk water treatment plant Works on reconstruction have been continued. In 2008 federal budget reserved 308 ml rubles for finalizing the first stage of reconstruction in 2009.

Rehabilitation of the housing stock About 155 ml rubles were allocated by the municipal, republic and federal budgets for the repair works at the residential housing sector in Petrozavodsk. 123 houses were rehabilitated, including insulation of the facades, capital repairs of roofs and elevators, engineering networks, water and sewage pipelines, electricity and heating networks.

Positive changes happened in municipal residential construction. For the first time in many years the city authorities started to work on providing new apartments for the tenants of life-expired dwellings. A design of the new block house for 70 apartments has been finalized, allowing to reserve new housing for the tenants from 23 old buildings.

More residential houses get connected to the gas pipeline Natural gas, as a more efficient and environmentally safe fuel, is becoming available to a bigger amount of citizens. In 2008 8 block houses were connected to the gas pipeline. Currently the works are being continued. In 2009 22 houses are planned to be included in the program

Investments Total volume of investments in 2008 reached over 3 billion rubles, which is 13,3 % higher compared to the previous year. Investment projects, realized in 2008 allow to create 790 new jobs for Petrozavodsk, as well as contribute to the tax revenues of the city budget.

Laying the foundation stone of the new office and apartment center at Eremeeva str. September, 24th Marr-Capital investment company launched the project on construction of multifunctional office and apartment center, with the sales area of app. 5,3 thousand square meters and residential area of over 27 thousand square meters, which corresponds to 257 new apartments.

New car dealers in Petrozavodsk In 2008 the volume of investments in this area reached 456,4 ml rubles, 236 new jobs were created. 12 service and sales centers were opened, offering car services, showrooms and car washes.

Opening of the first in Karelia automatic gas filling stations “Lukoil” Automatic gas station saves 20% more time compared to regular gas stations in the city. Lukoil company’s plans include construction of five more similar automatic stations in Petrozavodsk.

Health care

Rehabilitation department at the Polyclinic no.2 Construction of additional attic floor for the city Polyclinic no. 2 allowed to provide new premises and increase therapeutic spaces for disabled people. In addition, a new Rehabilitation center was opened for the patients with cardiovascular diseases, as well as a special elevator for disabled people with wheelchairs was installed.

Design work for the new building of maternity clinic got started Work on developing design and estimate documentation for the new premises of Maternity clinic is carried out by the Moscow Scientific and Design Center for health care and leisure objects. The new building of the clinic will be located at Drevlyanka district, one of the city’s most inhabited areas.

Opening of the Radio diagnosis center at the City Emergency Hospital Mounting of CT-scanner and magnetic resonance scanner was performed by the specialists of the producer – Siemens company. Part of the expenses (about 70 ml rubles) was financed by the private investor.

Family doctors’ offices Petrozavodsk City Administration continued implementing the program on developing family medicine. In 2008 works have been performed on equipping the doctor’s office at the city’s remote district Sulazhgora. Design and estimates were prepared for another office with official housing for the family doctor in the area of Petrozavodsk Pultry farm.

Advanced lab equipment for the City Emergency Hospital The amount of 5 ml rubles was allocated by the city budget for purchasing modern laboratory equipment for the Emergency Hospital.

Rehabilitation of City Emergency Hospital building Background data has been collected in order to start the process of elaborating design and estimate documentation for reconstruction of the Hospital building. The idea implies construction of a 5-story building for operating rooms and labs, as well as construction of extension premises to the reception ward and an attic floor.

Use of ICT at the city polyclinics Work has been continued on introducing new approaches in working with patients. Module “e-queue” was installed at the city polyclinics no. 1, 2 and 3. During 2007-2008 every doctor’s working place was equipped with special modules, such as “Reception office”, “Statistics”, “e-queue”, “Vaccination”, “Preventive medical examination”. The module “e- prescription” enables the doctor to keep track of the medications available at the drugstore and file up requests for the coming period.

City Children’s Hospital Neurological department was opened at the Children’s Hospital after renovation. Reconstructed ward is capable of serving 40 patients at a time.

New dental rooms for the children New dental facilities for young citizens were opened at the City Children’s Dental Clinic and School no. 7 in the remote district Solomennoye in the framework of the municipal program “Dental care for children of Petrozavodsk 2005-2008”. Altogether during the program’s operation 13 new dental rooms were equipped at Petrozavodsk secondary schools.

Social protection Over 24 thousand families were involved into different kinds of services, rendered within the municipal social target program “Care”. Over 43 ml rubles were allocated for these purposes by the city budget

Providing subsidies for covering communal payments Total of 3950 families became recipients of communal subsidies, which is 15 % less compared to the year 2007.

Department of social attendance for disabled children New department was opened on the basis of “Rodnik” center for disabled children and is mainly addressed to the invalids with complex structure of diseases, not capable of serving oneself.

Opening of delinquency prevention center December, 11th Delinquency prevention center was opened at the remote city district Sulazhgora. The project was supported by the city budget in the amount of 8,5 ml rubles.

Education

Long-term municipal target program “Development of educational system of Petrozavodsk until 2015»

Petrozavodsk City Administration http://petrozavodsk-mo.ru [email protected] +7 8142 71 33 75 Reconstruction of the Boxing house Works on elaborating design and estimate documentation for reconstruction of the Boxing house, have been completed by the City Administration. The new facility will provide conditions for judo and sambo sections, as well as a hall for wrestlers, rehabilitation rooms. According to the existing plans, the new Boxing house will be capable of receiving large competitions of regional and federal level. The project on reconstruction of the Boxing house has been proposed by the City Administration for including in the federal program “Development of physical culture and sports in Russia for 2006-2015”.

New Ice Rink Design and estimate documentation for new Indoor ice rink has been prepared by the City Administration. Then new facility will be located on the banks of Neglinka river.

Sports and children’s playgrounds Three multifunctional sport grounds were constructed on the territory of Petrozavodsk schools, being the result of the city’s participation in the target program “Gazprom for the Children”. Each playground has an area of 1500 square meters and is equipped with facilities for basketball, football, ice hockey. Another playground for children on the area of 3 000 sq. meters came as a result of the project, implemented by the national charity fund “Naked hearts”

Internet portal for small and medium businesses A new portal was officially launched in November 2008. The resource provides information on legal documents, important for the work of small businesses, databases of organizations, supporting SMEs, documents, regulating land use, online consultations for those wishing to start own business. http://g2b.ptz.ru

Petrozavodsk Tourist portal This new Internet project was funded by the municipal target program «Development of tourist attractiveness of Petrozavodsk 2008-2012”. The portal contains detailed information about the city, accommodation and catering services, opportunities for cultural life and leisure. www.visitpetrozavodsk.ru

14 th agricultural Fair The number of participants of agricultural Fair is growing every year. 14th Fair gathered farmers and agricultural enterprises from Tambov, Volgograd, Voronezh, Ivanovo, Rostov, Tatarstan and Moldova.

New trolleybuses for the city In the framework of the planned upgrade of the trolleybus fleet, three new cars arrived to Petrozavodsk. 10 ml rubles was allocated for purchasing new trolleybuses by the city budget.

Information of the Civil Registry Office 2.713 new families appeared in Petrozavodsk in 2008, which is 100 marriages more than in 2007. 1.350 divorces took place, which is 50 more compared to 2007. 3.380 babies were born (217 more than in previous year).
