JOB OVERVIEW This position is responsible for providing strategic and operational planning expertise and input for the development and implementation of silviculture strategies to organize and prioritize reforestation work to improve short and long term timber supply. This position also pays a critical role in supporting the development and implementation of strategic plans and ensuring linkages between silviculture strategies, related program initiatives and field practices. The primary focus will be the Forests for Tomorrow program in northern BC and elsewhere as required. ACCOUNTABILITIES  Leads technical work to develop resource stewardship guidelines, objectives and standards and may provide technical advice on the development of legislation, regulations and policies.

 Coordinates and supports the development, implementation and monitoring of various resource stewardship initiatives in the office and in the field.

 Determines project scope, defines project deliverables and develops project charters to align with the project requirements

 Provides senior advisory services as a specialist in a particular field of expertise in support of natural resource decision making within the program area.  Applies technical expertise and provides direction and guidance in the development and implementation of new procedures, methods and practices.  Leads unique and complex natural resource projects/proposals/initiatives).

Role:  Develops and maintains a broad range of stakeholder relationships, consultation, and communication plans to achieve project and division objectives.  Develops and implements consultation and communication plans related to natural resource projects/proposal/initiatives with attention to collaborative management.  Provides advice to senior executive, project sponsors, and Statutory Decision Makers on land use issues, approaches and implications.  Evaluates complex, long-term strategic resource issues/initiatives, reviews proposals and makes recommendations to Statutory Decision Makers and executive.  May prepare and/or negotiate contracts, implement and monitor performance and authorize payment.  Leads development and implementation of strategic and tactical plans.  Develops, investigates, modifies, and implements procedures to support natural resource management.  May represent the ministry or participate in formal negotiations at high profile inter- jurisdictional working groups and committees.  Recommends changes in regulations, policies, procedures, and inter-agency agreements to increase efficiency.  Coordinates and supports the development, implementation and monitoring of various resource stewardship initiatives in the office and in the field.

JOB REQUIREMENTS  Registered, or immediately eligible for registration, as a Registered Forest Professional with the British Columbia Association of Forest Professionals.  A minimum 4 years’ forestry experience, preferably in the fields of silviculture planning and operations, with 5 years’ forestry experience being preferred.  Experience in project management or an equivalent combination of training and experience.  Experience managing multiple projects or leading a component (e.g., sub-project) of a major project or regional initiative.  Experience in managing project teams.  Experience managing relationships with senior level stakeholders.

Role:  Valid B.C. driver’s licence.

PREFERRED QUALIFICATIONS  Demonstrated experience in planning, coordinating and delivering large fertilizing programs.  Demonstrated experience with ongoing research into topics relevant to delivering large silviculture programs such as Climate Based Seed Transfer or stocking standards for forest resilience.  Demonstrated experience using current technology to help plan and deliver large silviculture programs.

KNOWLEDGE, SKILLS & ABILITIES  Demonstrated knowledge of multidisciplinary issues involved in natural resource management, such as reforestation and timber supply mitigation, including juvenile spacing and fertilization.  Demonstrated knowledge of environmental management legislation, regulations and policies (ie: Forest Act; Forest and Range Practices Act; and associated legislation and regulations).  Demonstrated knowledge of current technology and its use to help plan and deliver large silviculture programs.  Clear written and verbal communication.  Must be willing and able to travel with limited notice by vehicle, boat, aircraft or other vehicular craft.
