Dr. Allen Smith is an Associate Professor of Criminal Justice and Security Studies at Tiffin University. He teaches courses in criminal justice, homeland security, and the history of terrorism and intelligence. He also teaches online graduate courses in the Master of Science degree program in Criminal Justice Administration and the Master of Science degree program in Homeland Security. Dr. Smith developed the Master of Science degree in Homeland Security, and he has revised the minor in intelligence analysis. Working with i2, Inc., an international intelligence analysis software company, a contract valued in excess of $800,000 has provided a suite of intelligence software at no cost to the university. Courses in intelligence and counterterrorism incorporate Analyst Notebook and Text Chart into the curriculum to permit students to develop critical thinking skills. Recently, ArcView GIS has been added to the curriculum. Several Federal organizations are recruiting graduates including the CIA, FBI, NCIS, U.S. Marshals Service, and all military services officers’ programs.

Dr. Smith’s career in public service originated with his enlistment in the U.S. Marine Corps after his graduation from high school. His senior trip occurred in the Republic of South Vietnam while serving with the 3rd Marine Division, Force Logistics Group, Truck Company, Semi Platoon, where his normal duties required hauling 40 tons of ammunition per load. He received a Presidential Unit Citation, Navy Unit Commendation, South Vietnamese Unit Cross of Gallantry with Palm, South Vietnamese Campaign Ribbon with two bronze stars, South Vietnamese Service Ribbon with device, and Good Conduct Medal.

Dr. Smith has a professional career in criminal justice that includes the positions of deputy sheriff, State probation-parole officer, chief probation officer in a juvenile court, two Presidential appointments (Carter and Clinton administrations) as the U.S. Marshal, Southern District of Ohio, and assistant safety director of a municipality (city administrator). During his career, Dr. Smith has attended numerous seminars on various topics of criminal justice at the State, Federal, and international levels. He has been a certified police training instructor and has taught numerous criminal justice training courses. He is presently certified by FEMA to instruct the ICS-300 and 400-level courses. Dr. Smith has completed two dozen online courses through EMI, completing the Professional Development Series. He has lectured at several universities on topics concerning the administration of justice, and he has lectured at the University of Nevada at Reno, National Judicial College, on the topic of high-threat trials.

Dr. Smith has provided consulting to the Ohio Supreme Court on matters concerning security, and he has provided security lectures for the Ohio and Indiana Supreme Court Conferences. He is currently an Ohio-certified peace officer and serves his community as a reserve police officer. This platoon of reserve police officers is fully certified, armed, with full police powers of arrest. Dr. Smith also serves as a captain in the Ohio State Defense Force, 2nd Battalion, S-3. He has a Basic MEMS badge, awarded by the State Guard Association of the U.S., and he has completed all class work for the Senior MEMS badge. The Ohio State Defense Force mission concerns ESFs #6 and 7.

Dr. Smith holds a B.S. in secondary education with an emphasis in history and government from Ohio University. His M.S. in criminal justice from Eastern Kentucky University has an emphasis in police administration. He also holds a Ph.D. from Ohio University with an emphasis on educational leadership and a concentration in public collective bargaining.
